A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY
COMMITTEE,AT ITS MARCH 26, 2025 MEETING, DIRECTING THE CITY
ADMINISTRATION TO PROCEED WITH THE INSTALLATION OF
TEMPORARY/SHORT-TERM RUBBERIZED SPEED CUSHIONS AT UP
TO TWO (2) LOCATIONS ON 47 STREET BETWEEN PINE TREE DRIVE
AND PRAIRIE AVENUE IN ADVANCE OF THE FUTURE ORCHARD
PARK NEIGHBORHOOD TRAFFIC CALMING PROJECT, IN ORDER TO
REDUCE TRAFFIC SPEEDS AND INCREASE ROAD SAFETY.
WHEREAS, 47 Street is a local collector roadway in the Mid-Beach portion of the
City of Miami Beach ("City"); and
WHEREAS, this roadway provides easVwest connectivity between Pine Tree
Drive on the east and North Bay Road on the west, and traverses the Orchard Park
neighborhood on the eastern portion and the Nautilus neighborhood on the westem
portion; and
WHEREAS, 47 Street is owned, operated, and maintained by the City;
notwithstanding, pursuant to the Miami-Dade County ("County") Home Rule Charter, the
County has jurisdictional authority and purview over traffic engineering functions, traffic
Flow, and traffic control devices on local roadways, including within municipalities; and
WHEREAS,the current posted speed limits on 47 Street are 25 miles per hour and
30 miles per hour, respectively, depending on the location; and
WHEREAS, the Transportation and Mobility Department recently completed the
Orchard Park Neighborhood Traffic Calming Study ("Tra�c Study") to identify streets in
the neighborhood experiencing speeding and/or high cut-through traffic volumes;
determine whether and where traffic calming measures are warranted; and determine the
type of tra�c calming measure(s) for each identified location to reduce speeding and/or
cut-through traffic in the neighborhood; and
WHEREAS, the Traffic Study area encompasses the Orchard Park neighborhood,
which is bounded by 41 Street to the south, 47 Street to the north, Pine Tree Drive to the
east, and Prairie Avenue/Chase Avenue to the west; and
WHEREAS, as part of the Traffc Study, a scoring system was developed to
prioritize the proposed traffic calming recommendations on individual roadway segments
and intersections, based on the daily traffic volumes, 85th percentile speed, crashes, and
complaints received from residents; and
WHEREAS, the segment of 47 Street belween Post Avenue and Royal Palm
Avenue, as well as the intersection of 47 Street and Prairie Avenue were ranked highest
in priority under the scoring system, which highlights the need for additional traffc calming
improvements on 47 Street; and
WHEREAS, while 47 Street was evaluated as part of the Traffic Study, and the
data collected warrants traffic calming measures (given it is classified by the County as a
major collector roadway), 47 Street was not eligible for installation of traffic calming
devices pursuant to County criteria at the time the Traffic Study was conducted; and
WHEREAS, the Transportation and Mobility Department has successfully
collaborated with the County and negotiated an Intergovernmental Agency Agreement
("IAA") which delegates authority to the City, pursuant to Sections 2-95 and 2-96.1 of the
County Code, to install and maintain traffic calming measures and other related traffic
control signs on collector residential streets operated, maintained and owned by the City;
and
WHEREAS, the Transportation Department recently engaged H.W. Lochner, Inc.
("ConsultanP'), one of the City's pre-qualified rotational transpoRation consultants, to
proceed with the fnal design development phase of the Orchard Park Neighborhood
Traffc Calming Project ("Project"), based on the recommendations of the Traffic Study;
and
WHEREAS, given the IAA with the County, the Transportation and Mobility
Department staff will work with the Consultant to incorporate traffc calming measures
along 47 Street during the design development phase of the Project; and
WHEREAS, to reduce vehicular speeds and improve safety on 47 Street in the
short-term, the Transportation and Mobility Department will explore the potential
installation of temporary rubberized speed cushions along 47 Street in advance of the
permanent Project; and
WHEREAS, County review and approval is required prior to the installation of the
temporary rubberized speed cushions; and
WHEREAS, at the November 13, 2024, Public Safety and Neighborhood Quality
of Life Committee ('PSNQLC°) meeting, the City Administretion ("Administration")
presented the findings of the Orchard Park Neighborhood Traffic Calming Study("Traffic
Study") which evaluated 47 Street and identified vehicular speeding along 47 Street; and
WHEREAS, at the November 13, 2024 PSN�LC meeting, the PSNQLC
recommended referring this item to Finance and Economic Resiliency Committee
("FERC")to discuss funding for design and installation of temporary/short-term rubberized
speed cushions at up to two (2) locations on 47 Street between Pine Tree Drive and
Prairie Avenue in advance of the future Project; and
WHEREAS, at the December 11, 2024, City Commission meeting, at the request
of Commissioner David Suarez, the City Commission referred an agenda item to FERC
to discuss funding for the proposed temporary/short-term traffic calming improvements
on 47 Street; and
WHEREAS, at the March 26, 2025, FERC meeting, the FERC recommended to
proceed with the installation of temporary/short-term rubberized speed cushions at up to
lwo (2) locations on 47 Street in advance of the future Project in order to reduce traffic
speeds and increase road safety; and
WHEREAS, the estimated cost for design and installation of temporary rubberized
speed cushions at two (2) locations on 47 Street belween Pine Tree Drive and Prairie
Avenue is approximately $55,000; and
WHEREAS, funding is available in Capital Project No. 62322 — Orchard Park
Tra�c Calming; and
WHEREAS, based on the findings of the Tra�c Study, the Administration supports
the installation of temporary rubberized speed cushions on 47 Street between Pine Tree
Drive and Prairie Avenue as a short-term traffc calming improvement to reduce vehicular
speeds and improve safety on 47 Street in advance of the future Project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept the recommendation of the Finance and Economic Resiliency
Committee, at its April 23, 2025 meeting, directing the City Administration to proceed with
the installation of temporary/short-tertn rubberized speed cushions at up to lwo (2)
locations on 47 Street between Pine Tree Drive and Prairie Avenue in advance of the
future Orchard Park Neighborhood Tra�c Calming Project, in order to reduce traffic
speeds and increase road safety.

RECOMMENDATION
The City Administration ("Administration") recommends that the Mayor and City Commission
("City Commission") adopt the ResoWtion pursuanl to the recommendation of the Finance and
Economic Resiliency Committee("FERC'or"Committee")directing the Administration to proceed
with the installation of temporary/short-term rubberized speed cushions at up to lwo (2) locations
on 47 Street between Pine Tree Drive and Prairie Avenue in advance of the future Orchard Park
neighborhood traffic calming project, in order to reduce traffic speeds and increase road safety.
BACKGROUNDIHISTORY
At the June 26, 2024, City Commission meeting, at the request of Commissioner David Suarez,
the City Commission referred an agenda item (C4 AJ) to the Public Safety and Neighborhood
Quality of Life Committee ("PSNQLC") to discuss the potential installation of tra�c calming
devices on 47 Street to reduce traffic speeds and increase roadway safety.
At the November 13, 2024, PSNQLC meeting, the Administration presented the findings of the
Orchard Park Neighborhood Traffic Calming Study ("Traffic SWdy") which evaluated 47 Street
and identified vehicular speeding along 47 Street (Attachment A - Click on this link to view:

The PSNQLC recommended referring this item ro FERC to discuss funding for design and
installation of temporary/short-term rubberized speed cushions at up to two (2) locations on 47
Street between Pine Tree Drive and Prairie Avenue in advance of the future Orchard Park
Neighborhood Traffc Calming Project ("ProjecP').
At the December 11, 2024, City Commission meeting, at the request of Commissioner David
Suarez, the City Commission referred an agenda item (C4 A) to FERC to discuss funding for the
proposed temporary/short-term traffic calming improvements on 47 Street.
At the March 26, 2025, FERC meeiing, the Committee recommended to proceed with the
installation of temporarylshort-term rubberized speed cushions at up to hvo (2) locations on 47
Street in advance of the future Prqect in order to reduce traffic speeds and increase road safety.
ANALYSIS
The Transportation and Mobility Department is currently designing multiple permanentllong-term
traffic calming improvements throughout the Orchard Park neighborhood as part of the Project.
The Project is anticipated to commence construction in Fiscal Year 2026, following a community
ballot survey process and permit approval by the Miami-Dade County Department of
Transportalion and Public Works ("DTPW").
Based on the findings of the Tra�c Study, the Administration supports the installation of
temporary rubberized speed cushions on 47 Street beriveen Pine Tree Drive and Prairie Avenue
as a short-term traffic calming improvement to reduce vehicular speeds and improve safety on 47
Street in advance of the future Project.
Should City Commission accept the recommendation of the FERC, the Transportation and
Mobility Department will task the wrrent Project consWtant to develop design drawings for
temporary/short-term rubberized speed cushions on 47 Street on an expedited basis. Once the
rubberized speed cushions are designed and permitted by the DTPW, the Transportation and
Mobility Department will engage a contractor to install the temporary rubberized speed cushions
in summer/fall 2025.
FISCAL IMPACT STATEMENT
The estimated cost for design and installation of temporary rubberized speed cushions at lwo (2)
locations on 47 Street between Pine Tree Drive and Prairie Avenue is approximately $55,000.
Funding is available in Capital Project No. 62322—Orchard Park Traffc Calming.

CONCLUSION
Based on the findings of the Traffic Study, the Administration supports the installation of
temporary rubberized speed cushions on 47 Sireet beriveen Pine Tree Drive and Prairie Avenue
as a short-term traffic calming improvement in advance of the Project to reduce vehicular speed
and improve safety on 47 Street.
Should the City Commission adopt a resolution accepting the recommendation of the FERC, the
Administration will task the current Project consultant to develop design drawings for temporary
rubberized speed cushions on 47 Streel on an expedited basis. Once the rubberized speed
cushions are designed and permitted by the DTPW, the Administretion will engage a contractor
to install the temporary rubberized speed cushions in summer/fall 2025.
