RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO
INCLUDE TEN (10) ADDITIONAL AXON IN-VEHICLE, LPR-EQUIPPED
CAMERAS, TO BE INSTALLED IN POLICE DEPARTMENT PATROL
VEHICLES AND HAVING AN APPROXIMATE INITIAL COST OF $50,000, AS
A BUDGET PRIORITY IN THE CITY'S FISCAL YEAR 2026 BUDGET, IN
ORDER TO ENHANCE PUBLIC SAFETY THROUGH THE USE OF
ADVANCED TECHNOLOGY THAT SEAMLESSLYINTEGRATESINTO THE
POLICE DEPARTMENT'S AXON ECOSYSTEM.
WHEREAS, lhe City of Miami Beach ("City") is committed to ensuring the safety and
security of its resideMs, visitors, and businesses through the effective and efficient operation of
the Miami Beach Police Department("Police DepartmenP' or"MBPD"); and
WHEREAS, to that effect, the Police Department is committed to enhancing public
safety ihrough the use of innovative technology and data-driven solutions; and
WHEREAS, the Police Department currently utilizes Axon Enterprise, Ina ("Arzon") body-
worn cameras, Axon lasers, and Axon Evidence for the digital storage and archiving of police-
generated (and other acquired) data and media; and
WHEREAS, these technologies, integrated under the Axon ecosystem, have
significantly improved transparency, accountability, and operational effciency within the Police
Department; and
WHEREAS, the Mayor and City Commission recently adopted Resolution No. 2025-
33509, directing the Police Department to explore the acquisition and implementation of the
Ncon FUSUS platform to support MBPD's Real-Time Intelligence Center in order to further
expand the Police DepartmenYs real-time data and situational awareness capabilities; and
WHEREAS, after feld-lesting ihe technology, MBPD recently signed a contract for fve
(5) A�con in-vehicle cameras equipped with License Plale Recognition ("LPR") technology,
representing an initial step towards deploying this advanced equipment; and
WHEREAS, fhe cameras, which automatically scan the license plates of vehicles within
their field of view and provide prompt notification if the scanned vehicle is flagged (e.g., stolen
vehicle, wanted person), will be installed in the patrol vehicles of some of the most productive
MBPD offcers; and
WHEREAS, expanding ihis initial deployment by acquiring ten (10) additional Axon LPR-
equipped in-vehicle cameras will further improve MBPD's field operations; and
WHEREAS, the Axon in-vehicle, LPR-equipped cameras allow for real-time data
collection and analysis, which will assist MBPD Officers through the automated identification of
stolen vehides, wanted individuals, and other criminal activity; and
WHEREAS, the proposed Axon in-vehicle cameras will seamlessly integrate into
MBPD's existing A�con infrastructure, providing iMeroperability, centralized data access, and
enhanced officer awareness; and
WHEREAS, lhe acquisi[ion of ten (10) addi�ional A�con in-vehicle, LPR-equipped
cameras comes at an estimated initial cost of$50,000 for the f rst year, along with an estimated
cost of $35,000 per year for each of the final three (3) years remaining on the current contract
between the Police Department and Auon; and
WHEREAS, the Mayor and City Commission recognize the importance of continuing to
invest in state-of-the-art public safety tools and technologies and desire to prioritize this
acquisition as part of the Fiscal Year 2026 City budget process.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direcl the City Administration to include ten (10) additional Axon in-vehicle,
LPR-equipped cameras, fo be installed in Police Department patrol vehicles and having an
approximate initial cost of$50,000, as a budget priority in the City's Fiscal Year 2026 budget, in
order to enhance public safety through the use of advanced technology that seamlessly
integrates into the Police DepartmenCs Axon ecosystem.
