Item Summary/Recommendation:
The twelve (12) Honda Four Trax Rubicon all terrain vehicles, are approved budgeted replacements
and will be funded by the Fleet Management Fund Capital Account No. 510-1780-000673. This
equipment will be used by the Fire Department Ocean Rescue Division and the Police Department in
support of life safety emergencies, water rescues, beach preventative actions and to patrol the City
Beaches. The E-450 Evidence Collection Vehicle is an addition and will be funded by the State
Confiscation Fund Account No. 607-4719-000672. The expenditure was appropriated at the
Commission meeting on September 27, 2011 , Resolution 2011-277 43. This equipment will be used
by the Police Department's Criminal investigation Division for responding to major crime scenes,
processing and transporting evidence.
The Administration recommends approving the purchase.

Approve the purchase.
FUNDING
$93,096.00 Funding is available from the Fleet Management Fund (51 0-1780-
000673), previously appropriated in the adopted capital budget.
$147,547.72 Funding is available from the State Confiscation Fund (607-4719-000672),
previously appropriated in the confiscated fund budget.
BACKGROUND AND ANALYSIS
All Terrain Vehicles
The twelve (12) Honda Four Trax Rubicon all terrain vehicles are recommended to be
purchased pursuant to Invitation to Bid (ITB) No. 31-11/12.
The twelve (12) Honda Four Trax Rubicon all terrain vehicles are approved budgeted
replacements in fiscal year 11/12, and will be funded by the Fleet Management Fund.
The Ocean Rescue Division of the Fire Department will utilize six (6) all terrain vehicles
in support of life safety emergencies, water rescues and beach preventative actions. All
vehicles will be equipped with trailer hitches to tow the jet skis, water proof utility boxes
for rescue equipment and 4 x 4 automatic transmissions so they may be utilized in soft
sand.
The Police Department will utilize six (6) all terrain vehicles for emergency response and
to patrol the City Beaches.

All vehicles and equipment are scheduled for review and or replacement based on a pre-
determined schedule using the average life expectancy based on industry standards and
type of service for which the vehicle/equipment is being used. Each year the Fleet
Management capital budget for replacements is adjusted in accordance with the
schedule. Once the vehicle reaches its planned replacement, the vehicle/equipment is
physically inspected. All information related to the vehicle is reviewed i.e. age,
mileage/hours, maintenance cost, depreciation value, residual value, accident record
and overall condition are taken into consideration to determine whether the vehicle
should be replaced or can safely remain in the fleet for an additional time period and still
be cost effective to maintain. The vehicles listed below are used on the beach and have
extensive corrosion frequently resulting in irreparable damage to the frame.
Fleet Management has detailed maintenance and fuel records on each
vehicle/equipment during its life cycle.
The vehicles to be replaced, as listed below, have met or exceeded the established
criteria for replacement.

Criteria for replacement of vehicles are based on age, mileage, maintenance, engine hours (one engine
hour idling= 35 miles), and overall condition of the vehicle. The life to date maintenance includes all costs
associated with the vehicle, including, but not limited to, repairs, routine maintenance, accidents and other
damage. All deadlined vehicles and equipment are used as a trade-in or sold at public auction. This
process effectively reduces our cost of ownership and completes the vehicle life cycle.
If it is determined that the vehicle/equipment should be replaced, the general policy is to
replace "like for like" based on the availability of a comparable vehicle or equipment.
An example would be: a compact car for a compact car. Prior to making an acquisition
it is the policy to contact the requesting department to verify the vehicle and operating
requirements.
Once this process is completed, research is conducted to identify if contract pricing is
available and within the guidelines of the City Procurement Policy. If there are no
contracts available, a formal bid process is initiated by the Procurement Division.

On February 27, 2012 ITB No. 31-11/12 was issued for Honda Fourtrax Rubicons, with
an opening date of March 19, 2012. BidNet sent bid notices to over 15 prospective
bidders. Additionally, the Procurement Division e-mailed the Bid to another four (4)
prospective bidders. The notices resulted in the receipt of two (2) bids from Ameri-
Recreational Sports, LLC., and G, J & L Inc.
G, J & L Inc. provided the lowest and best bid, per the below bid tabulation:

Evidence Collection Vehicle
The 2012 E-450 Evidence Collection Vehicle is recommended to be purchased pursuant
to Federal General Services Administration Contract No. GS-07F-9464G. This vehicle is
an approved addition, and will be funded by the State Confiscation Fund, which was
approved and appropriated at the September 27, 2011 Commission meeting, via
Resolution No. 2011-27743.
This Evidence Collection Vehicle will be utilized by the Police Department Criminal
Investigation Division for responding to major crime scenes, processing and transporting
evidence. The vehicle will serve as a crime scene processing platform to provide the
ability to process fingerprints and other evidence on the scene and expedite the results
to Latent Print Examiners at MBPD, Miami-Dade County Crime Lab, Florida Department
of Law Enforcement Crime Lab, and investigators. This will allow for a faster
identification and apprehension of subjects. An additional feature of the vehicle is

telescopic flood lights which provides additional needed lighting and eliminates the need
for the Miami Beach Fire Department to provide support at crime scenes. Training for the
use of features and systems installed in the vehicle is provided by the vendor as part of
the purchase.
With a high volume of visitors and a growing residential community, the rapid
identification of crime suspects and their apprehension is imperative for keeping our City
safe for tourists, residents and businesses. The current crime scene vans do not
provide the necessary capabilities to process evidence on-scene, and require that
evidence be transported to the Crime Scene Laboratory at Miami Beach Police
Department (MBPD) headquarters.
Upfitting of Vehicle and Equipment
Of the companies who manufacture evidence collection vehicles, Sirche is the only
company that assembles the vehicles, manufactures the forensic equipment stored and
utilized on the vehicles.
The upfitting of the vehicle and equipment will be performed by the vendor and designed
to ensure the needs of the MBPD are met. The compartments will be fabricated to
house specific equipment already in use by the Department.
CONCLUSION
The Administration recommends that the City Commission approve the purchase of
twelve (12) Honda Four Trax Rubicon all terrain vehicles, from G, J & L, Inc., pursuant to
Invitation To Bid (ITB) No. 31-11/12, in the amount of $93,096.00, and one (1) 2012 Ford
E-450 Evidence Collection Vehicle, pursuant to General Services Administration
Contract No. GS-07F-9464G, in the amount of $147,547.72.
