RECOMMENDATIONS AND IDEAS TO BETTER SUPPORT AND EXPAND ECONOMIC
DEVELOPMENT IN THE CITY OF MIAMI BEACH; AND, PROVIDING FOR REPEALER,
SEVERABILITY, CODIFICATION, AND AN EFFECTIVE DATE.

If none of the above exceptions apply, this Business Impact Estimate is hereby provided
in accordance with Section 166.041(4), Florida Statutes.
1. A summary of the proposed Ordinance and its purpose is more fully set forth in the
Commission Memorandum accompanying the Ordinance, as well as in the recitals to the
Ordinance itself, which are attached hereto.
The Commission Memorandum and Ordinance, if amended on first reading, will be
available for public inspection on or before the commission meeting at:

2. The City of Miami Beach estimates that the proposed Ordinance will have no direct
economic impact on private, for-profit businesses in the City of Miami Beach, that the
proposed Ordinance will have no direct compliance costs that businesses may
reasonably incur; that the proposed Ordinance will not impose any new charge or fee for
which businesses will be financially responsible, and that the proposed Ordinance will not
impact the City of Miami Beach’s regulatory costs and will not generate any revenue from
new charges or fees.

ANALYSIS
The attached Ordinance was prepared at the request of Commissioner Joseph Magazine.
The City of Miami Beach recognizes the importance of fostering a diverse and resilient local
economy that supports small businesses, promotes innovation, and enhances the quality of life
for residents and visitors. An Economic Development Advisory Committee would provide expert
and community-based insight to assist the Mayor and City Commission in shaping economic
development policies and initiatives.
The proposed Ordinance establishes an Economic Development Advisory Committee with seven
(7) direct appointees must have a demonstrated interest in at least one of the following:
a. Business ownership or entrepreneurship
b. Finance, investment, or banking
c. Workforce development or job training
d. Hospitality, tourism, or the arts
e. Technology and innovation
f. Urban planning, economics, or public policy

Sec.2-190.157.Committee Purpose.
WHEREAS,an Economic Development Advisory Committee will provide expert and
community-based insight to assist the Mayor and City Commission in shaping economic
development policies and initiatives;and
WHEREAS,the City of Miami Beach recognizes the importance of fostering a diverse
and resilient local economy that supports small businesses,promotes innovation,and enhances
the quality of life for residents and visitors;and
WHEREAS,the establishment of this committee aligns with the City’s commitment to
inclusive,sustainable,and strategic economic growth.
NOW,THEREFORE,BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH,FLORIDA:
SECTION 1.Division 35,Sections 2-190.157 through 2-190.160 of Article III,of Chapter 2 of the
City Code,entitled "Administration,"are hereby created as follows:
The purpose of the economic development advisory committee (“committee”)is established to
advise the mayor and city commission,as well as the city administration on policies,programs,
and initiatives that support economic growth,business retention and recruitment,job creation,
and the overall economic vitality of the City of Miami Beach.

The committee shall have the following powers and duties:
(2)Assist in identifying barriers to business growth and propose actionable solutions.
(3)Provide input on branding,marketing,and business recruitment efforts.

The supporting staff for the committee shall be the Office of the Mayor and City Commission.
SECTION 2.CODIFICATION

It is the intention of the Mayor and City Commission of the City of Miami Beach,and it is
hereby ordained that the provisions of this ordinance shall become and be made part of the
Miami Beach City Code.The sections of this ordinance may be renumbered or relettered to
accomplish such intention,and the word "ordinance"may be changed to "section,""article,"or
other appropriate word.
All ordinances or parts of ordinances in conflict herewith be and the same are hereby
repealed.
(1)Review and provide recommendations on proposed economic development strategies,
incentive programs,and capital investments.
(1)The seven (7)members shall be affiliated with the city pursuant to the general
reguirements in section 2-22 of the City Code.In addition,the members must meet
the following reguirements:

serve for a term of no more than two (2)years at a time.Each member of the city commission
shall make one (1)direct appointment to the committee.
