RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE MIAMI
BEACH POLICE DEPARTMENT TO DONATE TWO (2) OBSOLETE
POLICE PRISONER TRANSPORT VANS, IN "AS IS" CONDITION,TO
THE ROYAL TURKS AND CAICOS ISLANDS POLICE FORCE, WITH
ALL COSTS SURROUNDING SUCH DONATION TO BE THE SOLE
RESPONSIBILITY OF THE ROYAL TURKS AND CAICOS ISLANDS
POLICE FORCE.
WHEREAS, the Miami Beach Police Department ("MBPD") has developed
professional relationships with several international law enforcement agencies,
including the Royal Turks and Caicos Islands Police Force ("RTCIPF"); and
WHEREAS, MBPD and RTCIPF have a formal letter agreement that
underscores MBPD's ongoing assistance and role in supporting the overall law
enforcement efforts of the RTCIPF; and
WHEREAS, MBPD has two (2) obsolete 2014 Ford E350 police prisoner
transfer vans that it wishes to donate to the RTCIPF; and
WHEREAS, a recent inspection, based upon industry standard metrics such
as age, mileage, maintenance and overall condition, concluded that the
aforementioned vehicles have reached their end of useful life; and
WHEREAS, the vehicles, which have an estimated value of $7,310 each,
have already been declared surplus property and are scheduled for replacement
by MBPD; and
WHEREAS, the RTCIPF has limited resources and is in need of additional
police vehicles, and the charitable donation of these outdated vehicles to the
RTCIPF is in the best interest of the City of Miami Beach; and
WHEREAS, no funds are required from the City for this donation of police
vehicles, as the RTCIPF shall be responsible for all costs surrounding the export,
transportation and donation of these vehicles; and
WHEREAS, this donation is made in an "as is" condition, and the City makes
no representation as to the condition of the two (2)2014 Ford E350 police prisoner
transfer vans, and further makes no warranties (expressed or implied) and
assumes no responsibility for the condition or operation of such vehicles.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Commission hereby authorize the Miami Beach Police Department
to donate iwo (2) obsolete 2014 Forcl E350 police prisoner transfer vans, in "as is"
condition, to the Royal Turks and Caicos Islands Police Force, with all costs
surrounding such donation to be the sole responsibility of the Royal Turks and
Caicos Islands Police Force.

RECOMMENDATION
The Administration recommends the Mayor and City Commission consider and adopt the
ResoW[ion to donate two police prisoner transport vans to the Turks & Caicos Islands Police
Force.
BACKGROUNDIHISTORY
The Miami Beach Police Department (MBPD) has developed professional relationships with
several international law enforcement agencies and en[ertained, with some of them, diswssions
about delivering Iraining for their offcers. While doing so, in 2018 James Smith, lhen
Commissioner for ihe Royal Twks and Caicos Police Force (TCPF), expressed a critical need (or
police vehicles through which to better carry out their law enforcement duties. In response to this
identifed need, Ihe City of Miami Beach drafted a standing Letter o!Understanding with TCPF.
The Department has fdentified various vehicles a[end�o(-life that could 6e provided to their police
force. In addition to the conMbution of the 2011 Ford Police Prisoner Transport Van in 2018, a
sewnd donation of four(4) 2011 Ford Explorers and one (1) Ford Interceptor was canied ou[ in
2021, and a third donation of one (1) 2010 Pord Fusion, one (1) 2012 Ford Fusion, Iwo (2) 2013
Ford Intercep[ors, and one (t) 2013 Ford Fusion was carried out in 2023.
ANALYSIS
The Department would now like to donate two (2) obsolete 2014 Ford E350 police pnsoner
transfer vans to TCPF at no wst to the Ciry of Miami Beach.
Ciry vehicles are scheduled for review andlor replacement based on a pre-determined schedule
and using various industry s[andard metrics to include age, mileage, mainlenance, engine hour
and overall condition. Once vehicles have reached Ihe pre-determined critena, [hey are
considered to have reached their "end-of-life" following a physical inspection and determinalion
of safety and maintenance cost effectiveness.
The inspectlon o!the aforementionetl vehicles determmed that they had reached iheir endof-life
with the Department.
Under normal circumstances, vehicles reaching their end-o6life are sold at regulady held public

auctions as doing so positively impac[s the Ci[y's overall cost of asset ownership. Proceeds from
auction sales are used to reduce the cost of purchasing replacement vehicles. MBPD and Fleet
staft estimated the fair ma�ket value of the vehicles to determine whether any substantial cost
associa[ed with donating versus selling would be incurred. Upon review, Fleet Management
estimated the auction value o!Ihe vehicles to be $7,310 each. The appraisal does not account
(or cosls associated with prepanng an end-of-life MBPD vehicle !or auction, which would include
cosis to remove MBPD grephics, fuel management, and AVL system systems or the costs of
administering the auction itselC The actual sale price of the vehicle is unknown and woultl be
subject to the mechanical condition of the vehicle and market environment at the time o(the f nal
auction sale.
The MBPD has approved [he replacement o( the vehicles as part of the Fleet ManagemenCs
annual fleet acquisition list, and the vehicles have officially been declared as surplus and o! no
fuRher use to the City. The donatioq however, would make a significant and positive impact lo
an agency which does not easily have access to vehicles with similar capacities.
CONCLUSION
The Administralion there(ore requests the Mayor and the City Commission au[horize the Ci[y
Manager and Miami Beach Police Depahment to carry out the donation of the two prisoner
transport vehicles lo lhe Royal Turks and Caicos Police Force.
