A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN
AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY
MANAGER, OR HIS DESIGNEE,TO APPLY FOR,AND ACCEPT FUNDING, EXECUTE
ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING
RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE
FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) FLORIDA OFFICE OF
ATTORNEY GENERAL, THROUGH U.S. DEPARTMENT OF JUSTICE, VICTIMS OF
CRIME ACT (VOCA) FY 2025-2026 GRANT PROGRAM, IN THE APPROXIMATE
AMOUNT OF $444,000; AND 2) FLORIDA DEPARTMENT OF LAW ENFORCEMENT
(FDLE), DRONE REPLACEMENT PROGRAM, IN THE APPROXIMATE AMOUNT OF
$225,000.
WHEREAS, the Administratlon applies for grants and external funding from outside
organizafions; and
WHEREAS, the Administration seeks authorization to applyfor a grant in the approximate
amount of$444,000 from Florida Office of Attorney General, through U.S. Deparlment of Justice,
Victims of Crime Act (VOCA) FY 2025-2026 Grant Program, the details of which are set forth in
the Commission Memorandum accompanying this Resolution; and
WHEREAS,the Administration seeks authorization to apply for a grant in the approximate
amount of $225,000 from Florida Department of Law Enforcement (FDLE), Drone Replacement
Program, the details of which are set forth in the Commission Memorandum accompanying this
Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Clty
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or his designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with following granis, programs, and agreements: 1) Florida Office of Attorney
General, through U.S. Department of Justice, Victims of Crime Act(VOCA) FY 2025-2026 Grant
Program, in the approximate amount of$444,000; and 2)Florida Department of Law Enforcement
(FDLE), Drone Replacement Program, in the approximate amount of$225,000.

BACKGROUNDIHISTORV
The City of Miami Beach applies for vanous grents and funding allocations from extemal agencies
and organizations. Information regarding the projects and funding sources is included in the
Analysis section of this Agenda Item.

The lederel VOGA assis[ance grant program oHers funding to bcal community provi0ers for use
in responding to the emo[ional and physical needs o�crime viclims, assis[ing victims in stabilizing
their lives after their victimizatioq helping victims to understand and participa[e in the cnminal
juslice sys[em, and providing victims with a measure of safety and security.
The Ciry adminislration is applying for a grant in [he approximate amoun[of$444,000 for victim
advocate salaries and benefits. The City applies for Ihese funds annually to support viclim
advoca[e personnel within Ihe Miami Beach Police �epaAment No matching (unds are required.
2 Flonda Deoartment of Law Enforcement (FDLE) Drone Replacement Proaram, in Ne
aooroximate amount of$225.000 for nine (91 uoaraded drones.
The Florida Department of Law Enforcement (FDLE) has appropriated funding �o implement the
Drone Replacemen[ Grent Program. This program is open to law en(orcement agencies, fire
service providers, ambulance crews, and other first responders in the State of Floritla.

Participating agencies will be required to relinquish noncompliant drones to FDLE. The
relinquished drone5 must be in working order and have nol reached lheir end ot life.
The City administralion is appying (or a grent in the approximate amount ot $225,000 to retum
nine(9)Miami Beach Police Departmenl drones and replace them with nine(9)upg�aded drones.
The existing drones must be retumed to the State of Flonda before June 30, 2025. No matching
funds are required.
