RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO SUBMIT AN APPLICATION
TO THE FLORIDA DEPARTMENT OF STATE, BUREAU OF
GRANT SERVICES OF THE DIVISION OF CULTURAL AFFAIRS,
FOR A GRANT FOR ADA COMPLIANCE AND RENOVATION OF
THE COLONY THEATER IN THE AMOUNT OF $500,000 WITH A
LOCAL MATCH OF $1,000,000; AND APPROPRIATE THE FUNDS,
IF AWARDED.
WHEREAS, the Florida Legislature makes grants to cities, counties and non-profit
organizations through the Department of State under the Cultural Facilities Program for renovation,
construction or acquisition of cultural facilities; and
WHEREAS, the Colony Theater is a historic building that was approved for a $775,000
grant by the Miami-Dade County Commission on July, 13, 1993, of which approximately $720,000
is available to renovate the theater; and
WHEREAS, the City has also allocated $60,000 from the Property Management budget and
$220,000 from the Miami Beach Cultural Arts Council budget for the renovation of the Colony
Theater; and
WHEREAS, the architectural firm of Zeidler Roberts Partnership has estimated the cost of
bringing the Colony Theater into compliance with the current ADA requirements, expanding the
backstage area, and adding new dressing rooms, to be $1.5 million; and
WHEREAS, the City is seeking grant funds to completely renovate the historic Colony
Theater; and
WHEREAS, the deadline for mailing grant applications for cultural facilities to the Florida
Department of State is August 6, 1999.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, authorize the City Manager, or his designee, to
submit an application to the Florida Department of State, Bureau of Grant Services of the Division
of Cultural Affairs, for a grant for ADA compliance and renovation of the Colony Theater in the
amount of $500,000 with a local match of $1 ,000,000; and appropriate funds, if awarded.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
The Florida Legislature established the Cultural Facilities Program in 1988 to provide assistance to
municipalities and non-profit organizations for renovation, construction, or acquisition of cultural
facilities. Applications are submitted annually to the Florida Department of State Division of
Cultural Affairs and must be mailed on or before August 6, 1999 to be considered for FY 2000-01
funding. The maximum amount of a grant is $500,000.
The applications are reviewed for completeness by the Division of Cultural Affairs, and completed
applications are forwarded to the Florida Arts Council for review, scoring and recommendations.
The Florida Arts Council then prepares a priority list of projects which is sent to the Secretary of
State. The Secretary of State submits the list of recommended projects to the Legislature for
approval of each project.
The architectural firm of Zeidler Roberts Partnership has estimated the cost of renovating the Colony
Theater to be $1.5 million. The proposed renovations will bring the building up to date with full
compliance of ADA requirements, construct new dressing rooms, and expand the size of the
backstage area.

The Miami Dade County Commission, by Resolution No. 860-93 dated July 13, 1993, allocated
$775,000 for improvements to the Colony Theater. Approximately $720,000 is available for future
improvements from this allocation. The City has allocated $60,000 for retrofitting dressing rooms
and back stage restrooms to ADA compliance at the Colony Theater as part of the $570,000 ADA
settlement agreement adopted on September 9, 1998.
Also, as part of the discussion related to this item on July 7, 1999, the City Commission approved
a non-interest bearing loan in the amount of $220,000 from the Miami Beach Cultural Arts Council
budget to provide matching funds for this grant.
ANALYSIS:
The City and the County have allocated the following funds for the renovation of the Colony
Theater:
Miami -Dade County Cultural Affairs Grant $ 720,000.00
City ADA Improvements Funds 60,000.00
Loan from Miami Beach Cultural Arts Council 220.000.00
Total Funds Available for Grant Match $ 1,000,000.00
The funds identified above will provide the 2: 1 match required for a $500,000 Cultural Facilities
Grant.
CONCLUSION:
The Administration recommends approval of the attached Resolution of the Mayor and City
Commission ofthe City of Miami Beach, Florida, authorizing the City Manager, or his designee, to
submit an application to the Florida Department of State, Bureau of Grant Services of the Division
of Cultural Affairs, for the Renovation of the Colony Theater in the amount of $500,000 with a local
match of $1,000,000; and appropriate the funds, if awarded.
