A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA DIRECTING CITY
EMPLOYEES NOT TO PERMIT CITY VEHICLES TO REMAIN
IDLING WHILE UNATTENDED.
WHEREAS, pursuant to §316.1975 of the Florida Statutes, it is a non-
criminal traffic infraction, punishable as a non-moving violation, to permit a motor
vehicle to stand unattended without first stopping the engine, locking the ignition,
and removing the key; except for certain exemptions for authorized emergency
vehicles while in the performance of official duties, licensed delivery trucks or other
delivery vehicles while making deliveries, or solid waste or recovered materials
collection vehicles while collecting such items; and
WHEREAS, in these times of ever increasing gas prices, the needless idling
of motor vehicle engines burns fossil fuels that are a non-renewable resource which
is being depleted due to ever increasing world demand; and
WHEREAS, idling a motor vehicle for more than just ten second uses more
fuel than re-starting the engine, and idling for one hour burns nearly one gallon
gasoline; and
WHEREAS, in addition, an idling engine does not operate at peak
temperature thereby resulting in incomplete fuel combustion, which causes fuel
residues that can condense on cylinder walls, contaminate oil, and damage engine
components; and
WHEREAS, excessive idling can also cause water to condense in a vehicle's
exhaust system leading to corrosion and the reduction of the life span of an exhaust
system which can result in unnecessary costs for the repair or premature
replacement of the vehicle; and
WHEREAS, unnecessary idling affects the environment in that every gallon of
gasoline produces approximately 19 pounds of carbon dioxide; and
WHEREAS, Idling contributes to respiratory illness due to the toxic chemicals
that are released into the environment and is a health hazard causing exposure to
auto pollutants emitted from idling engines; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach wish to
encourage and direct all City employees operating City vehicles to engage in

environmentally sound practices, including not leaving City vehicles idling while
unattended.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that city employees are
hereby directed not to permit City vehicles to remain idling while unattended.
