Item Summary/Recommendation: The City is developing an at-grade pathway known as the Beachwalk, which runs along the western edge of the dune system. Individual projects are being constructed to create a continuous trail network providing better access for alternative transportation along the beach. To date, the City has completed the segments from Government Cut to South Pointe Drive and from Lummus Park to 23rd Street, has a boardwalk from 23rd Street to 47th Street, and has completed the segment from 64th Street to 79th Street where a connection is made to the North Shore Open Space Park that extends to Bih Street. The City is also negotiating with a consultant to begin designing the segment from 4ih Street to 641h Street. The portion of the Beachwalk between South Pointe Drive and Lummus Park is under design. It will create a multi-purpose public access corridor running along the western edge (upland side) ofthe sand dunes, on the eastern edge of the beachfront properties. At this time, staff has successfully negotiated easements with the three properties between 151 Street and Marjory Stoneman Douglas Park (Attachments C, D, and E). With these easements, the City can permit and construct a 1 ,200-foot segment of the Beachwalk from South Pointe Drive to 3rd Street. It is estimated that permitting will take six months. JOC proposals will be solicited upon receipt of the request for additional information from the Florida Department of Environmental Protection. Therefore, the proposal can be finalized and executed upon permit issuance. Construction of this project is estimated to be a further six months. Therefore, this Beachwalk segment will likely be completed in January 2013. The project is funded with a $1,000,000 grant, resort tax, and South Pointe RDA funds. BACKGROUND The City of Miami Beach has an agreement with the Board of Trustee of the Internal Improvement Trust Fund of the State of Florida to manage the state owned beaches east of the Erosion Control Line within City limits. As part of its management effort, the City is developing an at-grade pathway known as the Beachwalk, which runs along western edge of the dune system. The Beachwalk is one of the main trail systems of the Atlantic Greenway Network, which is a series of bicycle/pedestrian/greenway facilities. Individual projects are being constructed to create a continuous trail network providing better access for alternative transportation along the beach. To date, the City has completed the segments from Government Cut to South Pointe Drive and from Lummus Park to 23rd Street, has a boardwalk from 23rd Street to 4ih Street, and has completed the segment from 64th Street to 79th Street where a connection is made to the North Shore Open Space Park that extends to 87th Street (Attachment A). The portion of the Beachwalk between South Pointe Drive and Lummus Park is under design (Attachment B).
