A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE PUBLIC SAFETY
AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, MADE AT ITS APRIL 9, 2025,
MEETING, TO APPROVE THE ESTABLISHMENT OF A COMMEMORATIVE PLAQUE,
IN FRONT TO THE FACILITY LOCATED AT 999 11TH STREET, IN HONOR OF ARTHUR
MARTINEAU; AND DIRECTING THE CITY CLERK TO SET A PUBLIC HEARING ON
JUNE 25, 2025, PURSUANT TO SECTION 82-504(A) OF THE CITY CODE.
WHEREAS,the Miami Beach Police Athletic League("PAL")is a nonprofit youth organization that
offers athletic, educational, and recreational programs for the children and teens of Miami Beach and
whose goal is to foster relationships between youth and the law enforcement community; and
WHEREAS, for approximately the past 15 years, the PAL was operated under the outstanding
leadership of its dedicated and beloved Executive Director, Arthur("Art") Walter Martineau, and through
his role he had a profound impact, enriching the lives of thousands of children and fostering meaningful
connections between youth and law enforcement for over 25 years; and
WHEREAS, on January 23, 2025, Arthur Martineau passed away, leaving behind a legacy of
compassion, service and unwavering dedication to his community; and
WHEREAS, at the February 3, 2025, City Commission meeting, the Mayor and City Commission
referred a discussion item regarding naming the building located at 999 111° Street in honor of Arthur
Walter ("Big Art") Martineau to the Public Safety and Neighborhood Quality of Life Committee (the
"Committee"); and
WHEREAS, at its April 9, 2025, meeting, the Committee discussed and recommended the
installation of a commemorative plaque in front of the facility located at 999 1191 Street in Arthur
Martineau's honor; and
WHEREAS, pursuant to Section 82-504(a) of the City Code, establishing a memorial plaque
requires a public hearing, with notice of the public hearing regarding the establishment of the memorial
plaque published at least ten days prior to the hearing in a newspaper of general circulation in the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission accept the
recommendation of the Public Safety and Neighborhood Quality of Life Committee, made at its April 9,
2025, meeting, to approve the establishment of a commemorative plaque in front of the facility located at
999 11'h Street, in honor of Arthur Martineau, and direct the City Clerk to set a public hearing on June 25,
2025, pursuant to Section 82-504(a) of the City Code.

RECOMMENDATION
The Administration recommends adopting the Resolution accepting the recommendation of the
Public Safety and Neighborhood Quality of Life Committee ("PSNQLC" or the "Committee")to
establish a commemorative plaque in honor of Arthur Martineau.
BACKGROUND/HISTORY
On February 3, 2025, the Mayor and City Commission approved the referral of item C4 AZ,
sponsored by Commissioner Bhatt, to the PSNQLC to discuss naming the Miami Beach Police
Athletic League ("PAL") building located at 999 11th Street, in honor of Arthur Walter ("Big Art")
Martineau.
ANALYSIS
The Miami Beach Police Athletic League ("PAL") is a nonprofit youth organization that
offers athletic, educational, and recreational programs for the children and teens of Miami Beach
and whose goal is to foster relationships between youth and the law enforcement community.
For approximately the past 15 years, the PAL was operated under the outstanding leadership of
its dedicated and beloved Executive Director, Arthur ("Art") Walter Martineau. Through his role
with the PAL, Art Martineau had a profound impact, enriching the lives of thousands of children
and fostering meaningful connections between youth and law enforcement for over 25 years. On
January 23, 2025, Art Martineau passed away, leaving behind a legacy of compassion, service
and unwavering dedication to his community.
Upon review of Commissioner Bhatt's request, the Administration recommends honoring the life
of Art Martineau with a memorial plaque to be installed at the building located at 999 11th Street
(the "Project") in accordance with Section 82-504 of the City Code. The Project will consist of
installation of the commemorative plaque, including design, fabrication, installation, and
necessary improvements to the area. The total cost for this Project is approximately$1,500.00.
On April 9, 2025, the Committee discussed the item and recommended in favor of establishing a
commemorative plaque in Arthur Martineau's honor. Pursuant to Section to 82-504 (a)of the City
Code, this recommendation is being transmitted to the Mayor and City Commission for

consideration and, consistent with the requirements of Section 82-504 (a)(6), setting a public
hearing for June 25, 2025.
FISCAL IMPACT STATEMENT
The fiscal impact for this Project is approximately $1,500.00

CONCLUSION
The Administration recommends adopting the Resolution accepting the recommendation of the
PSNOLC at its April 9, 2025, meeting to establish a commemorative plaque in front of the 999
11th Street facility, in honor of Arthur Martineau. Furthermore, said Resolution setting a public
hearing on June 25, 2025, to consider whether to approve the proposed commemorative plaque
by a 5/7ths vote; and directing the City Clerk to provide public notice of the hearing consistent
with the requirements of Section 82-504(a)(6)of the City Code.
