1) Gabrielle Redfern commented on a discussion item regarding parking solutions. She added that
one of the suggestions offered was that the City needs to come to the 21 51 Century when it
comes to parking technologies, and one of the things available is real-time tracking of parking
availability on Miami Beach. She explained that this idea is something that the City should do for
tourists and residents, and is happy to see that Commissioner Libbin supports this idea. She
further added that the parking problem in the City needs to be addressed in a comprehensive
manner, and one bright idea is not going to solve the congestion problem unless all the solutions
available are looked up. She hopes that during the discussion of this item, the solutions are
broadened to resolve this problem.
2) Rod Eisenberg explained that he has been trying to do a change of occupancy from R2 to R1 for
three years on an apartment building which is an existing historic structure and explained the
barriers he encountered throughout this period of time and his efforts to resolve the issue.
Discussion held.
Eric Yuhr, Fire Chief, responding to Mr. Eisenberg allegations and for the record, stated that to
have someone stand before this Commission and characterize the ethics of the Fire Marshal is
offensive and out of line. This Fire Marshal works day and night in trying to uphold the code. He
added that he resents the implication that the Fire Marshal engages in harassment or in a
retaliatory manner and added that it is unacceptable.

3. Nieves Ruth Fenichel thanked the City Commission for their assistance with the buildings at 426
Meridian Avenue and added that the next door apartments owned by the same property owner are
destroyed and asked if inspectors could inspect the buildings. She complained that the owners
are refusing to give their deposit back and asked for legal assistance.
Mayor Bower asked Ms. Fenichel to call her assistants to try to resolve the issue.
4. Commissioner Exposito was requested by Stanley Shapiro, who could not be here today, to bring
attention to the matter of the approximately 299,000 outstanding parking tickets. He asked Saul
Frances, Parking Director, ifthis is correct and what can the City do to coffeot these tickets.
Saul Frances, Parking Department Director, explained that there are approximately 300,000
parking citations which are aged about 48· months. Miamiā¢Dade.Countydoesadjudicatfon and
processing ofcltations, .not only for Miami Beach, buHor all municipalities in the County. He
explained the license plate recognition program in order to collect outstanding tickets. There is
also a collection agency and efforts are on the operational side.
Discussion held regarding collection.
Jorge Gonzalez, City Manager, stated that a resolution can be passed to encourage Miami-Dade
County to increase collection efforts. Saul Frances to handle.

Commissioner Wolfson suggested creating perhaps an incentive for towing companies to advice
the City of vehicles with outstanding parking tickets or a similar program to encourage collection.
