Resolution 2025-33648 RESOLUTION NO. 202533648 A RESOLUTION OF THE MAYORAND CITY COMMISSION OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITYOF LIFE COMMITTEE,AT ITS APRIL 9, 2025 MEETING, TO (1) APPROVE THE EXPANSION TO FOUR EARLY VOTING SITES DURING THE 2025 RUN-OFF ELECTION (IF NECESSARY) TO ENHANCE VOTER ACCESSIBILITY, PARTICULARLY IN SOUTH BEACH DURING THE ART BASEL PERIOD; AND (2) SUPPORT THE CONFIRMATION OF PRIORITY PARKING RESERVATIONS FOR VOTERS AT THE G7 SHORT TERM CITY HALL PARKING GARAGE DURING THE 2025 RUN-OFF ELECTION (IF NECESSARI�; AND PROVIDING FOR THE TRANSMITTAL OF THIS ITEM TO THE SUPERVISOR OF ELECTIONS AND IMPLEMENTATION BY THE CITY CLERK. WHEREAS, on November 5, 2024, the electors of the City of Miami Beach approved a Charter amendment moving the date of the City's Run-Off Election from two weeks following the General Election to the second Tuesday in December, and WHEREAS, as a result of the Charter amendment, the 2025 Run-Off Election, if necessary, is scheduled to take place on Tuesday, December 9, 2025, with a three-day Early Voting period occurring from Friday, December 5 through Sunday, December 7, 2025; and WHEREAS, this Early Voting period overlaps with Art Basel Miami Beach (December 3- 7, 2025), a large-scale international art fair and one of the City's highest-attendance annual events, centered at the Miami Beach Convention Center, and WHEREAS, Miami Beach City Hall (1700 Convention Center Drive), the City's long- standing Early Voting site in South Beach, is located in direct proximity to the Convention Center, resulting in expected traffc congestion, limited parking, pedestrian crowding, and potential access limitations during Art Basel; and WHEREAS, the City Commission, at its February 3, 2025 meeting, referred the issue of potential Early Voting site adjustments lo the Public Safety and Neighborhood Quality of Life Committee; and WHEREAS, following site visits and coordination with the Miami-Dade County Elections Department, the Public Safety and Neighborhood Quality of Life Committee, at its April 9, 2025 meeting, recommended expanding Early Voting to four sites, as follows: • South Beach: 1. Miami Beach City Hall, 1700 Convention Center Drive 2. South Shore Community Center, 833 6th Street • Mid-Beach: 3. Muss Park, 4300 Chase Avenue • North Beach: 4. North Shore Branch Library, 7501 Collins Avenue WHEREAS, the Committee also recommended reserving short-term parking for voters in the G7 Short Term City Hall Parking Garage to ensure access during the Run-Off Election Early Voting period; and WHEREAS, pursuant to Section 38-6 of the Miami Beach City Code and applicable provisions of Florida Statutes, the City coordinates with the Miami-Dade County Supervisor of Elections to designate appropriate Early Voting sites within the City of Miami Beach; and, in accordance with Section 38-6(e) of the City Code, the City Commission is authorized, by resolution adopted in advance of a general, run-off, or special election not held in conjunction with a County or State election, to alter the sites and/or schedule of days and times for Early Voting; and this Resolution is consistent with such authority, as the 2025 Run-0ff Election is a municipal election not conducted alongside any county or state election. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: 1. The Mayor and City Commission hereby accept the recommendation of the Public Safety and Neighborhood Quality of Life Committee to approve the expansion of Early Voting to four sites for the 2025 Run-OR Election (if necessary), as listed above. 2. The Mayor and City Commission support the confrmation of reserved parking spaces for voters in the G7 Short Term City Hall Parking Garage during the Early Voting period. 3. The City Clerk is directed to coordinate with the Supervisor of Elections and the Parking Department to implement this resolution. 4. This Resolution shall become effective immediately upon adoption. RECOMMENDATION The Offce of the City Clerk recommends that the adoption of the attached Resolution accepting the recommendation of the Public Safety and Neighborhood Quality of Life Committee (PSNQLC) to expand to four Early Voting sites during the 2025 Run-Off Election, if necessary, and to implement, in coordination with the Parking Department, voler parking accommodations at the G7 Short Term Ciry Hall Parking Garage. BACKGROUNDIHISTORY On November 5, 2024, Miami Beach voters approved a Charter amendment rescheduling the Ciry's Run-0ff Election to the second Tuesday in December, resulting in a Run-0ff Election scheduled for December 9, 2025. The Early Voting period, as set by Section 38-6 of the Ciry Code, will occur from Friday, December 5, through Sunday, December 7, 2025. This Early Voting period coincides with Art Basel (December 3-7, 2025), which signifcantly increases traffic and parking congestion m lhe vicinity of Ciry Hall — one of the City's designated Early Vo[ing sites. Concems over voter accessibiliry prompted the City Commission, at its February 3, 2025 meeting, to refer the issue to the PSN�LC. Following an extensive evaluation of alternate facilities and coordination with the Miami-Dade County Supervisor of Eleclions, the PSNQLC discussed the item on March 12 and April 9, 2025. At the conclusion of its April 9 meeting, the Committee unanimously recommended the adoption of a ResoWtion formalizing its recommendations. ANALYSIS The proposed Eady Voting expansion for the Run-0H Election, if necessary, includes two new locations in addition to the existing two, thereby improving geographic access for residents in North Beach, Mid-Beach, and South Beach. The four sites, with addresses and regional breakdowns, are as follows: 568 of 2719 South Beach: 1. Miami Beach City Hall, 1700 Convention Center Drive 2. South Shore Community Center, 833 6th Street Mid-Beach: 3. Muss Park, 4300 Chase Avenue NoRh Beach: 4. NoRh Shore Branch Librery, 7501 Collins Avenue The addition of the South Shore Community Center as a second South Beach location, and Muss Park as a Mid-Beach sile, addresses concems about Art Basel congestion by offering residents additional options and reducing dependence on the City Hall voting site. To further support voter accessibility, the City Clerk has worked with the Parking Department, which has confrmed that short-term parking spaces in the G7 Short Term City Hall Parking Garege will be reserved for voters during the three-day Early Voting period. The Art Basel valet service will be adjusted accordingly to ensure that voter access is pnoritized. The Supervisor of Elections has approved the City's request to expand Early Voting to four sites during lhe Run-0ff Election, if necessary.
