LTC 205-2025 Memorial Day Weekend 2025MIAMI BEACH OFFICE OF THE CITY MANAGER LTC# 205-2025 LETTER TO COMMISSION TO: Honorable Mayor Steven Meiner and Members of the City Commission FROM: Eric Carpenter, City Manager � May 14, 2025 DATE: SUBJECT: Memorial Day Weekend 2025 The purpose of this Letter to Commission (L TC) is to provide an overview of the City's comprehensive preparations and public safety efforts for Memorial Day Weekend 2025. As one of the City's major high-impact weekends, Miami Beach will once again host the Hyundai Air & Sea Show, the Florida Power & Light Patriot Display Village, alongside a variety of other activations and events. As in previous years, we anticipate an increase in the number of visitors to Miami Beach for Memorial Day weekend. Programming The Hyundai Air & Sea Show will take place on Saturday, May 24th , and Sunday, May 25th, from 11 :00 a.m. to 5:00 p.m., featuring military aerial demonstrations, offshore powerboat races, U.S. Customs and Border Protection drug interdiction exercises, and military parachute team demonstrations. Free public viewing of the show can be enjoyed between 1st and 2pt streets. The Florida Power & Light Patriot Display Village will be open from 11 :00 a.m. to 6:00 p.m. on Saturday, May 24th , and Sunday, May 25th, and will feature interactive exhibits of the five branches of the Armed Forces and family entertainment along Lummus Park, between 10th and 15th streets, including: •The Monster Energy Motocross Action Zone (Ocean Drive & Lummus Park, 11th -14th streets) •Nicklaus Children's Hospital Kids Zone (Ocean Drive & Lummus Park, 14th -15h streets) •The City of Miami Beach Kids Fun Zone (Ocean Drive & Lummus Park, 12th -13th streets) •WWII in Miami Beach historical exhibition (Ocean Drive & Lummus Park, 11th -12th streets) The weekend will culminate in a Memorial Day tribute at 10 a.m. on Monday, May 26th, in partnership with the American Legion and the Veterans of Foreign Wars 3559 Miami Beach Post, at the War Memorial Cenotaph located in front of the Miami Beach Police Headquarters. Traffic and mobility measures: Residential Zones, consisting of the Flamingo Park and South of Fifth neighborhoods, will be in place each evening from 6:00 p.m. to 5:00 a.m. on Saturday, May 24th, and Sunday, May 25th, with barricades to restrict cut-through traffic. Residents of these areas are encouraged to use Alton Road to enter and exit their neighborhood. Police presence will be maintained in the surrounding neighborhoods. The Police Department will deploy fixed and mobile License Plate Readers (LPRs) throughout the city, along with an LPR detail on the 5th Street corridor, from 8:00 p.m. to 3:00 a.m. on Saturday, May 24th , and Sunday, May 25th . In addition, the city's traffic monitoring and management contract will track incidents that create congestion, utilizing available resources such as closed-circuit cameras, the Waze mobile application, portable message signs for traffic and event messaging, and adjustments to traffic signal timing as needed. Traffic Monitors will operate 18 hours a day, from 7:00 a.m. to 1 :00 a.m. each day, from Friday, May 23 rd, through Sunday, May 25th. Parking and Transportation From Friday, May 23rd, at 9:00 p.m. through Monday, May 26th, at 9:00 a.m., a high-impact flat parking rate of $30 for non-residents and $15 for residents will be in effect at all city-owned garages in the Entertainment District. This includes parking garages at 7th Street and Collins Avenue, 12th Street and Washington Avenue, 13th Street and Collins Avenue, as well as the Anchor Garage on 16th Street. The city will provide free shuttle pick-up and drop-off as follows: •42 nd Street garage: A shuttle bus will serve Trolley Stop #219 at Sheridan Avenue and 41st Street. •17th Street, Pennsylvania Avenue, and the City Hall garages: The shuttle bus will serve Trolley Stop #200 at 17th Street and Convention Center Drive. All passengers using the free shuttle service will be dropped off at Trolley Stop #106, located on the west side of Washington Avenue, between 11th and 12th streets. Passengers should use this stop for their ride back to the parking garages. Parking shuttles will operate on Saturday, May 24th , and Sunday, May 25th, from 11 :00 a.m. to 7:00 p.m., with intervals of approximately 15 to 20 minutes. Special parking shuttle identification signs will be available. The Miami Beach Trolley services will operate as usual. To enhance the service, two (2) additional trolleys will be added to the South Beach Loop and two (2) to the Collins Express Loop, from 11 :00 a.m. to 7:00 p.m. on Saturday, May 24th, and Sunday, May 25th. Additionally, Miami-Dade County's transit services will operate normally. The Transit App will be updated as needed to reflect service changes and important updates. High Impact Measures The following measures will be implemented from 8:00 p.m. Friday, May 23rd, through 8:00 p.m. Monday, May 26th • in the designated high-impact zone, including the mixed-use entertainment (MXE) district and that portion of the CD-2 commercial, medium-intensity district between Pennsylvania Avenue and Collins Court from 5th to 16th streets and the public beach: •Suspension of business tax receipts issuance to promoters for dance/entertainment events at alcohol-serving venues in the MXE and CD-2 districts. •Local access restrictions on some city streets to mitigate traffic and enhance mobility for residents and business patrons. •The suspension and closure of business entities renting or leasing certain vehicles, including golf carts, low-speed vehicles, autocycles, motorized scooters, mopeds, motorcycles powered by motors of 50cc or less, and motorized bicycles. •The city will close Flagler Monument Island to boaters over Memorial Day weekend due to the history of some boaters leaving substantial litter behind. The uninhabited island will close on Friday, May 23 rd, at 6:00 a.m. and reopen at 6:00 a.m. on Tuesday, May 27th. •Coolers, inflatable devices, tents, tables, and similar objects may be prohibited on public beaches. Staffing Miami Beach Police will be working 10-hour overlapping shifts with an Alpha/Bravo staffing configuration supported by state and federal law enforcement partners, including, but not limited to, the Florida Highway Patrol, Miami-Dade County Police, and Miami-Dade Schools Police. In addition, Miami Beach city departments, including Police, Fire, Ocean Rescue, Code Compliance, Parks and Recreation, Public Works, and Parking, will operate with enhanced staffing levels throughout the weekend. Goodwill Ambassadors, wearing pink "Take Care of Our City" shirts, will be deployed throughout the Entertainment District to provide assistance and serve as liaisons between the public and the police. We are confident that the proactive measures and interdepartmental coordination outlined above will help ensure a safe and respectful Memorial Day Weekend. City departments will be ready to make any necessary adjustments as needed to the plan. Thank you for your continued support.
