There was general agreement that a series of events over an extended period of time would be more effective in promoting business and community in North Beach than the one-weekend-a-year Festival of the Arts. Staff was asked to develop and recommend proposed activities and funding, and present them to the Neighborhoods Committee (NCAC) for their review. BACKGROUND At the May 19, 2011 Finance and Citywide Projects Committee meeting, the committee discussed the recommendation of the Fine Arts Board to cancel the Festival of the Arts. The Committee was hesitant to approve cancellation of the Festival without having a clear alternative in place. There was general agreement that a series of events over an extended period of time would be more effective in promoting business and community in North Beach than the one-weekend-a-year Festival of the Arts. Staff was directed to identify and present options. The funding for these options is the funding that was previously allocated to the North Beach Festival of the Arts and was reallocated to general North Beach economic development in the FY2011/12 budget. ANALYSIS Proposed economic development activities were presented to the Neighborhoods Committee on November 10, 2011. The proposed programming of the funding for North Beach economic development activities presented was as follows: Movies in the Park Dinner and a Show Program Friday Night Skates Teen Club Presentations North Beach Nights and Lights Umbrella/Destination Marketing Campaign Total North Beach Program Costs $10,080 $4,052 $4,680 $1,560 $10,000 $12.000 $42,372 At that meeting, the Administration explained that staff has met with businesses surrounding the Normandy Fountain regarding one of the programs in particular, potentially doing a program that would begin the Friday after Thanksgiving and run through the end of the year. The proposal was presented as a partnership with the 226 Commission Memorandum December 14, 2011 North Beach Economic Development Programming businesses, where they would participate by looking at how they could augment the lighting around the fountain, and the City would use some resources to provide for entertainment, stage, risers, audio-visual needs, and publicity to promote the events by funding the costs involved. However, the Committee was concerned about some businesses contributing funding for economic development activities in their area, while others do not, but still benefit from the program. The proposed budget developed for the North Beach Nights and Lights was $10,000 of which $2,500 was estimated to be funded privately, the Administration revised the programming to include City funding of the lighting, based on direction from the Committee. The Committee moved to recommend the proposed programming, including the Normandy Nights and Lights Project. CONCLUSION The Administration recommends that the Mayor and City Commission ratify the NCAC's support of the North Beach economic development activities submitted by staff.
