Resolution 2025-33592 RESOLUTION NO. 202533592 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE, AT ITS MARCH 26, 2025 MEETING,TO INCLUDE THE CONSTRUCTION OF A CHILDREN'S PARK ALONG LINCOLN ROAD, SOUTH OF THE EUCLID OVAL WITHIN THE EUCLID AVENUE RIGHT-OF-WAY IN THE CITY'S FIVE-YEAR CAPITAL PLAN. WHEREAS, on June 26, 2024, at the request of Commissioner David Suarez, the Mayor and City Commission (City Commission) approved the referral of item C4 M to the Finance and Economic Resiliency Committee (FERC) to discuss the desirability, feasibility, and cost of constructing a children's park at the Euclid Oval on Lincoln Road; and WHEREAS, at the July 26, 2024, meeting of the FERC, the Item was deferred to the September meeting; and WHEREAS, this item was included on the agenda for the September 20, 2024 and October 18, 2024 FERC meetings, but was not heard; and WHEREAS, on September 10, 2014, the City Commission awarded an agreement to James Corner Field Operations, LLC (JCFO) to complete the Master Plan for the Lincoln Road District.; and WHEREAS, on March 9, 2016, the City Commission also awarded JCFO the contract for Architectural and Engineering Design Services for the improvement of the Lincoln Road Redevelopment Project,the project limits include Lincoln Road from Washington Avenue to Lenox Avenue and connectors on Drexel Avenue and Meridian Avenue; and WHEREAS, on June 22, 2022, the City Commission approved Amendment No. 3 to the Agreement with JCFO, for the reduced scope of work, as proposed at the January 13, 2021, Ciry Commission meeting, but included exploring the installation of a children's park south of the Euclid Oval on the Euclid Avenue right-of-way, contingent on identifying funding, two (2) concept plans along the Eudid Avenue right-of-way were developed by JCFO WHEREAS, on November 8, 2024, following the FERC meeting, City staff requested that JCFO re-evaluate possible locations to install a children's park along Lincoln Road. JCFO prepared an analysis of potential locations, south of the Euclid Oval, remains JCFO's preferred, recommended location for the children's park, this location sits in a more secluded, less trafficked area, away from storefronts and outdoor cafes, JCFO also evaluated other areas of Lincoln Road which were found to be too small for a playground and would require the removal of historicalry designated planters, follies or water features in order to accommodate a playground, JCFO provided two concepts for the children's park, south of the Euclid Oval, within the Euclid Avenue right-of-way, with an approximate cost estimate raging between $4.4 and $6M; and WHEREAS, at the March 26, 2025 FERC meeting, the Administration presented the analysis prepared by JCFO including the three possible locations to install the children's park along Lincoln Road as well as concepts and cost estimates; and WHEREAS, On March 26, 2025, FERC unanimously recommended to implement a children's park south of the Euclid Oval within the Euclid Avenue Right-of-Way and directed administration to include the project in the City's five-year Capital Plan; and , NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission accept the recommendation of the Finance and Economic Resiliency Committee, at its March 26, 2025 meeting, to include the construction of children's park along Lincoln Road, south of the Eudid Oval, in the City's five-year Captial Improvement Plan. Two (2) concept plans along the Euclid Avenue nght-o(-way were developed by JCFO. The Euclid Oval is a raised area measunng approximately 75' in length by 35 in width, located on ihe 600 bbck of Lincoln Road at the in[ersection ot Euclid Avenue. Currently, the Euclid Oval 492 is used as a multi-function activity area for such events as Family Game Day on the first Saturday of each month, yoga classes, holiday dewration, and as a viewing area for peAormances taking place al the adjacent Morris Lapidus shade structure. In the past,the Ciry's Parks and Recreation Department has also deployed"Imagina6on Playground',a portable pop-up playground for young children to use in this a�ea. On November 8, 2024 at the FERC mee�ing, the City's Facilities Management Division presented three (3) options for the development of a children's park (Exhibit A). Option three (3), implementing Ihe playground structures at Eudid Avenue's nght-of-way was the preferred option. City staff was directed to explore Ihe feasibility of the area taking into consideretion existing constraints, the preserva[ion of the existing trees and that it should be designed by JCFO. ANALYSIS Following lhe FERC meeting held on November 8, City staff requested that JCFO re-evaluate possible locations to install a children's park along Lincoln Road. JCFO prepared an analysis of potential lowtions, wncepts, case sWdies, and probable wsts(Exhibit B).The analysis identified lhree (3) potential locations within Lincoln Road. The frst loration is the 900 Block, the second location is the 500 Block, and ihe third location is the area south of the Euclid Oval, within the Euclid Avenue right-o(-way. Two of the potential localions, Ihe 900 Block and lhe 500 Block, currently host a large number of outdoor cafes, making these locations challenging. The third bcation, south o( the Euclid Oval, remains JCFO's preterred, recommended location for the children's park. This location sits in a more secluded, less trafficked area, away from storefronts and outdoor cafes. JCFO also evaluated other areas of Linwln Road which were found to be too small for a playground and would require the removal o(his[oncally designaled planters,follies or water features in order [o acwmmodate a playgmund. The design was not emisioned to have a permanent children's playground installetl. • Option 2: Conaider wnverting the Euclid Oval to a children's play area. The installa[ion o( the children'S playgrouna at ihe Euclid Oval will eliminate tha multi- purpose function of ihe area. The financial and scheduling implica[ions of Ihis option on the overell Linwln Road Project are estimated l0 6e in excess of $1,000,000 in additional ws[s,and a six(6)month delay for redesign and design approvals. Ongoing sani�ation services needed lo ensure cleanliness of [he equipment are estimaled at appmzimately$7,000 per year. • Option 3: Consider implementing the playground structures conceptualized for the Euclid Avanue's Rightof-Way. This area is wrtently a landscaped pedestnan plaza between Lincoln Road and Lincoln Lane South, was developed as a sVeetscape improvement project with Jameck Development Inc., under an agreemen�with Ihe Ciry of Miami Beach in 2014. The [erm of the development agreement was for a duration of ten (10) years, trom the date of comple[ion, making this site available in fall o(2026, witM1out the need lo exercise Ihe "Termination for Convenience" clause o! the contract This playground could be undertaken independent of the larger Lincoln Road Pmjec[and would not have a nega�ive impad on ihe exisfirg projecPs schedule or budgeL The exact cost of this playground, as illustrated in Exhibit A,woultl have ro be explored but is Ihought�o be in excess o!$t,000,00Q Likewise, ongoing sanilation costs of approximately $7,000 per year shoultl be budgeted for Ihis option.
