SUBJECT: Evaluation Committee Relative to Request for Qualifications (RFQ) No. 2025-284-
ND for Water Taxi Service
The purpose of this Letter to Commission (L TC) is to update the Mayor and City Commission on
the status of Request for Qualifications (RFQ) No. 2025-284-ND. The RFQ seeks to identify a
qualified vendor to develop and operate a comprehensive water taxi service that addresses past
challenges and establishes waterborne transit as a reliable and enduring transportation option for
Miami Beach residents and visitors.
Proposals pursuant to this RFQ were received on May 5, 2025. The responsive proposals will be
reviewed QY the Evaluation Committee in accordance with the criteria established in the RFQ.
I have appointed the following individuals to serve on the Evaluation Committee:
•Andrew Frey, Director, Department of Real Estate & Asset Management, City of Miami
•Irene Hegedus, Chief of Transportation Enhancements and Special Projects, Department
of Transportation and Public Works, Miami Dade County
•Valeria Mejia, ADA Manager, Public Works Department
•Lindsey Precht, Assistant Director, Environment and Sustainability Department
•Mikhail Ryabov, Transportation Manager, Transportation and Mobility Department
•Linda Stevens, Assistant Director, Marketing and Communications Department
