On July 27, 2005, the Mayor and City Commission passed and adopted Resolution No. 2005-25959
authorizing the Administration to issue purchase orders to Consolidated Parking Equipment, as the sole
source local distributor of Federal APD Parking Equipment. The City of Miami Beach has chosen one system
(Federal APD) rather than blended systems throughout all of its parking facilities in order to have consistency
in technology (hardware/software), reporting/auditing, and collection platforms.
On November 17, 2010, the Mayor and City Commission awarded a construction contract to Baran Craig
Barber Engel Construction Co, Inc. (BCBE), for the construction of the Sunset Harbor Garage and Retail. The
contract issued to BCBE did not include the procurement and installation of parking equipment for the Sunset
Harbor Garage.
The Sunset Harbor Parking Garage is anticipated to be completed during summer 2012 and is located in the
Sunset Harbor neighborhood. The garage will accommodate 435 parking spaces. The parking equipment is
required in order to provide the Parking Department a fully operational garage. The parking equipment must
be installed prior to the completion of the project. The lead time for the fabrication of the material and
installation is approximately eight (8) weeks. See Exhibit B for a breakdown of the parking components
required for the project.
The Administration recommends that the City Commission authorize the sole source purchase and installation
of parking equipment in the Sunset Harbor Parking Garage from Consolidated Parking Equipment, in the not
to exceed amount of $350,291.51 from previously appropriated funds from 2010 Parking Bonds Fund 486.

FUNDING
Fiscal Year 11/12 Funding in the amount of $350,291.51 shall be utilized from funds previously
appropriated from 2010 Parking Bonds fund 486.
BACKGROUND
On July 27, 2005, the Mayor and City Commission passed and adopted Resolution No. 2005-25959
authorizing the administration to issue Purchase Orders to Consolidated Parking Equipment, as the
sole source local distributor of Federal APD Parking Equipment. The City of Miami Beach has
chosen one system (Federal APD) rather than blended systems throughout all of its parking
facilities in order to have consistency in technology (hardware/software), reporting/auditing, and
collection platforms (See Exhibit A).

The proposal includes a discounted rate of 35% of the list price of the equipment. This discount is
consistent with previous parking equipment purchases from this vendor.
CONCLUSION:
The Administration recommends that the Mayor and City Commission of the City of Miami Beach,
Florida, approving pursuant to section 2-367( d) of the Miami Beach City Code, the sole source
purchase and installation of parking equipment in the Sunset Harbor Parking Garage from
Consolidated Parking Equipment, in the not to exceed amount of $350,291.51 from previously
appropriated funds from 2010 Parking Bonds Fund 486.

THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Commission hereby approve, pursuant to Section 2-367(d) of the
Miami Beach City Code, and Resolution No. 2005-25959, the sole source purchase
and installation of parking equipment for the Sunset Harbor Parking Garage from
Consolidated Parking Equipment, in the not to exceed amount of $350,291.51 from
previously appropriated funds from 201 0 Parking Bonds Fund 486.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO ISSUE PURCHASE
ORDERS TO CONSOLIDATED PARKING EQUIPMENT, AS THE SOLE SOURCE
LOCAL DISTRIBUTOR OF FEDERAL ADP PARKING EQUIPMENT, FOR
MAINTENANCE AND SERVICE OF REVENUE CONTROL PARKING EQUIPMENT IN
CITY-OWNED GARAGES, IN THE ESTIMATED AMOUNT OF $110,000 ANNUALLY.
WHEREAS, the City of Miami Beach Parking Department has invested over $2
million in Federal APD Parking Revenue/Access Control Equipment; and
WHEREAS, in an effort to have consistency in technology (hardware/software),
reporting/auditing, and collection platforms, the City has chosen one system rather than
blended systems throughout all of its parking facilities; and
WHEREAS, this equipment is out of warranty (one year) and has been
maintained over the last five years by Royce Parking Control Systems, a Federal APD
local authorized service provider; and
WHEREAS, Royce has since terminated its agreement with the City, effective
August1,2005;and
WHEREAS, Federal APD has named Consolidated Parking Equipment, a newly
formed company, as its local authorized distributor of parking revenue/access control
equipment for the South Florida area; and
WHEREAS, the Administration has determined that Consolidated Parking
Equipment is a sole source provider pursuant to Section 2-367(c) of the City Code.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the Administration to issue purchase orders to
Consolidated Parking Equipment, as a sole source local distributor of Federal ADP
parking equipment, for maintenance and service of revenue control parking equipment in
City-Owned garages, in the estimated amount of $110,000 annually.
