Composition:
The committee shall consist of eleven (11) voting members with two (2) year terms appointed at
large by a majority vote of the Mayor and City Commission:
One citizen:
1) actively engaged in the residential home building industry in connection with affordable housing;
2) actively engaged in the banking or mortgage banking industry in connection with affordable
housing;
3) representative of those areas of labor actively engaged in home building in connection with
affordable housing;
4) actively engaged as an advocate for low-income persons in connection with affordable housing;
5) actively engaged as a for-profit provider of affordable housing;
6) actively engaged as a not-for-profit provider of affordable housing (Housing Authority member);
7) actively engaged as a real estate professional in connection with affordable housing;
8) actively serving on the local planning agency pursuant to Florida Statute § 163.3174 (Planning
Board member);
9) who resides within the jurisdiction of the local governing body making the appOintments;
10) who represents employers within the jurisdiction;
11) who represents essential services personnel as defined in the local housing assistance plan.
Members of the Loan Review Committee, members of the Community Development Advisory
Committee (CDAC), Planning Board and Miami Beach Housing Authority may be appOinted to fill any
of the eleven (11) categories and serve as ex-officio voting members on this committee. If due to
conflict of interest by prospective appOintees, or other reasonable factor, the City is unable to appoint
a citizen actively engaged in these activities in connection with affordable housing, a citizen engaged
in the activity without regard to affordable housing may be appOinted.

Composition:
The Capital improvement projects oversight committee shall consist of nine (9) voting members, eight
(8) of whom shall be appointed by the city commission as a whole (at-large-appointees). The

Re: Nominations for Historic Preservation Board Appointment
Dear Mayor and Commissioners:
As you are aware, the City Code calls for the Miami Design Preservation League to nominate three people as
candidates for a position on the Historic Preservation Board.
Miami Beach City Code Section 118-103(a)(1) describes the Historic Preservation Board membership (in part) as
follows:
"Sec. 118-103. Membership.
(a) The historic preservation board shall be composed of seven members. There shall be a member
from each of the following categories:
(1) A representative from the Miami Design Preservation League (MDPL), selected from three names
nominated by such organization."
We hereby nominate the following individuals to serve on the Historic Preservation Board:

As I understand it, each individual meets the residency criteria to be a member of the board and have submitted
the proper application to the City Clerk's office.
Just six months ago, we nominated Herb Sosa to fill the vacancy created due to Jeff Donnelly's resignation from the
board. The City Commission enthusiastically received his nomination and he was appointed to the board. Since
that time, Herb has served with distinction and was voted by his fellow board members to become their Chair.
Herb is an outstanding candidate and deserves your serious consideration.

Pursuant to Section 2-55(d) of Ordinance No. 97-3075, as amended,establishing the Miami
Beach Cultural Arts Council (CAG), vacancies on the CAC "shall be filled by the Mayor and
City Commission.' In filling any vacancy, the Mayor and City Commission may select a
replacement Council member from a list of three (3) candidates which shall be submitted by
the remaining members of the Council." .
Further, the "individual members of the C,ity Commission may supplement the' Council's
suggested list with additional names of candidates or, if n~ither the candidates on the
Council's suggested list nor the additional names submitted by the individual members of the
City Commission are approveo, the Council Shall submit an entirely different list" for
consideration. .

Miami Beach Human Rights Committee
Composition:
The committee shall consist of a minimum of five (5) and a maximum of eleven (11) members, with
one (1) out of every five (5) members, to be a direct appointment by the Mayor, and with the
remaining members to be at-large appointments of the City Commission.
The members of the committee shall reflect as nearly as possible, the diversity of individuals
protected under the City's Human Rights Ordinance. In keeping with this policy, not less than two (2)
months prior to making appointments or re-appointments to the committee, the City Manager shall
solicit nominations from as many public service groups and other sources, which he/she deems
appropriate, as possible.
At least one (1) of the committee members shall possess, in addition to the general qualifications set
forth herein for members, a license to practice law in the State of Florida; be an active member of
and in good standing with the Florida Bar, and have experience in civil rights law. The attorney
member shall also serve as chair of the committee.

The Miami Beach Visitor and Convention Authority (MBVCA) would like to thank you for your support of our
efforts for FY 2009/2010. To assist the VCA in conducting business, we kindly request the reappointment of
our Chair, Elsie Sterling Howard, and members Deborah Castillo and Steve Adkins.
Elsie Sterling Howard (At-Large) is the current Chair of the MBVCA and the Mayor's Blue Ribbon Task
Force on Tourism and previously served as the MBVCA Chairperson from 1999 to 2004; She also serves on the
Board of the Greater Miami Convention & Visitors Bureau. She is a member of the University of Miami/Sylvester
Board of Governors, Chairperson of the Sylvester Board Services Committee and Chairperson and Founder of
the WeliBeingWell Conference. She is the past chair of the Citizens Commemorative Coin Committee for the
United States Mint. Ms. Howard served a decade as a Trustee of the University of Pennsylvania and five years
as President of Penn's International Alumni Society; she currently serves as the Chairperson of the Penn Alumni
Admissions Resource Center.
In 2010 Ms. Howard was honored by the Miami Beach Chamber of Commerce with their signature community
leadership award. In 2009 Ms. Howard was recognized by the Miami Project as a 'Woman of Substance &
Style". In 2003 she received both the National Volunteer of the Year/Stewart Award from the Council for
Advancement and Support of Education (CASE) and the Red Cross Spectrum Award for volunteer leadership.
She also received the Halperin Award from the University of Miami Sylvester Comprehensive Cancer Center in
November 2004. Ms. Howard is married to attorney Gene Howard, is the mother of two daughters and the
grandmother of five.
Deborah Castillo (Hotelier) was reappointed to the VCA in June 2010. She has been in the hotel industry for
over 24 years and currently serves as Vice President, Hotel Sales for Loews Hotels based in Miami Beach,
Florida at the Loews Miami Beach Hotel. She joined Loews Hotels in 1999 as the Director of Sales & Marketing
for Loews Miami Beach Hotel and was promoted into her current position in 2010.
At Loews Hotels, Castillo is currently responsible for overseeing all of the Sales, Revenue Management and
Administration/Training for the East Coast and Canadian hotels for the brand.
Prior to joining Loews Hotels, Castillo was the Regional Director of Marketing at the Sonesta Beach Resort Key
Biscayne and prior to that, the Director of Sales and Marketing for the Doral Ocean Beach Resort. She began
her hotel career with Sheraton Hotels and moved to Miami in March 1988.
Castillo is active within the Miami/Miami Beach community, serving on the Miami Beach Chamber of
Commerce's Pillar Board as Auction Gala Chair. She was reappointed last year to the prestigious MBVCA as
well as serves as the Chairperson of the Marketing and Tourism Committee and sits on the Executive
Committee of the Greater Miami Convention & Visitors Bureau.
She graduated from Flagler College in St Augustine, Florida with a Bachelor's degree in Business
Administration. Castillo was recognized as the Marketer of the Year in 2008 for Loews Hotels and has received
numerous awards and accolades including Director of Marketing of The Year and Marketing Master from
Sonesta Hotels, Marketer of the Year 2003 from Loews Hotels and under her leadership, Loews Miami Beach
Hotel was named 2006 Sales Team of the Year for Loews Hotels.

Steve Adkins (At -Large) was appointed to the MBVCA in January 2009. He is currently the President of the
Miami-Dade Gay & Lesbian Chamber of Commerce, the largest not-for-profit corporation in the County for gay
and lesbian businesses. MDGLCC membership has grown from 60 paid members to over 600 in the four years
since Adkins took over the reins. In April 2010, the Chamber moved its offices to South Beach in concert with
the opening of its newly established LGBT Visitor Center, the first of its kind in the USA.
In 1999, Mr. Adkins moved from his native San Diego, California to South Florida after holding several positions
in the financial world, and immediately became interested in promoting Miami as a year-round, gay and gay-
friendly tourist destination, while owner/operator of the Jefferson House, a South Beach Boutique Hotel.
Mr. Adkins currently serves on the GMCVB's Marketing Council, the Miami Beach Gay Pride Board, Miami Dade
Mayor's GLBT Community Advisory Committee and Business Development Committee, the Coalition of
Chambers, and is the Chair of the Executive Director's Round Table. He holds a Bachelor of Science from San
Diego State University in Business Administration with a strong emphasis in Management and a concentration
in Finance.

DEVELOPMENT REGULATIONS OF THE MIAMI BEACH CITY CODE,
CHAPTER 118, "ADMINISTRATION AND REVIEW PROCEDURES",
ARTICLE II, "BOARDS," DIVISION 1 "GENERALLY," BY CREATING A
NEW SECTION 118-32, "APPLICATION REQUIREMENT FOR LAND
USE BOARDS" TO REQUIRE THE FILING OF AN APPLICATION
FOR MEMBERSHIP ON ANY OF THE FOUR LAND USE BOARDS
NOT LESS THAN TEN DAYS BEFORE APPOINTMENT, PROVIDING
FOR WAIVER BY THE CITY COMMISSION; AND PROVIDING FOR
REPEALER, SEVERABILITY, CODIFICATION, AND AN EFFECTIVE
DATE.
WHEREAS, 'the City Code provides for the appointment by the City Commission
of the members of the Planning Board, Design Review Board, Historic Preservation
Board, and Board of Adjustment (the "Land Use Boards"); and
WHEREAS, the City Code establishes membership requirements for each of the
Land Use Boards; and
WHEREAS, an application requirement would facilitate conformance in the
appointment process with the prescribed membership requirements; and
WHEREAS, the availability of information about applicants for appointment to the
Land Use Boards serves an important public policy and governmental interest in
transparency.
NOW, THEREFORE, BE IT DULY ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AS FOLLOWS:
Section 1. That Chapter 118, "Administration and Review Procedures", Article II,
"Boards," Division 1, "Generally," is hereby amended by creating a new Section 118-32,
"Application Requirement For Land Use Boards", as follows:
Sec. 118-32. Application Requirement for Land Use Boards.
No person shall be aggointed to the Planning Board, Design Review Board, Historic
Preservation Board. or the Board of Adjustment unless he or she has filed an agglication
with the City Clerk on the form prescribed, not less than ten days before the date of
apgointment. The City Commission may waive this reguirement by a 5/7ths vote.

other appropriate word.
SECTION 4. Severability.
If any section, subsection, clause or provision of this Ordinance is held invalid, the
