Z02533617 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND RESILIENCY COMMITTEE, AT ITS FEBRUARY 21, 2025 MEETING, TO AMEND RESOLUTION NO. 202433200 TO ALLOW GREATER FLEXIBILITY TO THE MAYOR AND EACH COMMISSIONER AS TO THE USE OF THE $12,500 ALLOCATION PER COMMISSIONER FOR EXPENSES ASSOCIATED WITH CARRYING OUT THEIR PUBLIC DUTIES, INCLUDING THE PAYMENT OF A HOUSING STIPEND OF UP TO $300 PER MONTH PER LEGISLATIVE AIDE WHO IS A MIAMI BEACH RESIDENT AS WELL AS CONTRIBUTIONS TO NON-PROFIT CIVIC OR COMMUNITY ORGANIZATIONS, PROVIDED THAT THE CONTRIBUTIONS SERVE A PUBLIC PURPOSE AND THAT THE FUNDS ARE NOT USED IN CONNECTION WITH POLITICAL CAMPAIGNS OR LOBBYING. WHEREAS, on July 24, 2024, the City Mayor and City Commission adopted Resolution No. 202433200 which approved an increase to the budget of the Offce of the Mayor and City Commission by $105,000, via a future budget amendment, for the remainder of Fiscal Year 2024 to enable each Commissioner to have the ability to incur up to $15,000 in expenses associated with attending various conferences, seminars, and other civic, non-profit, and community events to carry out their public duties (the "Events and Travel Allowance"), including the purchase of tickets, conference registration fees and travel expenditures (the "Events and Travel Allowance") and directed the City Administration to include the newly increased budget as a recurring budget item for eachfscalyearthereafter; and WHEREAS, during the FY 2025 budget process, the Events and Travel Allowance was reduced to $12,500 per Commissioner; and WHEREAS, at the December �1, 2025 meeting of the City Commission, Commissioner Joseph Magazine introduced a Resolution (item C7 AF)to authorize a stipend in [he amount of$500 per month for each City Commissioner aide to enable these critical members of the staff to find suitable housing in the City of Miami Beach (the "Stipend Resolution"); and WHEREAS, the Stipend Resolution was referred to the Finance and Economic Resiliency Committee (the "FERC")for consideration; and � WHEREAS, the FERC considered the Stipend Resolution at its February 21, 2025 meeting and, following discussion, a motion was made to enable Commissioners to utilize the Events and Travel Allowance to provide a housing stipend of up to��$300 per month to each of their legislative aides, thereby allowing Commissioners to opt to provide these housing stipends without increasing the operating budget; and WHEREAS, the motion was subsequently amended to also enable Commissioners to use the Events and Travel Allowance to make contributions to non-profit civic or community organizations, such as parent-teachervstudent associations, provided that the contributions served a public purpose and that the funds are not used for political campaigns or lobbying; and WHEREAS, the FERC adopted the motion as amended. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby, accept the recommendation of the Finance and Economic Resiliency Committee, at its February 21, 2025 meeting, to amend Resolution No. 2024-33200 to allow greater flexibility to the Mayor and each Commissioner as to the use of the $12,500 allocation per Commissioner for expenses associated with carrying out their public duties, including the payment of a housing stipend of up to $300 per month per legislative aide who is a Miami Beach resident as well as contributions to non-profit civic or community organizations, provided that the contributions serve a public purpose and that the funds are not used in connection with political campaigns or lobbying.
