WHEREAS, on January 31, 2024, at the request of Commissioner Kristen Rosen
Gonzalez, the City Commission referred a discussion to the Land Use and Sustainability
Committee (LUSC) regarding stra�egies to encourage property owners to incorporate
exterior paint colors consistent with the historic Art Deco paslel palette introduced by
Leonard Horowitz in the early 1980s; and
WHEREAS, the Leonard Horowitz pastel palette, comprising approximately 40
shades, played a pivotal role in the revitalization of Miami Beach's Architectural District in
the 1980s and remains a defining element of its architectural identity; and
WHEREAS, on February 26, 2024, the LUSC recommended several actions,
including repainting select City-owned buildings with the pastel palette and identifying
funding mechanisms to support private property owner participalion; and
WHEREAS, on April 3, 2024, the City Commission directed the Administration to
repaint two City buildings using the pastel palette, in collaboration with Ms. Barbara
Hulanicki, a celebrated British designerwhose contributions have highlighted the cultural
and historical vibrancy of Miami Beach; and
WHEREAS, on July 24, 2024, [he Mayor and City Commission referred the
establishment of a match-funding program to the Finance and Economic Resiliency
Committee (FERC)to promote pnvate propeAy owner participa�ion in Ms. Hulanicki's Art
Deco pastel color initiative; and
WHEREAS, at its November 8, 2024, meeting, the FERC recommended creating
an Art �eco Painting incentive Program with an initial budget allocation of $88,000 to
support up to four(4) private properties within the Miami Beach Archkectural District; and
WHEREAS, the proposed program aims to encourege private property owners to
adopt the pastel color palette, (ostering investment, enhancing visual appeal, and
promoting Miami Beach's cuftural and historic legacy, with a planned launch during Art
Deco Weekend in January 2025; and

WHEREAS, the Program shall operate as a matching grant initiative to assist
property owners of multifamily residential and mixed-use commercial buildings within the
Miami Beach Architectural District in repainting faqades using the Leonard Horowitz
pastel color palette, with the details including:
• Matching grants covering up to 50% of eligible project costs, with a maximum City
contribution of$20,000 per property.
• Allocation of $88,000 in Fiscal Year 2025, comprising $80,000 for project grants
and $8,000 for consultirig services by Barbara Hulanicki, who will provide paint
selection and design recommendations, subject to City and pmperty owner
approval.
. Grants awarded on a reimbursement basis, requiring completion of work and

BACKGROUND/HIS70RY
On January 31, 2024, at the request of Commissioner Kristen Rosen Gonzalez, the City
Commission reFerred to the Land Use and Sustainabiliry Committee (LUSC) a diswssion about
the history of exterior paint colors in the Miami Beach Architectural District, or Art Deco district,
including the palette introduced by Leonard Horowitz in the eady 1980s. The sponsor requestetl
an exploration oF strategies to encourage property owners to incorporale color in exterior paint for
An Deco builtlings and potential itlentifcation of a City-ownetl building that could be painted in a
manner that highlights its architecWral features.
In ihe early 1980s, designer Leonard Horowib developed a vibranl color palette consisting of
appmximately 40 pastel shades.This initialive, led in colla6oration with Barbara Capitman,aimetl
to rejuvenate the faded and aging Art Deco buildings of Mfami Beach. With financial suppod from
the Miami-Dade County Offce of Community and Economic Development, under ihe leadership
of Ernest Martiq the faqatles oF over 50 properties in the district were painted in these colors,
coniributing signifcantry to the revitalization o( Ihe area. This project was spearheadetl by the
Miami Beach Community Development Corporation (MBCDC) and was matle possible ihrough
county-provided grant funding, allowing property owners to benefit from the improvements al no
personal expense.
The program's success tlemonstrated the transformative power of targeted aeslhetic
interventions in heritage disMcts. However, over time, some property owners have moved away
from the intrica[e painting schemes intmtluced during the 1980s, whiie some others, such as the
Park Central, Imperial, Madiq Crescent, and Cavalier hotels, have retained the original multi-
color paint paHems, preserving the distinct character of their facatles.

On Febmary 26, 7024, the WSC unanimously passed a motion to move the item to ihe City
Commission wilh Oie following recommendafions:
a. Re-paint the Colony Theater and eeach Patrol Headquarters in a color scheme that
utilizes the Leonartl Horowifz color palette and highlights architectural features, including
consuiting wifh Ms. Barbara Hulanicki on the cobr scheme.
6. Pertorm outreach to paint companies for sponsorship of painting adtlitional buildings in
fhe Cily, utilizing the Horowitz color palette.
a Conduct a media campaign(o promote the Horowitz color palette.
d. Explore whetherthe North Beach Community Redevelopment Agency(North Beach CRA)
Facade Improvement Program could provide funding for paint projects on eligible builtlings
in North Beach.
On April 3, 2024, the City Commission tliscussetl the use of !he pastel color palette an City
buildings antl voted unanimously to direct ihe Atlministration W repaint the Colony Theatre antl
Ocean Rescue Heatlquarters,in cooperation with Ms.Barbara Hulanicki, an undedaking currently
being facilitaled by Ihe Facilities antl Fleet Management Department.
On Juty 24, 2024, at ihe request of Commissioner Kris�en Rosen Gonzalez, the Mayor and Ciry
Commission approved a referral Qtem C4 G)to ihe FERC to disass establishing a match funding
program for building owners interested in ihe Hulanicki M Dem pastel colors initiative.
At the September 20,2024 FERC meetinq, this item was not reached. The discussion item was
Wtimately heard at the October 18, 2024 FERC mee�ing. The Committee approved a motion to
further tlevelop the initiative and retum to FERC,after reaching out to$arbara Hulanicki rega�ding
a (ee and tleveloping a plan based on Ihe appmved Leonard Horowitz color paletle using the
North Beach CR4 Facade Improvement Program model, including a 70% City match with a
$20,000 cap per project,forArt Deco buildings in the Art Deco District,with a focus on Washington

ANALYSIS
W hile Ihe success of the 19805(acatle impmvement program at revitalization is well-documented,
replicating such a grant-funded iniliative totlay with Ciry funtls may have some challenges. That
being saitl, the Horowilz color palette has in many ways hecome synonymous with the Art Deco
architecture of Miami Beach and the concept of reviving lhe magical h¢tory oF Miami Beach has
potential benefts.
During the October 16, 2024 FERC meeting, the Emnomic Development Depariment provitled
four programmatic options(or conslderation:
a. Incentive-hased Program;
b. Etlucational Campaign;
c. Pu61ic-Private Partnerships; and
d. City-led Model pmjects.
The Committee recommended utilizing Option i, and rather than fulty funding the entire cost
associated with facade irnprovements, the City could consitler an incentive-based motlel where
property owners receive partial granis to cover the cosis of repainting their 6uiltlings in line with
Ihe Leonard Horowi� color palefle.

County Office of Commonity and Economic Development, funding was secured to implement a
