A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER PURSUANT TO INVITATION TO NEGOTIATE (ITN) NO.
2025-O88-ND, FOR OPERATION OF CONGREGATE SENIOR MEAL SITE
PROGRAM LOCATED AT SOUTH SHORE COMMUNITY CENTER;
AUTHORIZING THE ADMINISTRATION TO NEGOTIATE AN AGREEMENT
WITH JEWISH COMMUNITY SERVICES OF SOUTH FLORIDA, INC.; AND
FURTHER AUTHORIZING THE CITY MANAGER AND CITY CLERK TO
EXECUTE AN AGREEMENT UPON CONCLUSION OF SUCCESSFUL
NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, on February 3, 2025, the Mayor and City Commission approved the
issuance of the Invitation to Negotiate (ITN) No. 2025-088-ND for Operation of Congregate
Senior Meal Site Program Located at South Shore Community Center; and
WHEREAS, Invitation to Negotiate No. 2025-088-ND (the "ITN") was released on
February 5, 2025; and
WHEREAS, a voluntary pre-proposal meeting was held on February 12, 2025; and
WHEREAS, on March �4, 2025, the City received two (2) proposals from Cuban BuRet
LLC, and Jewish Community Services of South Florida, Inc.; and
WHEREAS, on March 27, 2025, The City Manager, via Letter to Commission No. 137-
2025, appointed an Evaluation Committee consisting of the following individuals: Paola
Arboleda, Administrative Support Manager, Office of Housing and Community Services, Cristina
Cabrera, CDBG Projects Coordinator, Office of Housing and Community Services, Maria Cajiao,
Case Worker II, Office of Housing and Community Services, Krystal Dobbins, Grants
Management Division Director, Finance Department, and Ouie Dominguez, Director of Asset
Management, Facilities and Fleet Management Department.; and
WHEREAS, the Evaluation Committee convened on March 28, 2024, to review and
. score the proposals; and
WHEREAS, the Evaluation Committee received an overview of the project, information
relative to the City's Cone of Silence Ordinance and the Government Sunshine Law, general
information on the scope of services, and a copy of each proposal; and
WHEREAS, the Evaluation Commitlee was instructed to score and rank each proposal
pursuant to the evaluation criteria established in the ITN; and
WHEREAS, the Evaluation Committee process resWted in the ranking of proposers as
follows: Jewish Community Services of South Fbrida, Inc., as the top-ranked proposer; and
Cuban Buffet LLC, as the second-ranked proposer; and
WHEREAS, after reviewing all of the submissions and the Evaluation Committee's
rankings and analysis, the City Manager concurs with the Evaluation Committee and
recommends that the Mayor and City Commission authorize the Administration to negotiate an
agreement with Jewish Community Services of South Florida, Inc.; and further authorize the
City Manager and Ciry Clerk to execute an agreement upon conclusion of successful
negotiations by the Administration.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Cily
Commission hereby accept the recommendation of the City Manager pursuant to Invitation to
Negotiate No. 2025-088-ND for Operation of Congregate Senior Meal Site Program Located at
South Shore Community Center; authorize the Administration to negotiate an agreement with
Jewish Community Services of South Fiorida, Inc.; and further authorize the City Manager and
City Clerk to execute an agreement upon condusion of successful negotiations by the
Administration.

RECOMMENDATION
The Ciry Administration ("Atlministration") recommends that the Mayor and Ciry Commission
("City Commission") approve the Resolution.
The solicitation is currently under the cone of silence.
BACKGROUNDIHISTORY
According to the Deparlment of Elder Affairs, approximately 64 congregate meal sites in Miami-
Dade County provide thousands of ineals daily to older residents. These programs deliver
nutritionally balanced meals, nutrition education, and risk screening for individuals aged 60 and
over, as well as lheir spouses. Additionally, they promole social interaction and enhance health
through disease prevention antl health promotion activities. In some areas, nutrition counseling
may also be available. All meals are designed to meet nu�ritional standards by adhering lo lhe
Dietary Guitlelines for Americans and pmviding at least one-third of the Dietary Re(erence
Intakes.
Congregale meal site programs are generally fonded through Ihe federal Older Americans Act
(OAA), participant donations, and local contributions.
On September 11,2024,the Mayorand City Commission(City Commission)approved Resolution
No. 2024-33271, directing �he City Administration to develop a plan for implementing the senior
meal sile program at the South Shore Community Center, located at 833 6th Street An upda[e
was requested for the City Commission at the October 30, 2024, meeting. Additionally, Item C4K
referred the discussion of programming at ihe Souih Shore Community Center to the Finance and
Economic Resiliency Commi��ee (FERC).
On September 76, 2024, the City Commission discussed a one-time funding enhancement for FY
2025, allocaling $175,000 [o implemenl �he senior meal site programming at Ihe South Shore
Community Center. 7his funding, allocated lo ihe Oftice o( Housing and Community Services,
was designated to procure a vendor to provide congregate meal services at the center.
On October 30, 2024. the City Commission directed ihe Administration to issue an Invitation to

program at Ihe South Shore Community Center.
ANALYSIS
On February 3, 2025, the Ciry Commission autharized Ihe issuance of ITN Na 2025-088-ND, for
Ihe opere�ion of a congregate senior meal site program located at South Shore Community
Center. On February 5, 2025, the ITN was issued. A voluntary pre-proposal conference to provide
informalion to proposers submitting a response was held on February 12. 2025. Three (3)
atltlenda were issued, and 22 prospeclive bidtlers accessed �he advertisetl solici�a�ion. ITN
responses were due and received on March 14, 2025. The Ciry received iwo (2) proposals from
Cuban Buffet LLC and Jewish Community Services of Sou�h Florida, Inc.
On March 27, 2025, the City Manager appointed the Evalualion Committee via LTC # 137-2025.
The Evaluation Committee convened on March 28, 2024, to consider proposals received. The
Commit�ee was comprised of Paola Arboleda, Administrative Support Manager. Offce of Housing
and Community Services, Cris�ina Cabrera, CDBG Projects Coordinator, Offce of Housing and
Community Services, Maria Cajiao, Case Worker II, Offce of Housing and Community Services,
and Krystal Dobbins, Grents Management Division Direc�or, Finance Department.
The Committee was provided an overview of ihe project and information relative to the City's
Cone of Silence Ordinance and the Government Sunshine Law. The Committee was also
provided wilh general information on the scope of services and a copy of each proposal. The
Commitlee was inslructed to score and rank each proposal pursuant to lhe evaluation criteria
established in the ITN. The evaluation process resWted in the ranking of proposers as indicated
below (see Attachment A):
1st ranked—Jewish Community Services of South Fbrida, Inc.
2nd ranked—Cuban Buftet LLC
The Evaluation Committee deemed Jewish Community Services of South Fbrida, Ina (JCS)the
6est-qualifed firm to operale a congregate senior meal site program at South Shore Community
Cen�ec The Evalualion Commitlee noted that JCS has decades ot experience in delivering high-
qualiry, nutritious meals to senior citizens. The Evalua�ion Committee emphasized that JCS, if
awarded, intends �o offer daily social and educational aclivities �o foster communiry engagement
and well-being. Moreover, the participants will receive nutrilion education, counseling, and health-
towsed activi�ies to support healthy eating and overall well-being. The Evalualion Committee
also mentioned tha� in order lo assess operational eKciency, safety compliance, and food quality
slandards, JCS reviews the programs using the 2016 Nutrition Program Compliance Review
(NPCR) Form, foilowing the Deparlment of Elder Affairs (DOEA) Handbook guidelinea Finaily,
Ihe Evaluation Committee also pointed out ihat JCS' employees and volunteers participate in a
structured and comprehensive training program designed to ensure the highest standards of food
safety, customer service, and senior care.
JCS has been enriching lives and empowering people since the founding of its predecessor
agency, Jewish Family Service of Grea[er Miami, in 7920. Its mission is to provide exemplary
social services through compas��ona�e and comprehensive programs that help people stay
healthy and productive. JCS partners wi�h funding agencies, sister organizations, and local
leaders to continue to sVengihen and solidify its outreach and its impacL Finally, JCS has
provided similar services to ihe Aventura Tumberry Jewish Center, Federation Gardens, and
Miami Dade Public Housing and Communiry Developmen�. All references provided positive
feed6ack.
FISCAL IMPACT STATEMENT

The City has budgeted $175,000 for �hese services, fees will be es�ablished through lhe
negotiation process. Services pursuant to the award of Ihis ITN shall be subject to successful
neqotiations and ihe availability of funds approved through the City's budgeting process. It is not
anticipated that grant funding will be utilizetl for this project.
