LTC 209-2025 MULTI-JURISDICTIONAL HURRICANE EVACUATION TABLETOP EXERCISEDocusign Envelope ID: 531A1849-CFAE-4735-A02A-2639DD1969A 7 MIAMI BEACH OFFICE OF THE CITY MANAGER LTC #209-2025 LETTER TO COMMISSION TO: Mayor Steven Meiner and Members of the City Commission FROM, Eric Carpenter, City Manager Bu,:_� DATE: May 19, 2025 SUBJECT: MULTI-JURISDICTIONAL HURRICANE EVACUATION TABLETOP EXERCISE The purpose of this L TC is to advise you of the combined efforts of the Miami Beach Fire Department Division of Emergency Management (DEM), the Emergency Management Divisions of the Village of Key Biscayne, the Cities of Miami and Coral Gables, and the Miami-Dade Department of Emergency Management to present a tabletop exercise (TTX) in preparation for hurricane season and the upcoming FIFA games. This exercise will involve coastal cities in Miami-Dade County and southeast Broward County, as well as the agencies and partners that support emergency management and the hospitality industry. The TTX will incorporate evacuation planning and procedures in consideration of the expected hotel populations and is part of the region's overall preparation for the FIFA World Club Cup Games this summer and the FIFA World Cup Games next summer. This is also a chance for neighboring jurisdictions to work alongside their counterpart personnel during "blue skies" to facilitate cooperation and procedural operations should there be a coastal evacuation order. Invited participants include public safety and infrastructure support personnel, Police and Fire Chiefs, County, State and Federal agencies, hospitality industry leadership and local elected officials. The exercise will take place at the Miami Beach Convention Center, Sunset Ballroom A, on Tuesday, June 17. Doors will open at 8:00 a.m. The tabletop will begin at 8:30 followed by a "hot wash" review at 1 :00 p.m., ending at 1 :30 p.m. In 2023, Miami Beach DEM conducted a similar exercise to address evacuation procedures that resulted in better communication between agencies. Working off the insights from that event, we hope this exercise will foster continued dialogue and increase our levels of preparedness in the region. 1ve Staff nt Team s� 1 vVl
