SUBJECT: Resolution from Marine Waterfront Protection Authority (MWPA) Board -
Installation of Storm Drain Signage
The purpose of this Letter to Commission (L TC) is to inform that the Marine and Waterfront
Protection Authority (MWPA) Board unanimously approved the attached resolution on May
13, 2025, recommending the installation of educational signage near storm drains
throughout the City of Miami Beach.
Members Present: Ben Mostkoff (Chair), John Gardiner (Vice-Chair), Julio Magrisso,
Amy Lites, Mike Gibaldi, Jose Frias, Chad Braver, and Tim Carr
Motion: The MWPA recommends the Mayor and Commissioners to help reduce
stormwater pollution by increasing public awareness of the environmental impact of
improper waste disposal. The resolution proposes clear "No Dumping -Drains to Bay"
signage in strategic locations such as public rights-of-way, sidewalks, and parks. It also
outlines coordination with the Public Works Department to implement a phased installation
plan, beginning with high-traffic or environmentally sensitive areas, and includes
community engagement initiatives.
The MWPA Board believes this initiative will help protect Biscayne Bay, the Atlantic Ocean,
and other sensitive marine environments from pollutants entering through the City's
stormwater system.
The attached resolution outlines the full scope of this recommendation for your review and
consideration.
Resolution of the Marine &Waterfront Protection Authority
Whereas,improper disposal of waste such as trash,oil,chemicals,and other pollutants
into storm drains can severely impact water quality and marine life in Biscayne Bay and
the Atlantic Ocean;
Whereas,many storm drains in the City of Miami Beach lead directly or indirectly to
sensitive marine environments,and pollutants carried by stormwater runoff can bypass
treatment systems and cause long-term ecological harm;
Whereas,public awareness is a key component in preventing pollution,and signage
programs in other municipalities,including Key Biscayne,Florida and San Francisco,
California,have demonstrated success in reducing stormwater contamination through
educational signage near drains;
Be it resolved,that the Marine &Waterfront Protection Authority recommends the
installation of signage or markings near storm drains throughout Miami Beach that clearly
state "No Dumping -Drains to Bay"or similar messages to discourage the disposal of
pollutants;
Be it further resolved,that the City develop and procure durable signage,decals,or
painted messages for storm drain areas in public rights-of-way,parks,sidewalks,and
other accessible locations;
Be it further resolved,that the City's Public Works Department implement a phased plan
for installation,beginning with high-traffic or environmentally sensitive areas,and continue
the signage program over time as part of regular maintenance or capital improvement
efforts;
Be it further resolved,that the City incorporate community engagement efforts to educate
residents,businesses,and visitors about the importance of preventing stormwater
pollution and protecting marine and coastal environments.
