Audit Committee Motions
The Office of the Inspector General (OIG) discussed the new City policy on Artificial Intelligence (Al). The City issued an Administrative Order (IT.01 .01) which "aims to ensure the legal, ethical, and secure use of Al technology." The order "defines acceptable and prohibited uses, outlines employee obligations, and establishes a framework for evaluating and approving Al tools." Following a discussion on how this tool is essential for performing audits, the following motion was unanimously approved:
Motion:The Audit Committee supports and applauds the implementation of Artificial Intelligence (Al} as a new resource available to the City. The Audit Committee also encourages the City to give more latitude to the OIG Internal Audit division to be able to use generative Al to investigate and follow up on compliance matters.
Motion Made by: David Grieser
Motion Seconded by: Marc Gidney
Motion Passed:4-0
The Office of the Inspector General (OIG) also discussed the finding of the City of Miami Beach Marina Lease Agreement Audit, OIG No. 25-08. The audit identified underreported gross receipts, unapproved subleases, miscalculated payments, and businesses operating without proper licensing. Following a discussion on preventing these issues from recurring, the following motion was unanimously approved:
Motion:Considering how valuable the Miami Beach Marina is to the City and its residents, and the serious deficiencies identified in the recent audit report issued by the Inspector General, the Audit Committee recommends that the City considers taking all possible legal remedies, including breach of the lease between the City of Miami Beach and the Miami Beach Marina, to recover the funds that are due to the City under the terms of the lease.
