Resolution 2025-33682 RESOLUTION NO, 2025-33682 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING THE FIFTH AMENDMENT TO THE GENERAL FUND, ENTERPRISE FUNDS, INTERNAL SERVICE FUNDS, AND SPECIAL REVENUE FUNDS BUDGETS FOR FISCAL YEAR 2025 AS SET FORTH IN THIS RESOLUTION AND IN THE ATTACHED EXHIBIT "A." WHEREAS, the budgets for the General Fund, Enterprise Funds, Internal Service Funds, and Special Revenue Funds for Fiscal Year (FY) 2025 were adopted by the Mayor and City Commission on September 25, 2024, through Resolulion No. 202433294; and WHEREAS, the FirstAmendmentto the General Fund, Enterprise Funds, Internal Service Funds, and Special Revenue Funds budge[s for FY 2025 was adopted by the Mayor and City Commission on November 20, 2024, through Resolution No. 202433403; and WHEREAS, the Second Amendment to the General Fund, Enterprise Funds, Internal Service Funds, and Special Revenue Funds budgets for FY 2025 was adopted by the Mayor and City Commission on February 3, 2025, through Resolution No. 2025-33503; and WHEREAS, the Third Amendment to the General Fund, Enterprise Funds, Intemal Service Funds, and Special Revenue Funds budgets for FY 2025 was adopted by the Mayor and City Commission on February 26, 2025, through Resolution No. 2025-33550; and WHEREAS, the Fourth Amendment to the General Fund, Enterprise Funds, Internal Service Funds, and Special Revenue Funds budgets for FY 2025 was adopted by the Mayor and City Commission on March 19, 2025, through Resolution No. 202533586; and WHEREAS, at the March 19, 2025 City Commission meeting, the Mayor and City Commission adopted Resolution No. 2025-33576, approving a grant in the amount of$12,000 to the Miami Beach Eruv Council, Inc. to offset costs related to the repair and maintenance of portions of the Eruv line located on the City's public right of ways, Resolution No. 202533579, approving a one-time matching grent in the total amount of$20,000 to the Lincoln Road Business Improvement Distrid, Inc. (LRBID)for Pride activations on Lincoln Road in honor of 2025 Miami Beach Pride,and Resolution No. 202533572, authorizing a$5,000 sponsorship forthe frst Miami Beach Pet Parade held at Lummus Park between 14'" Street and Ocean Drive; and WHEREAS, at the March 19, 2025 City Commission meeting, the Mayor and City Commission also adoptetl Resolution No. 202533570, accepting the recommendation of the Finance and Economic Resiliency Committee (FERC), directing the Administration to proceed with the restriping and/or repainting of damaged and/or faded green bicycle lanes citywide that is estimated to cost approximately $375,000; and WHEREAS, at the April 23, 2025 Ciry Commission meeting, the Mayor and City Commission adopted Resolution No. 202533595, approving an agreement with Style Saves, Inc. for the 2025 Back to School Program event that is scheduled to be held on Augus[6-11, 2025, in an amount not to exceed $100,000 that is comprised of a waiver of rental fees in an amount not to exceed $42,022 for the use of Exhibit Hall D in the Miami Beach Convention Center and a grant valued at up to but not exceeding $57,978 (rounded to $58,000 for budget purposes); and WHEREAS, at the April 23, 2025 City Commission meeting, the Mayor and City Commission also adopted Resolution No. 2025-33597, approving the negotia[ion and execution of a lease behveen the City and BCPF Ave, LLC for the lease of approximately 24,991 square feet of warehouse space in Miami at a starting base rent of$18.50 per square foot(triple net)plus estimated 2025 operating expenses of$4.61 per square foot and applicable costs for utilities as a result of the existing lease of 18,200 of warehouse space in Miami expiring in the current fiscal year, which no longer meets the Miami Beach Police Department's growing operational needs requiring additional funding of approximately$158,000 in the current fiscal year; and WHEREAS, at the May 21, 2025 City Commission meeting, the Mayor and City Commission amended the proposed Fifth Amendment to the FY 2025 General Fund, Enterprise Funds, Internal Service Funds, and Special Revenue Funds budgets to increase funding for a grant to the Miami Beach Eruv Council, Inc. by $8,000, from $12,000 to $20,000, to offset costs related to the repair and maintenance of portions of[he Eruv line located on the City's public right of ways and appropriate $140,000 for the maintenance of the Pedra Portuguesa sidewalk on the 1100 Block of Lincoln Road; and WHEREAS, this proposed budget amendment, as amended at the May 21, 2025 City Commission mee[ing, is to appropriate a total of$236,000 in the FY 2025 General Fund budget from the City's General Fund reserves, $165,000 in the FY 2025 Resort Tax budget from the City's Resort Tax reserves, and $375,000 in the Transportation and Mobility DepartmenYs FY 2025 operating budgel from fund balance that is available for appropriation in the Transportation Special Revenue Fund for the seven (7) aforementioned items referenced above that were approved by the Mayor and City Commission at the March 19, 2025, April 23, 2025, and May 21, 2025 City Commission meetings. ANALYSIS GENERALFUND Police Storage Faeility Lease Ag�eement The Miami Beach Police Department(MBPD)currently leases an 18,200-square-foot warehouse in Miami for vehicle and equipment storege. However, the facility no longer adequately supports MBPD's expanding operational needs due to limited capacity and significant deterioration, which has led M increased maintenance costs.With the lease set to expire on September 30,2025, and the landlord proposing a rent increase to market rates--estimated belween $17.00 and $21.00 1864 of 2719 per square foot—the Administration has detertnined that renewing the lease is not in the City's best interest, given both the rising costs and the departmenYs growing space requirements. As a result, at the April 23, 2025 City Commission meeting, the Mayor and City Commission adopted Resolution No. 2025-33597, approving the negotiation and execu6on of a lease belween the Ciry and BCPF Ave, LLC for the lease of approximately 24,991 square teet of warehouse space in Miami at a starting base rent of$18.50 per square foot (triple net) plus estimated 2025 opera6ng expenses of$4.61 per square foot and applicable costs for utilities. This proposed budget amendment is to appiopriate$158,000 in the Police Department's FY 2025 General Fund budget from the City's General Fund reserves to fund the incremental costs associated with the proposed lease agreement that was approved by the Mayor and City Commission on Apnl 23, 2025. Style Saves, Ine. Fee Waiver and Grant The Style Saves Inc., 8ack to School Program, which is now in its 15'^year, equips thousands of students across South Florida with the necessities they need to start the school year every August. This program reaches a wide range of beneficiaries, including children living in migrant camps, homeless shelters, foster care, and those that are supported by local organizations. At lhe Apnl 23, 2025 City Commission meeting, lhe Mayor and City Commission adopted Resolution No. 202533595, approving an agreement with Sryle Saves, Inc. for the 2025 Back to School Program event fhat is scheduled to be held on August 6-11, 2025, in an amount not to exceed$100,000 that is comprised of a waiver of rental fees in an amount not to exceed $42,022 for the use of Exhibit Hall D in the Miami Beach Convention Center and a grant valued at up to but not exceeding $57,978 (rounded to $58,000 for budget purposes). This proposed budget amendment is to, therefore, appropriate $58,000 in the Economic Development Departmenl's FY 2025 General Fund budget from the City's Generel Fund reserves to fund the grent component of the agreement with Style Saves, Inc. that was approved by the Mayor and Ciry Commission on April 23, 2025. Eruv Council, Inc. G�ant At the March 19, 2025 City Commission meeting, the Mayor and City Commission adopted Resolution No. 202533576, approving a grant in the amount of$12,000 to the Miami Beach Eruv Council, Inc. An Eruv is a symbolic boundary, ofien made of physical enclosures, that allows members of the Orthodox Jewish community to carry objects or push strollers on Shabbat in areas where cartying is otherwise prohibited. The City has issued a right-of-way pertnit to the Miami Beach Eruv Council, Inc., which has assumed responsibility for the installation and maintenance ot the Eruv in the Ciry. The purpose of this grant is to ofrset costs related to the repair and maintenance of portions of the Eruv line located on the City's public right of ways for a periotl of six (6) months. As such, this proposed budget amendment is to appropriate $12,000 in the FY 2025 General Fund Citywide Accounts budget from the City's General Fund reserves to fund this grant to the Miami Beach Eruv Council, Inc. fhat was approved by the Mayor and City Commission on March 19, 2025. RESORT TAX Miami Beach Pride Activations On March 19, 2025, the Mayor and City Commission, through ResoWtion No. 202533579, approved a one-time matching grant in the total amount ot$20,000 to the Lincoln Road Business Improvement District, Inc. (LRBID)for Pride activations on Lincoln Road in honor of 2025 Miami 1865 of 2719 Beach Pride. The LRBID has wmmitted to investing over$20,000 in art installations in celebration of Pride 2025. The installations,which will include Rvo large-scale sculptures at the 700 and 800 blocks of Lincoln Road, would be located on public rights-of-way to enhance the vibrancy of Lincoln Road. and would also incorporate graphic sleeves for planters and bollards along Lincoln Road. This proposed amendment is to,therefore, appropriate 520,000 in Ihe FY 2025 Resort Tax budget from the City's Resort Tax reserves to fund this one-time matching gram to the LRBID that was approved by ihe Mayor and Ciry Commission on March 19, 2025. Miami Beach Pet Parade Sponsorship At the March 19, 2025 City Commission meeting, the Mayor and City Commission adopted Resolution No. 2025-33572, authorizing a $5,000 sponsorship for the first Miami Beach Pet Parade. The event was held on March 29, 2025 at Lummus Park between 14'" Street and Ocean Drive and featured a variety of activities that attracted pet owners and attendees from across the Ciry and beyontl. As a result, this proposed budget amendment is to appropriate $5,000 in the FY 2025 Resort Tax budget from the City's Resort Tax reserves to provide this sponsorship for the Miami Beach Pet Parade that was approved by the Mayor and City Commission on March 19, 2025. OTHERFUNDS Green Bicycle Lanes At the February 21, 2025 Finance and Economic Resiliency Committee (FERC) meeting, the Committee discussed an item that was referred by the Mayor and City Commission at the September 11, 2024 City Commission meeting regarding funding needs for: 1. Various bicycle lane improvements and safety enhancemeMs that were identified in ihe Bicycle-Pedestrian Master Plan Projects Implementation Matrix 2. Restriping and/or repainting green bicycle lanes citywide 3. Drainage improvements along the City's beachwalk to address ponding 4. Potential widening of the City's beachwalk at critical chokepoints 5. Purchasing of solar-powered electronic speed feetlback devices and data collection sensors At the March 19, 2025 City Commission meeting, the Mayor and City Commission adopted Resolution No. 2025-33570, accepting ihe recommendation of the FERC direc6ng the Administretion to proceed with the restriping and/or repainting of damaged andlor faded green bicyde lanes citywide. In order to complete in an expeditious timefreme, the Transportation and Mobility Department will engage one of the City's pre-qualified rotational contractors to wmplete the work throughou[the City. For this reason, this proposed budget amendment is to appropriate $375,000 in the Transportation and Mobility DepartmenPs FY 2025 operating budget from fund balance that is availa6le for appropriation in the Transportation Special Revenue Fund ro allow the Administration to engage one the City's pre-qualifed rotational contractors to complete the restriping and/or repainting of damaged and/or faded green bicycle lanes throughout the City as directed by the Mayor and City Commission on March 19, 2025.
