A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, RATIFYING THE AWARD OF BID NUMBER
129-96/97, THE ELECTRIC SHUTTLE FACILITY, TO HOMESTEAD
CONCRETE AND DRAINAGE, INC., IN THE AMOUNT OF $121,446; AND
FURTHER STATING THAT FUNDS HAVE BEEN PREVIOUSLY
ALLOCATED BY RESOLUTION NO. 97-22490, OF JULY 16, 1997.
WHEREAS, in order to inaugurate the Electrowave Park-and-Ride Demonstration
Service by early December, 1997, the City needs to provide for and construct a facility
to store, charge, maintain and from which to operate the Electric Shuttle vehicles; and
WHEREAS, in response to this urgent need, the City Commission approved
Resolution No, 97-22490 which authorized the City Manager to issue invitations to bid
and award a contract, during the month of August, for site preparation and building
construction, for a total Facility Project cost not to exceed $400,000; and
WHEREAS, $130,000 of the Facility Project cost has been allocated for building
construction purposes alone; and
WHEREAS, Bid No. 129-96/97, the Electric Shuttle Facility, was advertised and
mailed to seventeen companies on August 12, 1997; and
WHEREAS, three responses were received and opened on August 28, 1997,
with Homestead Concrete & Drainage, Inc. submitting the lowest and best bid, at
$121,446 and meeting the City's construction deadline of November 21, 1997; and
WHEREAS, a Purchase Requisition and Agreement have been executed and the
Order to Proceed issued by the City Manager, as allowed by Resolution No, 97-22490.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission ratify
the award of Bid Number 129-96/97, the Electric Shuttle Facility, to Homestead
Concrete and Drainage, Inc., in the amount of $121,446, which funds have been
previously allocated for the purpose by Resolution No. 97-22490, of July 16, 1997,

BACKGROUND
In order to inaugurate the Electrowave Park-and-Ride Demonstration Service in early
December, 1997, the City needs to provide for and construct a facility to store,
charge, maintain and from which to operate the Electric Shuttle vehicles. In response
to this urgent need, at the July 16, 1997 meeting, the City Commission approved
Resolution No. 97-22490 which 1) authorized the City Manager to issue invitations to
bid and award a contract during the month of August for the construction of an
Electric Shuttle Facility at Terminal Island; 2) allocated funds to cover the overall
Facility Project costs, not to exceed $400,000; and 3) instructed the City Manager to
submit the contract award to the City Commission for ratification at the September
10, 1997 meeting. A copy of Resolution No, 97-22490 is herein attached.
Bid No. 129-96/97 was advertised on August 14, 1997, to supply and construct the
building portion of the overall Facility Project. Seventeen specification packages were
mailed and one was picked-up. At the August 28, 1997, bid opening date, the
following three responses were received:
<> Homestead Concrete & Drainage, Inc, at $121 ,446 / 85 days to construct,
<> Lemartec Engineering & Construction Corporation, at $125,918 / 91 days.
<> Walker Design & Construction Co, at $137,854 / 100 days.

Homestead Concrete & Drainage, Inc" submitted the lowest and best bid at $121,446
and 85 days to construct. This was actually the only bid which met the completion
deadline of November 21, 1997, as proposed by the attached Electric Shuttle Facility
Schedule,
As previously mentioned, funds not to exceed $400,000 have been allocated by
Resolution No. 97-22490 to cover .all costs related to the implementation of a Electric
Shuttle Facility at Terminal Island. Approximately 32% or $130,000 of the total
budget has been allocated for the building construction alone, Since the awarded bid
price is $121,446, a savings of approximately $8,500 is being realized here. Other
elements of the overall Facility Project, such as the topographic survey, soil testing,
and site preparation have either met or come under their respective budgeted amounts,
The Purchase Requisition and Agreement have been signed and processed and the
Order to Proceed has been issued by the City Manager, as allowed by Resolution.
CONCLUSION
The City Commission should ratify the award made during the August recess for the
construction of an Electric Shuttle Facility at Terminal Island.
