RESOLUTION NO. 99-23256
RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE REAPPOINTMENT OF JOHN
STOKESBERRY FOR THE ELDERLY AFFAIRS SEAT TO
THE JOBS AND EDUCATION PARTNERSHIP (JEP)
REGIONAL BOARD.
WHEREAS, on May 6, 1998, the Mayor and City Commission adopted Resolution No.98-
22733, approving an Agreement with the South Florida Employment and Training Consortium
(Consortium); and
WHEREAS, the purpose of this Consortium is to continue to conduct programs on an area-
wide basis under the Job Training Partnership Act of 1982, and under the Jobs and Education
Partnership process, which provides employment and training opportunities for the economically
disadvantaged, unemployed, underemployed, or individuals otherwise meeting the eligibility criteria
of any program operated under this Agreement, and to assure universal access to training resources
for the population of the two-county area; and
WHEREAS, this Consortium has created a private industry council in accordance with the
Job Training Partnership Act to be known as the Jobs and Education Partnership Board (JEP) of
South Florida, which is a separate entity whose members shall be appointed by the Consortium's
member local govemmentaljurisdictions; and
WHEREAS, under the terms of this Agreement, whose legislative body consists of
representatives of Miami Dade County, Monroe County, City of Hialeah, City of Miami, and City
of Miami Beach, the City of Miami Beach Mayor and City Commission must make an Elderly
Affairs appointment to the Dade/Monroe County Jobs and Education Partnership Regional Board
to oversee the workforce development activities; and
WHEREAS, this role has been filled in the past by Alliance for the Aging Executive
Director John Stokesberry, whose term expired June 30, 1999.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, to authorize the reappointment of John Stokesberry
as Elderly Affairs appointee to the Jobs and Education Partnership (JEP) Regional Board for a two
(2) year term, to expire June 30, 2001.
PASSED and ADOPTED this 21st day of July, 1999.

STOKESBERRY FOR THE ELDERL Y AFFAIRS SEAT TO THE JOBS AND
EDUCATION PARTNERSHIP (JEP) REGIONAL BOARD.
ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
ANAL YSIS:
On May 6, 1998, the Mayor and Commission, adopted Resolution No. 98-22733, continuing an
Agreement with the South Florida Employment and Training Consortium. The purpose of this
Consortium is to implement and operate an intergovemmentalliaison office so as to continue to
conduct programs on an area-wide basis under the Job Training Partnership Act of 1982, and under
the Jobs and Education Partnership process. This provides employment and training opportunities
for the economically disadvantaged, unemployed, underemployed, or individuals otherwise meeting
the eligibility criteria of any program operated under this Agreement.
Under the terms ofthe Consortium Agreement, whose legislative body consists of representatives
of Miami-Dade County, Monroe County, City of Hialeah, City of Miami, and City of Miami Beach,
the City of Miami Beach Commission must make an Elderly Affairs appointment to the
Dade/Monroe County Jobs and Education Partnership Regional Board to oversee workforce
development activities. This role has been filled by the Alliance for the Aging Executive Director,
John Stokesberry. Mr. Stokesberry's term expired June 30, 1999, and re-appointment will extend
his term until June 30, 2001.
CONCLUSION:
The Administration recommends that the Mayor and City Commission approve the re-appointment
of John Stokesberry for the Elderly Affairs Seat to the Jobs and Education Partnership (JEP)
Regional Board for a two (2) year term to expire June 30, 200 I.
