A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO NEGOTIATE AN AMENDMENT TO THE
CONCESSION AGREEMENT BETWEEN THE CITY AND THE FRENCH
AMERICAN ASSOCIATION OF CRAFTS & TRADES CORP.
("CONCESSIONAIRE"), PREVIOUSLY AUTHORIZED PURSUANT TO
RESOLUTION NO. 2025-33566, TO PERMIT THE HOSTING OF TWO
FRENCH MARKET EVENTS PER MONTH AT THE SOUTH POINTE
PARK WASHINGTON AVENUE ENTRY PLAZA DURING THE
REMAINDER OF THE SIX-MONTH PILOT PROGRAM; AND FURTHER,
AUTHORIZE THE CITY MANAGER AND CITY CLERK TO EXECUTE
THE AMENDMENT.
WHEREAS, on March 19, 2025, the Mayor and City Commission of the City of
Miami Beach adopted Resolution No. 2025-33566, authorizing the City Manager to
negotiate and execute a Concession Agreement with the French American Association
of Crafts & Trades Corp. ("Concessionaire") for the management and operation of a
monthly French Market at the South Pointe Park Washington Avenue entry plaza, as part
of a six-month pilot program commencing on April 6, 2025; and
WHEREAS, the market, hosted by the Florida chapter of the Concessionaire,
showcases local and French artisans and features handmade goods, including French
pastries, accessories, and other artisanal products, while supporting women
entrepreneurs and enriching the cultural offerings in the South of Fifth neighborhood; and
WHEREAS, since its launch, the French Market has received strong community
support and demonstrated promising potential as a recurring cultural and economic
activation that aligns with the City's quality-of-life goals; and
WHEREAS, based on the initial success and growing interest from vendors and
the public, there is a desire to expand the frequency of the French Market from once per
month to twice per month for the remainder of the pilot program; and
WHEREAS, the Concessionaire has indicated its operational capacity to
successfully host two markets per month without interfering with normal park operations
or violating the Operational Guidelines for South Pointe Park; and
WHEREAS, the City Administration supports amending the agreement to
accommodate the increased frequency of the French Market during the pilot period, with
no change to the existing waiver of concession fees.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to negotiate an amendment to the
concession agreement between the city and the French American Association of Crafts
& Trades Corp. ("Concessionaire"), previously authorized pursuant to Resolution No.
2025-33566, to permit the hosting of two French market events per month at the South
Pointe Park Washington Avenue Entry Plaza during the remainder of the six-month pilot
program, and further, authorize the City Manager and City Clerk to execute the
Amendment.
