A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
FINANCE AND ECONOMIC RESILIENCY COMMITTEE, MADE AT ITS MARCH
25, 2025 MEETING, AND RETROACTIVELY WAIVING THE SPECIAL EVENT
FEES, TOTALING $25,298.75, FOR THE MODEL VOLLEYBALL EVENT,
WHICH TOOK PLACE ON MARCH 2930, 2025 AT THE LUMMUS PARK
BEACHFRONT, BY REIMBURSING THE EVENT ORGANIZER THE FEES
PAID, EXCEPT FOR THE SECURITY DEPOSIT.
WHEREAS, the City of Miami Beach hosts a variety of special events that enrich the
community and attract both residents and visitors; and
WHEREAS, applicants for special event permits are required to present their proposals to
neighborhood associations and City departments to ensure compatibility with surrounding areas
and appropriate use of Ciry resources; and
WHEREAS,the Model Volleyball tournament,which has taken place in Miami Beach since
2010, is a globally recognized event featuring top model agencies competing in a co-ed beach
volleyball tournament and attracting approximately 15,000 attendees annually; and
WHEREAS, at its March 26, 2025 meeting, Finance and Economic Resiliency Committee
(FERC) reviewed the request for City sponsorship and a waiver of special event permit fees for
the Model Volleyball event, to be held on March 2930, 2025, at Lummus Park Beachfront; and
WHEREAS, City staff presented the estimated event fees, and the Committee voted in
favor of recommending the waiver of special event fees, totaling $25,298.75, in a retroactive
manner; and
WHEREAS, the estimated special event fees for the 2025 Model Volleyball event amount
to a total of $25,298.75, which includes an application fee of$333, a permit fee of$663, vehide
beach access passes totaling $1,515, a square footage fee of $20,825, and applicable taxes of
$1,962.75; and
WHEREAS, in 2023, the Mayor and City Commission approved Resolution No. 2023-
32751 to waive special event fees for the 2024 Model Volleyball event, demonstrating continued
support for this community event.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Economic resiliency
Committee, made at its March 25, 2025 meeting, and retroactively waive the special event fees,
totaling $25,298.75, for the Model Volleyball event, which took place on March 29-30, 2025, at
the Lummus Park beachfront, by reimbursing the Event Organizer the fees paid, except for the
security deposit.

RECOMMENDATION
The Administration recommentls that the Mayor and City Commission adopt the Resolution
accepting the recommendation of the Finance and Economic resiliency Committee to waive the
special event tees, totaling$25,29875 for lhe Model Volleyball event, which took place on March
29-30. 2025 at the Lummus Park beachfront, by reimbursing the event organizer the fees paid,
excep�for lhe secunty deposit.
BACKGROUNDIHISTORV
The City of Miami Beach hosts a wide variery of special events that enrich the community for
both visi[ors and residen[s. To mitigate the ever-increasing demands made upon City resources
and infras[ructure, applicants are required to present proposed special event activi[ies to
potentially impac�ed neighborhood associations and appropriate City Deparlmenls to ensure that
these events are compa[ible with [he surmunding neighborhoods. This process assisls in
evaluating and assessing the City's resources, both in tertns of personnel and use of
public property and nghts-of-way to adequately protect the public safety, health, and welfare of
Ihe communiTy.
At the February 3, 2025, City Commission meetinq, the Commission approved a referral by
Commissioner Joseph Magazine (C4 AU) to the Finance and Economic Resiliency Committee
(FERC)to discuss Ihe request for City sponsorship and waiver of Ciry special event permit fees,
pursuant to section 12-7 of Ihe Ciry Cotle, (or Ihe Model Volleyball event, scheduled [o[ake place
March 29- 30, 2025.
A[ the March 26, 2025, FERC meeting, slaff presen[ed the approzima[e fees due by Model
Volley6all for the 2025 event. After discussion, committee members voted with a �avorable
rewmmenda[ion to [he City Commission to approve the waiver of special event fees in a
retmaclive manner.
ANALYSIS
The Model Volleyball tournament has taken place in Miami Beach since 2010 and has bewme a
globally renowned evenL This free event is open to [he public and features top model agencies
competing in a co-ed beach volleyball toumament These top agencies include Next, CGM, Elite,
Ford, and Select. ARer completing i[s 14th consecutive year, Model Volleyball has grown to see

per toumamenL Media partners have included iHeartMedia, Snapchal & Shape Magazine. On
September 13, 2023, the Mayor and City Commission approved ResoWtion No. 2023-32751 lo
waive special event fees in the total amount not to exceed$21,748 for the annual Model Volleyball
toumament which took place March 15-17, 2024. 2025 The 2025 Model Volleyball event is
scheduled to take place on March 29-30, 2025, at Lummus Park Beachfront on 12th streel.
