Resolution 2025-33629 i RESOLUTION NO. 202533629 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF MIAMI BEACH, FLORIDA, URGING FLORIDA SENATORS ASHLEY MOODY AND RICK SCOTT, AS WELL AS HOUSE REPRESENTATIVE FREDERICA WILSON, TO ADVOCATE FOR IMMEDIATE AND EFFECTIVE MEASURES TO ALLEVIATE OVERCROWDING AT THE KROME IMMIGRATION DETENTION CENTER AND SIMILAR FACILITIES BY EXPANDING DETENTION CAPACITY, IMPROVING OVERSIGHT, AND ENSURING ACCOUNTABILITY FOR REPORTED ABUSES. WHEREAS, illegal immigration is a pressing issue in the United States, requiring ongoing efforts to ensure the enforcement of immigration laws and national security; and WHEREAS, under the leadership of President Donald J. Trump, the United States has made significant strides in curbing illegal immigration, achieving historic reductions in border crossings, with Border Patrol encountering only 7,181 illegal immigrants at the southern border in March 2025; and WHEREAS, according to the recent data released by Customs and Border Patrol, these numbers represent a 95% decrease from the 137,473 illegal border crossings recorded in March 2024, a 96% decrease from the 163,672 in March 2023, and a 97% decrease from the 211,181 in March 2022; and WHEREAS, the Administration's strict enforcement measures, including the increased arrest and deportation of undocumented individuals within the interior of the country, have contributed to severe overcrowding in immigration detention centers, including the Krome Detention Center in western Miami-Dade County; and WHEREAS, reports, including a USA Today investigation, have revealed alarming inhumane conditions at Krome, including allegations of mistreatment of detainees, abuse of female prisoners in a facility designated for men, and individuals being held in degrading conditions such as being chained for hours on a prison bus without access to food, water, or restrooms; and WHEREAS, viral videos have surfaced showing detainees sleeping on the floor under chairs, pleading for assistance from human rights organizations, while others have reported being held incommunicado for over 30 days, with at least two deaths reported at the facility in 2025 since late January; and WHEREAS, while the issue of overcrowding in immigration detention facilities is not new, it has intensified in 2025, necessitating urgent intervention to prevent further human rights violations; and WHEREAS, regardless of an individual's immigration or criminal status, all detainees have a fundamental right to humane and dignified treatment while in custody; and WHEREAS, as follows, the Mayor and City Commission wish to urge Florida Senators Ashley Moody and Rick Scott, as well as House Representative Frederica Wilson, to advocate for immediate and effective measures to alleviate overcrowding at the Krome Detention Center and similar facilities by expanding detention capacity, improving oversight, and ensuring accountability for reported abuses. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and the City hereby urge Florida Senators Ashley Moody and Rick Scott, as well as House Representative Frederica Wilson, to advocate for immediate and effective measures to alleviate overcrowding at the Krome Immigration Detention Center and similar facilities by expanding detention capacity, improving oversight, and ensuring accountability for reported abuses.
