97-22503 RESO RESOLUTION NO. 97-22503 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING A ONE (1) YEAR EXTENSION TO THE CONTRACT BETWEEN THE CITY OF MIAMI BEACH AND MIAMI HEART INSTITUTE TO PROVIDE COMPREHENSIVE MEDICAL EVALUATIONS, EVALUATION AND TREATMENT OF WORKERS' COMPENSATION CLAIMS, RETENTION OF MEDICAL RECORDS, PSYCHIATRIC SERVICES, IMMUNIZATION PROGRAM, DRUG & ALCOHOL TESTING PROGRAM, WELLNESS PROGRAM, AND AN EMPLOYEE ASSISTANCE PROGRAM FOR CITY OF MIAMI BEACH EMPLOYEES; EXTENDING SAID CONTRACT UNTIL SEPTEMBER 30, 1998, WHEREAS, the City solicited proposals, pursuant to Request for Proposals No, 33 - 94/97 (RFP), for a service provider to supply Comprehensive Medical Evaluations, Evaluation and Treatment of Workers' Compensation Claims, Retention of Medical Records, Psychiatric Services, Immunization Program, Drug & Alcohol Testing Program, Wellness Program, and an Employee Assistance Program for City of Miami Beach Employees; and WHEREAS, Miami Heart Institute (Miami Heart) agreed to provide the specified services pursuant to its response to the RFP; and WHEREAS, an evaluation committee and the Group Insurance Board recommended that the City award the RFP to Miami Heart as the top ranked proposer; and WHEREAS, on September 13, 1995, the Mayor and the Commission authorized the execution of a Professional Services Agreement between the City and Miami Heart to provide Comprehensive Medical Evaluations, Evaluation and Treatment of Workers' Compensation Claims, Retention of Medical Records, Psychiatric Services, Immunization Program, Drug & Alcohol Testing Program, Wellness Program, and an Employee Assistance Program for City of Miami Beach Employees (Contract); and WHEREAS, the Contract was awarded for an initial one (1) year term with an option for a second and third year term, at the City's discretion; and WHEREAS, on October 1, 1996, the Mayor and City Commission approved the extension of said Contract, through September 30, 1997; and PAGE TWO WHEREAS, Miami Heart has continued to perform these services since the Contract was awarded; and WHEREAS, the primary users of this Contract, the City's Human Resources Department, Police Department, and Risk Management, have been pleased with the quality of service; and WHEREAS, the Mayor and City Commission deem it to be in the best interest of the City to exercise the option to extend the Contract until September 30, 1998; and WHEREAS, funding for the extension of the Contract has been requested in the Fiscal Year 1997/98 budget of Risk Management. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby extend the Contract between the City and Miami Heart Institute through September 30, 1998. ADMINISTRATION RECOMMENDATION: It is recommended that the Mayor and City Commission approve extending the October 1, 1995 Contract with Miami Heart Institute for Comprehensive Medical Evaluations, Evaluation and Treatment of Workers' Compensation Claims, Retention of Medical Records, Psychiatric Services, Immunization Program, Drug & Alcohol Testing Program, Wellness Program, and an Employee Assistance Program (EAP), Said extension would continue the Contract through September 30, 1998, Funding in the amount of $98,700 is requested in Risk Management's budget for Fiscal Year 1997/98, BACKGROUND: The City issued Request For Proposals (RFP) No, 33 - 94/97 on January 5, 1995, for a service provider for Comprehensive Medical Evaluations, Evaluation and Treatment of Workers' Compensation Claims, Retention of Medical Records, Psychiatric Services, Immunization Program, Drug & Alcohol Testing Program, Wellness Program, and an Employee Assistance Program (EAP), The Human Resources Department evaluated all proposals received and presented a preliminary report to an evaluation committee comprised of the Human Resources Director, the Training Development Coordinator, a Personnel Specialist, the Risk Manager, the Employee Benefits Coordinator, the C,W,A. President, and the A.F,S,C,M,E. President. Proposals were received from: Mercy Hospital, Miami Heart Institute, Mount Sinai Medical Center, Ornda Health Corp" and South Miami Hospital. continued.., AGENDA ITEM~ DATE 9, \D..<11 COMMISSION MEMORANDUM Page 2 On June 30, 1995, the Group Insurance Board endorsed the findings of the evaluation committee and voted to recommend the award of the Contract to Miami Heart Institute, commencing October 1, 1995, with options to renew for a second and third year, On October 1, 1996, the Mayor and the City Commission extended this Contract through September 30, 1997, ANAL YSIS: There were only two (2) proposers who provided a flat contract price, Miami Heart (the current contractor) and Mount Sinai (the previous contractor), Mount Sinai Medical Center had additional costs on top of the contract price, The proposals were evaluated by the Human Resources Department, an evaluation committee, and the Group Insurance Board, It was unanimously recommended that the contract be awarded to Miami Heart. During the evaluations, most factors were rated approximately equivalent, except the area labeled General Concern (which included cost), in which Miami Heart was rated higher, The previous Contract with Mount Sinai, file reference RFP No, 125 - 89/92, awarded July 25,1990, included a base bid of $139,781 annually; however, with the additional costs of specialized tests, the annual amount exceeded $200,000, The Miami Heart proposal was for a total of $98,700, including specialized tests, which is over $100,000 (or 50%) less than Mount Sinai.
