OFFICE OF THE CITY MANAGER
NO. LTC#201-2025
LETTER TO COMMISSION
TO: Honorable Mayor Steven Meiner and Members of the City Commission
FROM: Eric Carpenter, City Manager z?'.,,vt-l,
DA TE: May 13, 2025
SUBJECT: NEW BUS SHELTER PROTOTYPE INSTALLATION
The purpose of this Letter to Commission (L TC) is to inform the Mayor and City Commission ("City
Commission") of the upcoming installation of the City of Miami Beach ("City") new bus shelter
prototype on Wednesday, May 14, 2025 (weather permitting) at the bus stop located on Indian
Creek Drive just south of 41 Street.
The new iconic bus shelter design (Attachment A) was developed by OUTFRONT Media LLC
("OUTFRONT") pursuant to a revenue-share agreement between the City and OUTFRONT for
the design, construction, operation and maintenance of a citywide bus shelter program. The new
aesthetic design enhances the transit experience and improves the quality of transit service in the
City. Furthermore, the innovative design allows for 1) the installation of a bus shelter at every
designated bus stop in the City (currently over 200 bus stops) including locations with limited
sidewalk width; 2) enhanced integrated lighting and a lower roof for better coverage from the
elements; 3) the incorporation of technology, including digital Estimated Time of Arrival ("ETA")
signs displaying "next bus" real-time information; and 4) the sale of advertising panels enabling
the citywide bus shelter program to be provided by OUTFRONT at no cost to the City.
The new bus shelter design was approved in concept by the City Commission on May 4, 2022 via
Resolution No. 2022-32156 (Attachment B). Furthermore, the design was approved by the
Historic Preservation Board ("HPB") on September 13, 2022 and the Design Review Board
("ORB") on November 1, 2022. The approved modular design consists of the following three (3)
sizes to accommodate varied site conditions:
•Standard: 20' long x 7' wide (includes 5' wide front overhang and 2' wide rear overhang)
•Minimal: 1 O' long x 7' wide (width same as above)
•Narrow: ( 1 O' long x 3' wide ( slim shelter/roof for constrained sidewalks)
Each bus shelter will be equipped with modular elements, including seats, leaning rails, and digital
ETA signs. Some bus shelters will be equipped with a two (2)-sided advertising panel to display
either digital or static ads, and aI bus shelters will comply with the Americans with Disabilities Act
("ADA") standards.
The bus shelter prototype will be a minimal size (10' x 7') and will include one (1) seat, one
(1)leaning rail, and one (1) digital ETA sign. The on-site installation of the prototype serves as
a critical step in validating the new shelter design, construction quality, structural performance,
and user interaction in a real-world environment. It will also allow City staff to assess lighting,
signage, and accessibility features before initiating mass production and citywide deployment.
