Item Summary/Recommendation:
The Miami Beach Fire Rescue Department continually researches advanced technologies in order to provide
cutting edge medical treatment to the citizens and visitors of the City of Miami Beach. This is especially true
concerning the latest breakthroughs in advanced cardiac diagnosis and treatment. The state of the art LifePak 15
monitor-defibrillator offers the latest advances in continuous, non-invasive monitoring of carbon monoxide and
oxygen saturation. In addition, treatment of life-threatening heart attacks is enhanced by automatic, continuous
monitoring of all12 cardiac leads in the background and immediately alerting the paramedics to changes via the
ST -segment trending feature. These new features integrated within the device strongly benefit the Rescue Division
and, by extension, the critically ill patients being treated for cardiac insufficiency by saving precious time and space
and by freeing personnel to perform other critical tasks. All of these features, including the ability to internally
archive up to two hundred (200) waveform cardiac events for later retrieval for Quality Assurance/Quality Control
purposes are exclusive features of the Physio-Control product. The fact that all other existing Fire Department
monitoring equip111ent, including Rescue Division and Ocean Rescue Division Automatic External Defibrillators
(AED's) are Physio-Control products is another important factor. This provides compatibility and eliminates the
need for multiple service, supply, and repair contracts. Physio-Control is the only Monitor/Defibrillator
manufacturer that offers service and repairs in the field by in-house authorized Physio-Control technicians.
Physio-Control, a division of Medtronic, Inc., is the only source from which to obtain the LIFEPAK®
defibrillator/monitor family of products, including specifically, accessories (including batteries and electrodes),
repair parts & upgrades, remanufactured devices, and services in Florida. Physio-Control does not utilize the
services of any authorized dealers or distributors in the sale of its products in this market. Funding is available in
the amount of $31,079.40 from the Fire Department General Fund Budget 011-1220-000674. The Fire
Department began the transition from the LP12 to the LP15 in December of 2009 when eight (8) units were
purchased and placed into service.
The Administration recommends that the Mayor and City Commission adopt the attached resolution approving
and authorizing the issuance of a Purchase Order to Physio-·Control, Inc. as the sole source provider of the
Lifepak 15 Defibrillator/Monitor in the amount of $31,079.40.

ANALYSIS

WHEREAS, the Fire Department currently utilizes the Physic Control LIFEPAK® 12
Monitor/Defibrillator for cardiac monitoring, defibrillation, cardioversion, external cardiac pacing, and
other Advanced Life Support functions; and
WHEREAS, the LIFEPAK® 15 Monitor/Defibrillator offers the latest advances in continuous,
non-invasive monitoring of Carbon Monoxide and Oxygen saturation, and enhances the treatment of
life-threatening heart attacks by automatic, continuous monitoring of all twelve (12) cardiac leads in
the background, immediately alerting the paramedics to changes via the St-Segment Trending
feature; and
WHEREAS, the Fire Department began to transition from LIFEPAK® 12 units to LIFEPAK®
15 units with the purchase of eight (8) units in December of 2009; and
WHEREAS, Physic Control, Inc., is the only source from which to obtain the LIFEPAK®
Monitor/Defibrillator family of products in Florida, including, specifically, accessories (including
batteries and electrodes}, repair parts & upgrades, remanufactured devices; and
WHEREAS, as provided pursuant to Section 2-367 (d) of the Miami Beach City Code, the
Administration has determined that Physic Control, Inc. meets the requirements as a sole source
provider of the LIFEPAK® 15 Monitor/Defibrillator, and would therefore recommend that a purchase
order be issued to Physic Control, Inc. in the amount of $31 ,079.4, for the purchase of one (1)
LIFEPAK® 15 Monitor/Defibrillator; and
WHEREAS, the funding is available in the Adopted FY 2011/12 General Fund Budget 011-
1220-00067 4.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and the City Commission hereby
approve and authorize the Administration to issue a Purchase Order to Physic Control, Inc., as the
sole source provider of the LIFEPAK® 15 Monitor/Defibrillator, in the amount of $31,079.40, as the
Sole Source provider of the LIFEPAK® 15 Monitor/Defibrillator, for one (1) LIFEPAK® 15
Monitor/Defibrillator to be placed on a fire department advanced life support response unit that is
currently using an older LIFEPAK® 12 model; with funding available from the Fire Department
General Fund Budget 011-1220-000674.
