Resolution 2025-33641� RESOLUTION NO. z025-33641 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, APPROVING THE ALLOCATION OF NORTH BEACH COMMUNITY REDEVELOPMENT AGENCY FUNDS IN AN AMOUNT NOT TO EXCEED $1.5 MILLION FOR THE DESIGN, DEVELOPMENT, AND CONSTRUCTION OF THE BISCAYNE BEACH ELEMENTARY SCHOOLYARD PROJECT, AND PURSUANT TO THE RECOMMENDATION OF THE NORTH BEACH CRA ADVISORY COMMITTEE, MADE AT ITS APRIL 8, 2025 MEETING, DIRECTING THE CITY ADMINISTRATION TO ALLOCATE SUFFICIENT RESOURCES AND FUNDS, IN THE NORTH BEACH CRA'S FY 2025 BUDGET, FOR DESIGN AND PERMITTING OF THE SCHOOLYARD PROJECT, TO PURSUE EXTERNAL FUNDING TO OFFSET PROJECT COSTS AND MINIMIZE THE FINANCIAL IMPACT ON THE NORTH BEACH CRA; AND FURTHER, TO THE EXTENT FEASIBLE, WORK WITH THE MIAMI- DADE COUNTY PUBLIC SCHOOL BOARD TO INCORPORATE A REGULATION-SIZE SOCCER FIELD AND A FOUR-LANE RUNNING TRACK INTO THE PROJECT DESIGN. WHEREAS, the City of Miami Beach has entered into a Joint Use Agreement with Miami-Dade County Public Schools for the shared use of the schoolyard at Biscayne Beach Elementary School, located within the North Beach Community Redevelopment Area; and WHEREAS, the City Commission previously engaged the services of The Trust for Public Land (TPL) to lead the community engagement process and conceptual design of the Biscayne Beach Elementary School schoolyard improvements (the "ProjecY'); and WHEREAS, as part of this process, TPL has conducted lwo design workshops with selected Biscayne Beach Elementary School students to better understand the needs of the site and to collect input and ideas for the future schoolyard space; and WHEREAS, at its April 8, 2025 meeting, the North Beach CRA Advisory Committee (Committee) recommended that the North Beach CRA fund the cost of the design, development, and construction of the Biscayne Beach Elementary Schoolyard Project (Schoolyard Project), in an amount not to exceed $1.5 million; and WHEREAS, the Committee recommended that sufficient funding be allocated in the North Beach CRA's Fiscal Year 2025 budget to initiate the design and permitting phases of the Project; and WHEREAS, the Committee encouraged the City to actively pursue external funding opportunities, including grants and partnerships, to offset project costs and reduce the financial impact on the North Beach CR4; and � WHEREAS, contingent upon the North Beach CRA Board's approval of project funding, the Committee recommended that the design include a regulation-size soccer field, suitable for organized league play, provided the site dimensions are sufficient, given the current lack of such facilities within the City; and WHEREAS, the Committee also recommended that, if site conditions allow, a four- lane running track be incorporated into the design of the Schoolyard Project to further promote health and fitness within the community. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and the City hereby approve the allocation of North Beach Community Redevelopment Agency funds in an amount not to exceed $1.5 million for the design, development, and construction of the Biscayne Beach Elementary Schoolyard Project, and pursuant to the recommendation of the North Beach CRA Advisory Committee, made at its April 8, 2025 meeting, direct the City Administration to allocate sufficient resources and funds, in the FY 2025 budget, for design and permitting of the schoolyard Project, to pursue external funding to offset project costs and minimize the financial impact on the North Beach CRA; and further, to the extent feasible, work with the Miami-Dade County Public School Board to incorporate a regulation-size soccer field and a four-lane running track into the Project design.
