A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO SUBMIT A GRANT
APPLICATION TO THE METROPOLITAN PLANNING ORGANIZATION (MPO), UNDER
THE FISCAL YEAR 1999-2000 MUNICIPAL GRANT PROGRAM, TO PERFORM A
FEASIBILITY STUDY FOR A MIAMI BEACH INTERMODAL CENTER/ELECTROW A VE
FACILITY / FUTURE TERMINUS OF AN EAST-WEST MUL TIMODAL CORRIDOR, AT
A COST OF APPROXIMATELY $70,000; THE APPLICATION DEADLINE BEING JULY
14, 1999; SAID GRANT TO BE MATCHED BY THE CITY AT NO MORE THAN $20,000,
USING FUNDS PROPOSED FOR THE PURPOSE IN THE FISCAL YEAR 1999-2000
PROFESSIONAL SERVICES CATEGORY OF THE PROPOSED PUBLIC WORKS
BUDGET; AND FURTHER APPROPRIATING THE FUNDS, IF AWARDED.
WHEREAS, the Municipal Grant Program of the Metropolitan Planning Organization is accepting applications
from municipalities wishing to perform transportation planning studies for projects of significance to the municipality,
as well as to the region; and
WHEREAS, the City of Miami Beach wishes to perform a feasibility study for a Miami Beach Intermodal
Center, which would also include a full-scale electric bus facility, and, in the future, a potential terminus of a regional
rail service; and
WHEREAS, this feasibility study should identify, investigate, and evaluate potential sites, and be
encompassing enough in nature to address the issues identified in the Preliminary Scope of Services, herein attached as
Exhibit "A," and made a part of this Resolution; and
WHEREAS, the filing deadline for grant applications is July 14, 1999; and
WHEREAS, the grant program requires, at a minimum, a twenty percent (20%) funding participation by an
awarded municipality.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the Administration
to submit a grant application to the Metropolitan Planning Organization (MPO), under the Fiscal Year 1999-2000
Municipal Grant Program, to perform a feasibility study for a Miami Beach Intermodal Center / Electrowave Facility
/ Future Terminus of an East-West Multimodal Corridor, at a cost of approximately $70,000; the grant application
deadline being July 14, 1999; said grant to be matched by the City at no more than $20,000, using funds proposed for
the purpose in the Fiscal Year 1999-2000 Professional Services Category of the proposed Public Works budget; and
further appropriating the funds, if awarded.

Preliminary Scope of Services
MIAMI BEACH INTERMODAL CENTER FEASIBILITY STUDY
OBJECTIVE(S):
To investigate and evaluate potential sites within the Redevelopment Area of South Beach
for the implementation of an intennodal facility to serve as a center for transportation mode
transfer, a fuII-scale electlic shuttle storage/maintenance facility, as well as a tem1inus station
for a future regional rail corridor.

SCOPE OF SERVICES:
Besides identifYing, investigating, and evaluating potential sites, the feasibility study should
be encompassing enough in nature and, at a minimum, address the foIIowing issues:
1. Site feasibility
2. Potential impacts to surrounding areas, plus mitigation measures (if needed)
3. Circulation plan, and intermodal connections
4. Electric shuttle facility needs
5. Rail transit terminus needs/joint project participation
6. Other transit modes needs
7. Ridership projections and profiles
8. Potential connection to Greenways
9. Joint mixed-use development potential and consequences
10. Potential on-site economic development opportunities
II. Potential to generate revenues to fund shuttle operations
12. Conceptual design and program
13. Preliminary cost estimates, including right-of-way acquisition (if needed)
14. Project phasing requirements
15. Identification of potential funding scenarios
16. Marketing / briefing brochure.
* The feasibility study should consider and determine the optimum combination of
transportation modes to be served by the intern10dal facility. These modes may include, but
not be limited to the ELECTROWA VE and County buses, automobiles, motorcycles,
bicycles, scooters, taxicabs, water taxi, and future regional rail service.
* The study should be sufficiently thorough to determine the approximate size necessary
to accommodate the intended requirements.
* The study would also include a significant public involvement component, City
committee meetings, and presentations to City and County officials.
END PRODUCTS:
1. A report which documents the data gathered and the ensuing analysis, and makes a
recommendation.
2. A marketing/briefing brochure.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
The Metropolitan Planning Organization's (MPO) Municipal Grant Program annually awards
$150,000 in transportation planning funds to applicant Miami-Dade municipalities, on a competitive
basis. The objective of this grant is to support the municipalities' efforts to develop innovative and
farsighted transportation plans which have the potential to become projects of local and regional
significance. The application deadline for the FY 1999-2000 grant is July 14, 1999. This is a highly
competitive grant which attracts a large number of applications from Miami-Dade municipalities,
and requires. at a minimum, a 20% local match.
ANALYSIS
Keeping the objectives of the grant in mind, the Administration reviewed the Municipal Mobility
Plan's Bank of Projects and chose two potential candidate projects for consideration: a feasibility
study for a Miami Beach Intern10dal Center! ELECTROWA VE Permanent Facility/Terminus of a

future East-West Multimodal Corridor, or a master plan for a Beach Bicycle/Pedestrian/Greenway
facility (Atlantic Corridor). The MPO discourages cities from submitting two grant applications at
one time, due to the small amount of grant funds available and the popularity of this particular grant
program. Although both candidate studies match metropolitan area projects being advanced by the
MPO, the Administration decided to recommend the Intermodal Center Study, herein attached as
Exhibit" A," for consideration and approval by the City Commission, for the following reasons:
1. The shuttle service is already recognized as a local transit success story (almost 2.l million
riders in 73 weeks of operation), and is the beginning of what may turn out to be the answer
to the traffic congestion problems in Miami Beach. The existing shuttle facility is too small
and inadequate, and there is an obvious need for appropriate and permanent housing that is
large enough to accommodate and service the existing fleet as well as the future fleet.
2. The route headways increase when the shuttles are caught in traffic on the MacArthur
Causeway, and use-up battery charge negotiating the inclines of the east bridge.
3. If voters approve the "transit tax" initiative on July 29,1999, the East-West Corridor will
become a reality, and this site will also become a terminus of the regional rail transit system.
4. It will be easier to receive Federal funding for this Intermodal Center/ELECTROW AVE
Facility/East- West Corridor Terminus if the City has in hand a comprehensive feasibility
study plus a marketinglbriefing brochure.
Attached as Exhibit "A" to the Resolution is a preliminary scope of services for the candidate
study, which, if granted by the MPO in October of 1999, will be developed into a more
encompassing and task-oriented document.
FUNDING: The Municipal Grant Program requires at least a 20% match by the awarded
municipality. The Public Works Department has included $20,000 to match this grant, under the
Professional Services Category of its proposed FY 1999-2000 budget submission.
The Administration will pursue other sources of funding for a Beach Bicycle-Pedestrian Greenways
Project study that would recommend ways of interconnecting projects which are about to be
constructed or in different stages of planning by the City, such as the North Beach Recreational
Corridor, the Indian Creek Greenways and the BeachWalk/Lummus Park and South Pointe Projects,
in order to become the Miami Beach segment of the County-proposed Atlantic Trail; plus, the Pine
Tree-LaGorce/Dade BoulevardNenetian Causeway Bicycle-Pedestrian Facility, which would link
in Miami \vith the proposed Flagler Trail. The County Greenways Project. which is an integral part
of the MPO's 20-Year Long Range Transportation Plan (LRTP), aims at decreasing the number of
bicycle-pedestrian fatalities in the Greater Miami Metropolitan Area, one of the largest in the
country, while providing a pleasant and dedicated entertaimnent venue for area residents and visitors.
CONCLUSION
The Administration believes this feasibility study to be timely and needed, and recommends
approval of this grant application submission to the MPO.
