Resolution 2025-33671 RESOLUTION NO. 2025-33671 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO CREATE A NEW, CIVILIAN SECURITY AND TECHNOLOGY-BASED POSITION, INTENDED TO MAXIMIZE TECHNOLOGY BY INTEGRATING ALL LICENSE PLATE READERS AND CAMERAS INTO THE POLICE DEPARTMENT'S REAL-TIME INTELLIGENCE CENTER AND PROGRAMMING THE CAMERAS TO IDENTIFY CERTAIN SUSPICIOUS PATTERNS AND BEHAVIORS THAT CAN PROVIDE NOTIFICATION TO THE POLICE DEPARTMENT WHEN SUCH PATTERN OR BEHAVIOR TRIGGERS THE SYSTEM, AS AN ENHANCEMENT DURING THE FISCAL YEAR 2026 BUDGET PROCESS. WHEREAS, the City of Miami Beach is committed to enhancing public safety and leveraging advanced technology to support law enforcement efforts; and WHEREAS, the integration of license plate readers ("LPRs") and surveillance cameras, including those from Homeowner Associations ("HOAs") and Neighborhood Associations ("NAs"), into the Miami Beach Police Department's Real-Time Intelligence Center("RTIC")will significantly enhance situational awareness and investigative capabilities; and WHEREAS, the use of intelligent programming and analytics to detect suspicious patterns or behaviors from live camera feeds can provide real-time alerts to the Police Department, allowing for faster response and prevention of criminal activity; and WHEREAS,the creation of a new civilian position focused on security technology would support the implementation and oversight of this integration, ensuring effective operation and coordination between the RTIC, HOAs, NAs, and deployed technologies; and WHEREAS, the City Commission recognizes the value of proactive measures to enhance community safety and desires to incorporate this initiative as an enhancement during the Fiscal Year 2026 budget process. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of Miami Beach, Florida, hereby direct the City Administration to create a new, civilian security and technology- based position intended to maximize technology by integrating all license plate readers and cameras into the Police Department's Real-Time Intelligence Center and programming the cameras to identify certain suspicious patterns and behaviors that can provide notification to the Police Department when such pattern or behavior triggers the system, as an enhancement during the Fiscal Year 2026 budget process. 5.
