Z02533598 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WAIVING, BY 5/7TH VOTE, THE FORMAL BIDDING REQUIREMENT IN SECTION 2367(E) OF THE CITY CODE, FINDING SUCH WAIVER TO BE IN THE CITY'S BEST INTEREST, AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A SOFTWARE LICENSE AGREEMENT (SLA), BETWEEN THE CITY AND JLL TECHNOLOGIES FOR CORRIGO COMPUTERIZED MAINTENANCE MANAGEMENT SYSTEM (CMMS), FOR AN INITIAL TERM OF FIVE(5)YEARS, WITH UP TO FOUR (4) ADDITIONAL ONE-YEAR RENEWAL TERMS, SUBJECT TO A FLAT 3% INCREASE PER RENEWAL CYCLE, FOR A TOTAL ANNUAL COST NOT TO EXCEED THE AMOUNT APPROPRIATED FOR THE SLA THROUGH THE CITY'S BUDGETARY PROCESS; AND FURTHER AUTHORI2ING THE CITY MANAGER AND CITY CLERK TO EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS WHICH MAY BE REQUIRED TO IMPLEMENT THE SLA. WHEREAS, on May 8, 2019, the Mayor and City Commission approved the issuance of Request for Proposals(RFP) No. 20'19-201-JC, for Computer Maintenance Management System ("CMMS"); and WHEREAS, on December 19, 2019, the City("Licensee") and Corrigo Ina ("Corrigo") entered into software license purchase agreement (the "AgreemenY') pursuant to Resolution No. 201930894; and WHEREAS, the term of the Agreement is for three (3) years, with two (2) one-year renewal options and is set to expire on April 15, 2025; and WHEREAS, the Corrigo CMMS software is used by used by the Facilities and Fleet Management Department, Parks and Recreation Department, and the Miami Beach Convention Center, provided by JLL Technologies; and WHEREAS, the Computerized Maintenance Management System (CMMS) is an essential tool for managing maintenance activities, improving operational eHiciency, and ensuring optimal asset performance in industries such as facility managemen�; and WHEREAS, maintaining and optimizing the established Corrigo CMMS presents more benefits in terms of cost, efficiency, data continuity, and user familiarity; and WHEREAS, retaining Corrigo CMMS preserves this critical data, ensuring continuity in maintenance operations; and WHEREAS, the ability to anatyze long-term trends and use predictive analytics becomes 'mcreasingly powerful with years of data, and the knowledge embedded in the system is irreplaceable; and WHEREAS, in order to continue managing maintenance activities, improving operetional efficiency, and ensuring optimal asset performance in facility management through Corrigo CMMS, the City Manager recommends that Mayor and City Commission waive, by a 5/7ths vote, the formal competitive bidding permitted under Section 2-367(e) of the City Code, as being in the best interest of the City. Implementing a new CMMS typically involves significant initial investment in software, hardware (potentially), and training. In contrast, an existing syslem already represen[s an investment in infiastruc[ure, licenses, and user training. Additionalty, the costs associated with migrating data, confguring Ihe system, and retraining staff on new processes can be suhstantial. Eslablished CMMS platforms accumulate valuable data over lime, including maintenance logs, asset histories, peAormance melrics, and more. This his[oncal data is crucial for identifying trends, predicting failures, optimizing maiMenance schedules, and improving decision-making. When transitioning to a new system, migrating this data wn be a wmplex and ertor-prone process. There is also the risk that some critical data may be lost or improperly trensferred, retlucing the value of the histoncal insighls thal have been gathered. Retaining Corrigo CMMS preserves this cntical data, ensuring continuity in mainlenance operetions. The abillty to analyze long-term trends and use predictive analylics becomes increasingly poweAul with years of data, and the knowledge embedded in the system is irreplaceable. Additionally, an established CMMS often benefits from a high level ot user familiarity. Maintenance staff, managers, and other key personnel are likely well-acquainted with Ihe system's inteAace, lunctionalities, and workflows. This lamiliariry resW[s in increased effciency, as employees can navigate the system with minimal Iraining or leaming curve. In contrast, introducing a new CMMS requires nol only new soflware lraining but also a penod ot adaptation. Even with the most intuitive interfaces, employees may face productivity losses as they leam how to use Ihe system eNectively. The leaming curve and potential frustrations associated with a new syslem can lead lo ine�ciencies, errors, and delays. Transitioning to a new CMMS involves risks associated with the migration process, such as data corruption, system downtimes, or unforeseen lechnical issues. In light of the aforestated, the Administration recommends Ihe wntinued use of Corngo CMMS, by JLL Technologies.The benefits of cost savings, data continuity, userfamiliariry, customization, and reducetl nsk o! disruption make i[ a wise decision for most organizations. By levereging an existing syslem and making incremental improvements, departmenls can maintain high levels of operational effciency while avoiding[he risks associated ezpenses and allow the City to continue maximizing its investment in maintenance management, fostering long-term success.
