SUBJECT: Evaluation Committee Relative to Request for Proposals (RFP) No. 2025-218-ND
for Construction, Management, and Operation of Padel/Pickleball Facility on
Parking Garage Rooftop Adjacent to Lincoln Lane North
The purpose of this Letter to Commission (L TC) is to update the Mayor and City Commission onthe status of Request for Proposals (RFP) No. 2025-218-ND. The RFP requests proposals fromsuitable partners to negotiate a short-term lease or management agreement for the construction,management, and operation of a padel/pickleball facility on the rooftop of parking garage GS (64017th Street) and/or G9 (1661 Pennsylvania Avenue).
On April 24, 2025, L TC# 176-2025 notified the City Commission that the City Manager hadappointed an evaluation committee to review proposals received pursuant to the RFP. However,it is necessary to make changes to the evaluation committee members due to scheduling conflicts.
Accordingly, I have appointed the following individuals to serve on the Evaluation Committee:
•Miquel Beinqolea, Operations Manager, Parking Department •Cynthia Casanova, Assistant Director, Parks and Recreation Department •Anabel Llopis, Executive Director, Lincoln Road Business Improvement District •Mohsen Abu Shaaban, Senior Project Manager, Office of Capital Improvement Projects•Heather Shaw, Assistant Director, Economic Development Department•Alberto Ventura, Assistant Director, Parking Department
I have also appointed the following individuals as alternates:
•Lissette Arrogante, Director, Tourism and Culture Department •Franciso Garcia, Division Director, Facilities and Fleet Management Department
