A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AMENDMENT NO. 1
TO THE PROFESSIONAL SERVICE AGREEMENT BETWEEN THE
CITY OF MIAMI BEACH AND ADVENTURE ENVIRONMENTAL, INC.
FOR AN INCREASED LEVEL OF SERVICE AS APPROVED IN THE FY
2025 BUDGET; AND FURTHER AUTHORIZING THE CITY MANAGER
AND CITY CLERK TO EXECUTE THE AMENDMENT.
WHEREAS, maintaining clean waterways has always been a priority for the City
of Miami Beach; and
WHEREAS, Biscayne Bay is an aquatic preserve and its associated watenvays
provide habitat for a variety of marine life, and litter in the watenvays harms that wildlife,
creates unpleasant conditions for recreation, and is an aesthetic concern for residents
and visitors; and
WHEREAS, keeping our waterways free from debris also aids in lowering the
amount of nutrients like nitrogen and phosphorus entering the waterways and Biscayne
Bay. This is important because increased nutrients are one of the main pollutants that
are degrading the water quality and health of Biscayne Bay; and
WHEREAS, on February 21, 2024, the Mayor and City Commission authorized
the issuance of Request for Proposals (RFP) 2024-060-DF for waterway cleanup and
debris removal; and
WHEREAS, on March 27, 2024, the City received proposals from the following
five (5) firms: Adventure Environmental, Inc., Aquatic Control Group, Inc., DRC
Emergency Services, LLC, Kearns Construction Company, and Neat Sand, Inc.; and
WHEREAS, on March 18, 2024, the City Manager appointed the Evaluation
Committee via LTC # 096-2024. The Committee comprised Dave Doebler, Chair,
Marine and Waterfront Protection Authoriry; Lindsey Precht, Assistant Director,
Environmental & Sustainability Department; and George Ruiz, Sanitation Assistant
Director, Public Works Department; and
WHEREAS, the Evaluation Committee convened on April 4, 2024, to consider
the proposals received; and
WHEREAS, the evaluation process resulted in the proposers being ranked by
the Evaluation Committee in the following order:
1st - Adventure Environmental, Inc.
2nd -Aquatic Control Group Inc.
3rd - Neat Sand, Inc.
4th - Kearns Construction Company
Sth - DRC Emergency Services LLC
WHEREAS, after reviewing all of the submissions and the Evaluation Committee
process, the City Manager concurred with the Evaluation Committee and found
Adventure Environmental, Inc., the top-ranked firm, to be the best qualified firm to
provide the services; and
WHEREAS, on May 15, 2024, the Mayor and City Commission accepted the
recommendation of the City Manager to enter into negotiations with Adventure
Environmental, Inc. as the top-ranked proposer and further authorize the City Manager
and City Clerk to execute an agreement upon conclusion of successful negotiations by
the Administration;
WHEREAS, on August 5, 2024, the City and Adventure Environmental, Inc.
finalized negotiations and entered into an agreement;
WHEREAS, the contractor currently works three (3) days per week removing
litter from the waterways, including major hotspots for trash/litter accumulation; and
WHEREAS, the litter is removed by hand by a barge operator so as to not entrap
or harm living organisms; and
WHEREAS, the City Commission desires a higher level of service, to expand
watenvay cleanup from three(3)to five(5)days perweek and to include organic material
such as coconuts, floating seaweed, and grass clippings; and
WHEREAS, on February 3, 2025, the advanced level of service was negotiated
to increase the cost from approximately $192,000 to $504,000 annually for routine
maintenance; and
WHEREAS, the amount allocated in the Public Works Sanitation Division budget
for FY 2025 is $520,000 for the waterway cleanup and maintenance; and
WHEREAS, previously during the May 24, 2024 Finance and Economic
Resilience Committee meeting, item eleven (11) was discussed and the Committee
unanimously moved the item ro be heard at City Commission with a favorable
recommendation of increasing funding for watervvay clean-up to $520,000 for the FY
2025 budget process and directed staff to review a potential increase in the
Environmental &Sustainability franchise fee rate forthe future Waste Hauler agreement
to help cover the additional cost; and
WHEREAS, at the June 26, 2024 City Commission meeting, item C7 K accepted
the recommendation of the Finance and Economic Resilience Committee to increase
funding forwaterway clean-up to a total amount of$520,000 in the FY 2025 budget and
direct the administration to review a potential increase in the Environmental &
Sustainability franchise fee rate for the future Waste Hauler agreement to help cover
the additional cost.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve Amendment No. 1 to the Professional Service Agreement
belween the City of Miami Beach and Adventure Environmental, Inc. for an increased
level of service as approved in the FY 2025 budget; and further authorize the City
Manager and City Clerk to execute the Amendment.

RECOMMENDATION
The Ci�y Administration ("Administration") rewmmends that the Mayor and City Commission
("City Commission") approve the Resolution.
BACKGROUND/HISTORY
At the February 21, 2024 City Commission meeting, item R2 A to issue Request for Proposals
(RFP) 2024-O60-DF for Waterway Cleanup and Debns Removal was discussed and approved.
However, dunng Ihe tliscussion, a request for an enhancement of the butlgel to increase the level
ot service for watenvay cleanup and maintenance was referted by the Mayor and City
Commission to be hea�d at ihe Pinance and Economic Resilience Committee.
At Ihe May 15, 2024 City Commission meeting, item C2 D was approved, authorizing Ihe
Administration to enter into negotiations with AEI as the top-ranked proposer in response to
Request for Proposals (RFP)2024-O60-DF (based on prior funding allocations).
At Ihe May 24, 2024 Finance and Economic Resilience Committee, item eleven (11) was
discussed and [he Committee unanimously moved the item to be heard at City Commission with
a favoreble recommentla[ion o/increasing (unding for waterway clean-up to $520,000 as well as
staff to review a potential increase in the Environmental and Sustainability frenchise fee rate for
the(uture Waste Hauler agreement to help wver lhe additional cost.

ANALYSIS
The Atlministration is reques[ing that the City Commission approve [he increase in the level of
service and funding for AdvenWre Environmental, Inq (AEI) pursuanl to (i) a competitive
procurement process, and (2) the increased budgetary funding directed by the Mayor and City
Commission for the FV 2025 operating budgel. On May 15, 2024, pursuant to Request for
Proposals (RFP) 2024-O60-DF, the Mayor and City Commission approved a resoWtion
authonzing the Administretion [o enter in[o negotia[ions with AEI as [he top-ranked proposer. On
August 5, 2024, the Ci[y and AEI (nalized said negotia[ions and entered into an agreement for

[hree (3) years with one (1) two-year renewal term or two (2) one-year renewal terms, to be
exercised at the sole discretion of the City. After the agreement was finalized, Ihe Administration
was then procedurally able to negotiate with AEI for additional cleanup services to indude two (2)
more days of service and for hot spots where trash may collect and specifcally adding organic
vegetation.
There are approximately fi0 miles of walerways in and around the City which is equal to about
3,000 acres of canals, basins, and waterways The City's walerways are defined as [he waters
within 1,000 feet from the shoreline incorporated by the City and includes, but is not limited to
Tatum Waterway, Normandy Waterway, Biscayne Point, Biscayne Waterway, Surprise Lake,
Surprise Watelway, Flamingo Waterv✓ay, Sunset Lake, Sunset Islands Canals, Indian Creek
Waterway, Lake Pancoast, and lhe Collins Canal.

concem for residents and visitors. Currently, AEI works Ihree (3) days per week removing litter
from Ihe waterways, including major hotspots for trash/litter accumulation. The litter is removed
by hand by a barge operator so as to not entrap or harm living organisms.
Keeping waterways lree from debris also aids in lowenng Ihe amoun[ of nutrients like nitrogen
and phosphoms entenng the waterways and Biscayne Bay. This is important because increasetl
nuMents are one of[he main pollutants tha�are degrading Ihe water quality and health o!Biscayne
Bay.
The current conlract wilh AEI includes the removal of inorganic malerials such as shopping carts
and chairs as well as larger organic materials like brenches, Vees, and palm fronds, especially
when creating hazards to navigation. However, the contract does not include Ihe removal ot
organic matenal such as coconuts, floating seaweed, and grass clippings. On February 3, 2025,
Ihe advanced level of service was negotiated to increase the cost from approximately 5192,000
to $504,000 annually for rou[ine maintenance.
The elevated level ot service for waterway cleanliness and resident sa[is(action would include the
following:
• Increase (rom three (3)to fve (5)days per week al[erna�ing days behveen North and
South (inorganic only);
. AEI agrees to remove all debns, including all organics, from Lake Pancoast(a known hot
spol basin due to geography and tides) on every day that location is visi[ed;
• AEI agrees to remove anything [hat comes in via resident complaint regardless o!
whether the debns is organic or inorganic�,
. AEI agrees to add one (1)day per week (altemating N and S each week) including
organics, regardless o(resident complaint or Lake Pancoast location.
Support for Ihis enhancement request is based on direc[ion from Ihe City Commission, some
resident complaints regarding vegetation and lawn cllppings, and lhe 2024 Community
Satis(ac[ion Survey.
FISCAL tMPACT STATEMENT
$520,000 approved in the FY 2025 budget (or the walerway deaning contract, routine
maintenance portion o/ the contrecl lo indude this elevated level of service was negotialed [o
$504,040 (rom the current level of service at $192,000. The increase accounts for additional
service days and consideration for additional vegetation's associated disposal fees for the
inaeased mass.
