A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
FINANCE AND ECONOMIC RESILIENCY COMMITTEE, AT ITS MARCH 26,
2025 MEETING,TO INCLUDE THE CONSTRUCTION OF A CHILDREN'S PARK
ALONG LINCOLN ROAD, SOUTH OF THE EUCLID OVAL WITHIN THE
EUCLID AVENUE RIGHT-OF-WAY IN THE CITY'S FIVE-YEAR CAPITAL PLAN.
WHEREAS, on June 26, 2024, at the request of Commissioner David Suarez, the Mayor
and City Commission (City Commission) approved the referral of item C4 M to the Finance and
Economic Resiliency Committee (FERC) to discuss the desirability, feasibility, and cost of
constructing a children's park at the Euclid Oval on Lincoln Road; and
WHEREAS, at the July 26, 2024, meeting of the FERC, the Item was deferred to the
September meeting; and
WHEREAS, this item was included on the agenda for the September 20, 2024 and
October 18, 2024 FERC meetings, but was not heard; and
WHEREAS, on September 10, 2014, the City Commission awarded an agreement to
James Corner Field Operations, LLC (JCFO) to complete the Master Plan for the Lincoln Road
District.; and
WHEREAS, on March 9, 2016, the City Commission also awarded JCFO the contract for
Architectural and Engineering Design Services for the improvement of the Lincoln Road
Redevelopment Project,the project limits include Lincoln Road from Washington Avenue to Lenox
Avenue and connectors on Drexel Avenue and Meridian Avenue; and
WHEREAS, on June 22, 2022, the City Commission approved Amendment No. 3 to the
Agreement with JCFO, for the reduced scope of work, as proposed at the January 13, 2021, Ciry
Commission meeting, but included exploring the installation of a children's park south of the Euclid
Oval on the Euclid Avenue right-of-way, contingent on identifying funding, two (2) concept plans
along the Eudid Avenue right-of-way were developed by JCFO
WHEREAS, on November 8, 2024, following the FERC meeting, City staff requested that
JCFO re-evaluate possible locations to install a children's park along Lincoln Road. JCFO
prepared an analysis of potential locations, south of the Euclid Oval, remains JCFO's preferred,
recommended location for the children's park, this location sits in a more secluded, less trafficked
area, away from storefronts and outdoor cafes, JCFO also evaluated other areas of Lincoln Road
which were found to be too small for a playground and would require the removal of historicalry
designated planters, follies or water features in order to accommodate a playground, JCFO
provided two concepts for the children's park, south of the Euclid Oval, within the Euclid Avenue
right-of-way, with an approximate cost estimate raging between $4.4 and $6M; and
WHEREAS, at the March 26, 2025 FERC meeting, the Administration presented the
analysis prepared by JCFO including the three possible locations to install the children's park
along Lincoln Road as well as concepts and cost estimates; and
WHEREAS, On March 26, 2025, FERC unanimously recommended to implement a
children's park south of the Euclid Oval within the Euclid Avenue Right-of-Way and directed
administration to include the project in the City's five-year Capital Plan; and ,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission
accept the recommendation of the Finance and Economic Resiliency Committee, at its March 26,
2025 meeting, to include the construction of children's park along Lincoln Road, south of the
Eudid Oval, in the City's five-year Captial Improvement Plan.

RECOMMENDATION
The City Administra�ion recommends that the Mayor and City Commission (City Commission)

the Euciid Oval, in the Ci[y's 5-year Capital Improvement Plan.
BACKGROUNUIHISTORY
On June 26, 2024,at the request of Commissioner David Suarez,the Mayor and City Commission
(City Commission) approved the re(erral of item C4 M to the FERC to discuss the desirabili�y,
feasibiliry, and wst of constructing a children's park at the Euclitl Oval on Lincoln Road.
At the July 26, 2024, mee[ing of Ihe FERC,Ihe item was deferred to the September meeting. This
item was included on the agenda for (he September 20, 2024 and October 18, 2024 FERC
meetings, bul was not heard.
On September 1Q 2014, the Ciry Commission awarded an agreement to James Comer Field

The impmvements proposed for Lincoln Road include enhancemenl of pedestrian walkways,cafe
zones, planters, water features, landscape and irriga[ion, and cosmetic repairs to the histonc
Lapidus sirucNres, among other things. Improvements to the Euclid Oval were included in the
projecl, however a children's park was no[envisioned as part of lhis scope.
On June 22, 2022, the City Commission approved Amendment No. 3 to the Agreemenl with
JCFO, for the reduced scope of work, as proposed at the January 13, 2021, City Commission
meeting, but induded ezplonng the installation of a children's park south of the Euclid Oval on the
Euclid Avenue right-of-way, contingent on identifying funding. Two (2) concept plans along the
Euclid Avenue nght-o(-way were developed by JCFO.
The Euclid Oval is a raised area measunng approximately 75' in length by 35 in width, located
on ihe 600 bbck of Lincoln Road at the in[ersection ot Euclid Avenue. Currently, the Euclid Oval

is used as a multi-function activity area for such events as Family Game Day on the first Saturday
of each month, yoga classes, holiday dewration, and as a viewing area for peAormances taking
place al the adjacent Morris Lapidus shade structure. In the past,the Ciry's Parks and Recreation
Department has also deployed"Imagina6on Playground',a portable pop-up playground for young
children to use in this a�ea.
On November 8, 2024 at the FERC mee�ing, the City's Facilities Management Division presented
three (3) options for the development of a children's park (Exhibit A). Option three (3),
implementing Ihe playground structures at Eudid Avenue's nght-of-way was the preferred option.
City staff was directed to explore Ihe feasibility of the area taking into consideretion existing
constraints, the preserva[ion of the existing trees and that it should be designed by JCFO.
ANALYSIS
Following lhe FERC meeting held on November 8, City staff requested that JCFO re-evaluate
possible locations to install a children's park along Lincoln Road. JCFO prepared an analysis of
potential lowtions, wncepts, case sWdies, and probable wsts(Exhibit B).The analysis identified
lhree (3) potential locations within Lincoln Road. The frst loration is the 900 Block, the second
location is the 500 Block, and ihe third location is the area south of the Euclid Oval, within the
Euclid Avenue right-o(-way. Two of the potential localions, Ihe 900 Block and lhe 500 Block,
currently host a large number of outdoor cafes, making these locations challenging. The third
bcation, south o( the Euclid Oval, remains JCFO's preterred, recommended location for the
children's park. This location sits in a more secluded, less trafficked area, away from storefronts
and outdoor cafes. JCFO also evaluated other areas of Linwln Road which were found to be too
small for a playground and would require the removal o(his[oncally designaled planters,follies or
water features in order [o acwmmodate a playgmund. JCFO p�ovided two concepls for the
children's park, south of the Euclid Oval, within the Euclid Avenue right-of-way, with an
approximate cost estimate ranging between $4.4M and $6M.
At the March 26, 2025, FERC meeting, the Adminis�ration presenled the analysis prepared by
JCFO including the three possible locations to install the children's park along Lincoln Road as
well as concepis and cost estimates. The FERC unanimously rewmmended to implement a
children's park south of the Euclid Oval within Ihe Euclid Avenue Rightai-Way and directed
adminislretion to include ihe project in the Ciry's 5-year Capital Plan.
FISCAL IMPACT STATEMENT
The anticipated cost to develop a children's park ranges between $4.4M and $6M, with funding
to be determined through the 5-Vear Capital Plan.

The Atlministration recommends that i!the Finance antl Economic Resiliency Committee decides
to move forward with ihe installation ot a children's park at ihis site, il consider executing "Option
3", in Ihe adjacent plaza located al Ihe Euclid Avenue's RighFof-Way. This location had been
previously contemplaled for a children's playground,and designs rendered(Ezhibit A).Apart from
benefiting from the shade of existi'g maWre Vees, locating the chi�dren's park in the Euclid
Avenue plaza would reduce delays and nega[ive financial impacl on the layer Lincoln Road
Project, allowing both projects to proceed wncurrently.
BACKGROUND/HISTORY
On September 10, 2014, the Mayor antl Ciry Gommission awarCetl an agreement to James
Comer Field Operations, LLC ("JCFO") to mmplete the Master Plan for [he Lincoln Road
Dislnc� ("Lincoln Road"). On March 9, 2016, the City Commission also awarded JCFO Ihe
ronUact for ArchitecNral and Enqineenng Design Services for the improvement o(the Lincoln
Road Redevelopment Project(the"Linwln Road Project").
On June 8, 2016, pursuant to RFQ 2016-073-KB, lhe City Commission adopted ResoWtion
No. 2016-29447, awarding a Construction Manager at Risk (CMaR) contrect for pre-
consVUGion services, lo Burkhartlt Con5lruMion, Inc.
On Oclober 28, 2016, (ollowing the compleGon of the Schematic Design Phase and Value
Engineenng eHorts. the pmject team presented the design and es6mated costs b the Finance
and Citywide Projects Committee,which gave direction m the project team to forgo[he value
engineenng options and design to[he Master Plan recommendations.
The overall projec[ construclion cost fo�Ihe proposetl improvements, as O�eparetl by Burkhardt
ConslruMion at 50% Constmdion Document submittal, incWde4 wlNout limltatioq costs of
conshuction, la6or, materials and conVactor fee. and con[ingency. CiTy staR includetl in the to[al
projed cost, the cost of plans, spedfcalions and surveys, architecture and engineedng, legal
expenses, permit fees, and owners wntingency. The �otal projec[ cost for ihe Lincoln Road
Projecl was pmjecled [o be appmcimately$77 4 million.
The improvements proposed for Lincoln Road include enhancement o(pedes�rian walkways,cafe
zones, planters, water features, landscape and irrigation, and cosme[ic repairs to [he historic
Lapidus sWctures, among other things. Improvemmts to [he Euclid Oval were induded in ihe
projecl, however a chiltlren's playgmund was no[envisioned as part of�his scope.
On March 12, 2020, the City tleclared a State o/En�ergency in response to [he Corona virus
(COVID-19) pandemic. In recognition o/ lhe impacl ot the pandemic on Lincoln Road
businesses, Ihe Administralion felt tha� wntinued business interruption generated by a

construction project of this magnitude would be ezcessive. Consequenity, on Apnl 16, 2020,
City staR met with representalives of the Lincoln Road Business Improvements DisMd
("LRBID") to discuss oplions [hat would furlher reduce the scope o1 work, with the intent of
minimizing impacts lo those businesus.On January 13, 2021,the City Commission accepted
staffs recommendation to reduce the scope of work, bringing back Ihe [olal project budget to
$524 million. The praposed swpe reduclions included ihe/ollawing:
• Omit the gateway Irellis a[Washinglon Avenue
• Eliminate,to the e#ent possible,all removal and replacement of concrete paving within
lhe petlestrian areas of Lincoln Road
• Reduced landscaping 8 irtigation improvemen[s
• Reduced site fumishings
. Eliminate proposed light pole and ftlure upgrades
• Eliminate electrical upgrades, specifcally at elecincal rooms
• Eliminate IraKc signalization and crosswalk improvements

ANALYSIS
On June 26, 2024, at ihe request of Commissioner Suarez, the Maya and Ciry Commission

• Optlon 1: Follow the curtent plan for the Euclid Oval as part of phase 3 of the
Lineoln Road Redevelopment Project,approved by Historic Preservation Board
(HPB)on May 75,I024(Exhibit B).These improvements include reducing the height
of a signifcant portion of the ezisting oval down to g�ade and crea[ing a multi-purpose
area. In [his design, ihe area could mn[inue to accommodate all the previously
mentionetl activa�ions on Ihe Euclid Oval and possibly ezpand programming, while

serving as an accessible event space,seating aiea to view peAortnances,and an open
play space tor children. The design was not emisioned to have a permanent children's
playground installetl.
• Option 2: Conaider wnverting the Euclid Oval to a children's play area. The
installa[ion o( the children'S playgrouna at ihe Euclid Oval will eliminate tha multi-
purpose function of ihe area. The financial and scheduling implica[ions of Ihis option
on the overell Linwln Road Project are estimated l0 6e in excess of $1,000,000 in
additional ws[s,and a six(6)month delay for redesign and design approvals. Ongoing
sani�ation services needed lo ensure cleanliness of [he equipment are estimaled at
appmzimately$7,000 per year.
• Option 3: Consider implementing the playground structures conceptualized for the
Euclid Avanue's Rightof-Way. This area is wrtently a landscaped pedestnan plaza
between Lincoln Road and Lincoln Lane South, was developed as a sVeetscape
improvement project with Jameck Development Inc., under an agreemen�with Ihe Ciry of
Miami Beach in 2014. The [erm of the development agreement was for a duration of ten
(10) years, trom the date of comple[ion, making this site available in fall o(2026, witM1out
the need lo exercise Ihe "Termination for Convenience" clause o! the contract This
playground could be undertaken independent of the larger Lincoln Road Pmjec[and would
not have a nega�ive impad on ihe exisfirg projecPs schedule or budgeL The exact cost of
this playground, as illustrated in Exhibit A,woultl have ro be explored but is Ihought�o be
in excess o!$t,000,00Q Likewise, ongoing sanilation costs of approximately $7,000 per
year shoultl be budgeted for Ihis option.
FISCAL IMPAC7 STATEMENT
The cos[ oF implementlng Ihe existing plan for the Euclid Oval has been conlemplated in the
budget tor the Lincoln Road Project and would have no inuemental eflect on schedule or budget.
The cost of adding playground stmcNres to the Euclid Oval is estimated to be in excess of
$1,000,000 a6ove what is already budgeted for the Lincoln Road Project and could cause an
estimated delay of six (6) months, while designs are updated and submitted for approvals.
Ongoing sanitation cosls are estimaled et appmximately 57,000 per year and would need �o be
budgeted.
The exaci cost of the playgrountl on the Euclid Avenue Righ4o(-Way, south of the Oval, would
have to be explored, bul is also [hought lo be in excess o( $1,000,000. This projecl coultl be
executed independently of ihe greater Lincoln Roatl Pmjed. Funding would have to be allocated
to accomplish this option. Sanitation cosls of approximately $7,000 per year should also be
budgeted.
