LTC 193-2025 - Collins Park Artist Workforce Housing Project Update -Substantial Completion and Leasing ProcessMIAMI BEACH OFFICE OF THE CITY MANAGER LTC# TO: FROM: DATE: Honorable Mayor Steven Meiner Eric Carpenter, City Manager May 9, 2025 LETTER TO COMMISSION SUBJECT: Collins Park Artist Workforce Housing Project Update - Substantial Completion and Leasing Process This Letter to Commission (L TC) provides an update on the Collins Park Artist Workforce Housing Project ("Project"). This information supplements L TC #030-2025 issued on January 17, 2025. 1.Project Overview Approved for development by the Mayor and City Commission in 2021, the Project was created to expand affordable housing for Miami Beach's workforce by repurposing a municipal parking lot at 224 23rd Street. Adjacent to the Collins Park Parking Garage, this seven-story, mixed-use development includes: •80 workforce housing units for income- eligible artists, educators, City employees, veterans, and other Miami Beach workers; •Student housing leased to the Miami City Ballet, Inc. to support its dance education program; and •Ground-level activation space, leased by the City, for governmental or nonprofit cultural use, enhancing the Collins Park Cultural District. 2.Construction Update Following a groundbreaking ceremony in July 2023, the development team (Servitas, Moss Construction, PGAL, and Shulman+ Associates) has been working diligently to keep construction on schedule, including overtime efforts to recover from weather-related delays. City staff actively assisted the development team to finalize the permitting and inspection process and a Temporary Certificate of Occupancy {TCO) was issued on May 8, 2025. 193-2025
