A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO
DEVELOP A MUNICIPAL GARAGE BEAUTIFICATION PROGRAM THAT
ENGAGES LOCAL STUDENTS, ARTISTS, BUSINESS IMPROVEMENT
DISTRICTS (BIDS), NEIGHBORHOOD ASSOCIATIONS, AND RESIDENTS IN
CREATING MURALS AND OTHER CREATIVE VISUAL INTERVENTIONS ON
MUNICIPAL GARAGES, AT MINIMAL COST TO THE CITY; PROVIDING THAT
THE CITY MAY COVER BASIC MATERIAL COSTS SUCH AS PAINT, AND
FURTHER DIRECTING THE ADMINISTRATION TO REPORT BACK TO THE
CITY COMMISSION AT THE JULY 23, 2025 CITY COMMISSION MEETING
WITH AN IMPLEMENTATION PLAN, INCLUDING TIMELINES, INITIAL SITES,
OUTREACH STRATEGIES, AND PROPOSED GUIDELINES FOR ARTIST
SELECTION AND MURAL THEMES.
WHEREAS, the City of Miami Beach has long recognized the value of public art and
community engagement in enhancing the character and livability of public spaces; and
WHEREAS, the City maintains multiple municipal garages that, while functionally
essential, often lack visual appeal or a connection to the City's distinctive cultural identity; and
WHEREAS, the Mayor and City Commission desire to explore innovative and low-cost
ways to beautify these structures by activating them as canvases for community art that reflect
the vibrancy, architecture, and coastal nature of Miami Beach; and
WHEREAS, the beautification of municipal garages through murals and other creative
expressions will foster civic pride, promote youth engagement, support local artists, and improve
the aesthetic quality of these public structures; and
WHEREAS,the proposed initiative will not require significant public expenditure or outside
consultants, and would instead rely on community-driven contributions, with the City potentially
covering basic supplies such as paint; and
WHEREAS, the municipal garage beautification program should include a community-
wide "Call for Artists" and encourage participation from public and private school students, local
artists, neighborhood associations, BIDs, and any resident groups interested in contributing to
this public art initiative; and
WHEREAS, the Administration shall report back to the City Commission at the July 23,
2025 City Commission meeting with an implementation plan, including timelines, initial sites,
outreach strategies, and proposed guidelines for artist selection and mural themes.
NOW,THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the
City Administration to develop a municipal garage beautification program that engages local
students, artists, business improvement districts (BIDs), neighborhood associations, and
residents in creating murals and other creative visual interventions on municipal garages, at
minimal cost to the city; providing that the City may cover basic material costs such as paint, and
further directing the administration to report back to the City Commission at the July 23, 2025 City
Commission meeting with an implementation plan, including timelines, initial sites, outreach
strategies, and proposed guidelines for artist selection and mural themes.
