A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
APPROPRIATING $176,100,00 FROM THE TOURISM AND
CONVENTION CENTER EXP ANSION AUTHORITY
(TCCEA) FOR PHASE ONE RENOVATIONS TO THE MIAMI
BEACH GARDEN CENTER,
WHEREAS, in the Spring of 1997, the Administration met with representatives of TCCEA,
as well as representatives of the Miami Beach Garden Center and Conservatory Committee, to
discuss possible renovations to the Garden Center; and
WHEREAS, during these meetings, these organizations presented the Administration with
a list of desired renovations; and
WHEREAS, these renovations include fencing, restroom renovations, painting, and security
concerns; and
WHEREAS, the Administration, at the request of the Mayor and City Commission, provided
cost estimates for the Phase One renovations, which totaled $176,100; and
WHEREAS, at the June 11, 1997 TCCEA meeting, a resolution approving the expenditure
of $176, 1 00 for Phase One renovations to the Miami Beach Garden Center was passed.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein appropriate $176,100,00 from the Tourism and Convention Center Expansion
Authority for Phase One renovations to the Miami Beach Garden Center,

PHASE ONE RENOVATIONS

ADMINISTRATION RECOMMENDATION:
It is recommended that the Mayor and City Commission appropriate $176,100 from the Tourism and
Convention Center Expansion Authority for phase one renovations for the Miami Beach Garden
Center.
BACKGROUND:
The Administration has been working with TCCEA as well as other interested groups to discuss
various options for improvements to the Miami Beach Garden Center. The Administration met with
Jack Hartley, Chairman of TCCEA, and with Dr. Mat Freund, a volunteer at the Garden Center on
April 29, 1997. In addition, the Administration met with Ms. Helene Owen, president of the Miami
Beach Garden Center and Conservatory Committee, to gain additional input related to this matter.
At the April 29, 1997 meeting, Mr, Hartley and Dr. Freund presented to the Administration a list of
recommendations for improvements to the Garden Center. These recommendations included cost
estimates for each set of improvements, Subsequent to this meeting, the list was forwarded to the
City's Recreation, Culture and Parks Department and the Property Management Division to review
the recommendations as well as the cost estimates presented by Dr. Freund. The Administration
reviewed the list of recommended improvements and, where applicable, provided cost estimates,
On June 11, 1997, TCCEA met to discuss the cost estimates provided by the Administration, At this
meeting, TCCEA passed a resolution recommending that the City Commission appropriate the
necessary funds in order to go forward with phase one renovations,
ANAL YSIS:
Below please find the estimated costs for phase one renovations for the Miami Beach Garden Center
as provided by the Administration,

1. Fencing $104,500
Based on an estimate provided by Murray Fencing, a City approved contractor, the cost of
a wrought iron fence to match the existing fence will be approximately $87,000,
Additionally, the cost of the constructing the 35 concrete block columns needed to support
the fencing will be $17,500,
2, Restroom Renovations $ 15,000
The restrooms will be renovated to comply with ADA (Americans with Disabilities Act)
requirements,
3, Painting of Buildings $ 35,000
Based on estimates provided by the Property Management Division to pressure clean, patch
and paint the interior and exterior of the buildings using Art Deco colors,
4, Reconstruction of Wood Trellis $12,000
The reconstruction of the wood trellis that once covered the walk way between the
conservatory and the center buildings.
5, Replacement of the Gothic Limestone Benches $7,200
6, New Security Locks $ 2,400
The replacement of entry locks on the main doors with a combination push button/key entry
system.
Total for Phase I renovations = $176,100.
CONCLUSION:
That the Mayor and City Commission appropriate $176,100 from the Tourism and Convention
Center Expansion Authority for phase one renovations for the Miami Beach Garden Center.
