A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING THE CLOSURE OF A
SINGLE SOUTHBOUND LANE OF WASHINGTON AVENUE, ON MAY 3,
2025, FROM 6TH STREET TO 5TH STREET, IN ORDER TO ALLOW FOR
A SPECIAL EVENT ACTIVATION DURING FORMULA 1 RACE
WEEKEND FOR THE CADILLAC FORMULA 1 TEAM 2026 LAUNCH.
WHEREAS, on July 13, 2016, the Mayor and City Commission adopted Resolution
2016-29506, establishing the policy that all future special events requiring lane closures
along major thoroughfares in the City obtain prior City Commission approval; and
WHEREAS, in March 2025, the City Administration was approached by
representatives of Cadillac and event producers seeking permission to close a single
southbound lane of Washington Avenue directly in front of Queen Miami Beach, located
at 550 Washington Avenue, to stage a special event celebrating the launch of the Cadillac
Formula 1 Team; and
WHEREAS, Cadillac, a historic American automobile manufacturer, has selected
Miami Beach as the venue to unveil its new F1 team, which will compete in the Formula
1 championship beginning in 2026; and
WHEREAS, the special event will take place on May 3, 2025, featuring a display
of six Cadillac vehicles(five vintage and one electric)and a private event entitled "Cadillac
Club" at Queen Miami Beach, expected to attract intemational guests, including
celebrities, CEOs, influencers, and local residents; and
WHEREAS, the activation will maintain a minimum of Tive feet of unobstructed
sidewalk for pedestrian traffic and will not involve revving of vehicle engines, ensuring
minimal disruption; and
WHEREAS, on April 10, 2025, the proposed event was reviewed as part of the
Special Event permit vetting process (SPE0325-1986) and assessed by City Services to
ensure compliance with the Maintenance of Traffic plan (MOT); and
WHEREAS, traffic mitigation effoRs will be implemented, including the relocation
of valet services to 6th Street, geofencing adjustments for rideshare services, and
oversight by Miami Beach Police Off-Duty officers to manage traffic; and
WHEREAS, the event organizers have obtained support from adjacent business
properties and the Washington Avenue Business Improvement District; and
WHEREAS, the proposed lane closure will be temporary, lasting from May 3, 2025,
at 12:01 a.m. to May 4, 2025, at 12:01 a.m.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approving the closure of a single southbound lane of Washington
Avenue, on May 3, 2025, from 6th Street to 5th Street, in order to allow for a special
event activation during Formula 1 Race weekend for the Cadillac Formula 1 Team 2026
Launch.

BACKGROUNDIHISTORY
On July 13'", 2016, the Mayor and City Commission, via ResoWlion 2016-29506, adopted a policy
that all (u[ure special events requiring lane closures along major thoroughfares in the Ciry obtain
prior City Commission approval.
In eady Mamh 2025, the Administrelion was approached by brand representatives and event
producers requesting pertnission for a single southbound lane closure on Washington Avenue
directly in fron�of�ueen Miami Beach, bcated at 55o Washing�on Avenue, [o propedy and sately
stage a special event for Cadillac x F1 at Ihe front and entrance of [he venue. A second
southbound lane will remain open to traKc.
ANALYSIS
The over-century-old American automobile manufacturer Cadillac has selected Miami Beach as
the location to unveil the newest American F1 team, ihe Cadillac Fortrmla 1 Team, which will
join the exisling ten (10)current teams starting in 2026.
Cadillac plans to aisplay lhis partnership with General Molors (GM)and TWG
Motorsports Ihrough a private event on Saturday, May 3rd, at Queen Miami Beach.The special
event will include displaying vintage Cadillac vehicles in froM of pueen Miami Beach on
Washington Avenue and a private event titletl "Cadillac Club" inside Queen Miami Beach. This
private event expects to bring international guests, including celebrities, CEOs, inFluencers, and
locals,who will galher to learn more about the Cadillac Formula 1 brand.

The event organizers hava requested the closure of the westernmost, Southbound Washington
Avenue lane as well as use (rental)of the parking laneladjacen[parking spaces.
On Apnl 10, 2025, as part of the Special Event permit vetting process, the proposed event
activation via Special Event permit(SPE0325-1986), was reviewed at the monthly Special Event
Intemal Review meeting. City Services reviewed the proposed activation and Maintenance of
Tra�c plan (MOT), attached, and provided inpuL In addition, the Special Event permit will be
reviewed at the publicly noticed monthly Special Event Community Review meeting on April 17,
2025.
Traffic Mitination Efforts
To minimize the treffc impact of one Southbound lane closure on Washington Avenue from 5'"to
6'" Street, the Trensportation, Parking and Police departmen[s will be overseeing the following
measures:
• Valet services will 6e relocated fmm Washington Avenue to 6'" Street
. Rideshare service geofencing will be redirected to areas adjacent from �ueen Miami
Beach
. Miami Beach Police 08-Duty oRcers will be managing Iraffc on Washington Avenue as
required by Ihe Special Event permitling pmcess pertaining lo sheet closures.
Business and Stakeholder Inout
As part of the Special Event permitting process, the event organizers are required to provide
signature signoRs from the impacted adjacent hotel and business properties. In addition,the event
organizers have received support from Ihe Washington Avenue Business Improvement Distncl.
The pmposed lane closure on Washington Avenue is scheduled to reopen no later than 4:01am
on Sunday, May 4'", 2025.
