A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND
ECONOMIC RESILIENCY COMMITTEE, AT ITS JUNE 4, 2025 MEETING, TO
CONSIDER FUNDING AN ANNUAL ALLOCATION OF $3,000 TO EACH OF THE
CITY'S SIX ADVISORY COMMITTEES ADDRESSING HUMAN AND CIVIL RIGHTS
(I.E., THE HUMAN RIGHTS COMMITTEE, CITY OF MIAMI BEACH COMMISSION FOR
WOMEN, DISABILITY ACCESS COMMITTEE, BLACK AFFAIRS ADVISORY
COMMITTEE, HISPANIC AFFAIRS COMMITTEE, AND LGBTQIA+ ADVISORY
COMMITTEE) IN THE TOTAL AMOUNT NOT TO EXCEED $18,000 IN THE
AGGREGATE, AS PART OF THE FY 2026 BUDGET PROCESS, TO ENABLE THESE
COMMITTEES TO SPONSOR EDUCATIONAL, COMMUNITY-WIDE EVENTS
THROUGHOUT THE YEAR, SUBJECT TO THE CITY MANAGER'S APPROVAL.
WHEREAS, on February 26, 2025, Commissioner Alex Fernandez sponsored a resolution for an
annual allocation of $3,000 to each of �he City's six advisory committees addressing human and civil
rights (i.e., the Human Rights Committee, City of Miami Beach Commission for Women, Disability Access
Committee, Black Affairs Advisory Committee, Hispanic Affairs Committee, and LGBTQIA+ Advisory
Committee) in the total amount not to exceed $18,000 in the aggregate, to enable these committees to
sponsor educational, community-wide events throughout the year, subject to the City Manager's
approval; and
WHEREAS, Commissioner Suarez requested that the item be referred to the Finance and
Economic Resiliency Committee, expressing concerns that this action could lead to these Committees
requesting additional funding in future years and lead to other resident Committees to begin requesting
their own funding; and
WHEREAS, on June 4, 2025, the FERC recommended the item retum to Commission to consider
funding an annual allocation of$3,000 to each of the City's siz advisory committees addressing human
and civil rights as part of the FY 2026 budget process.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE qTY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the
recommendation of the Finance and Economic Resiliency Committee, at its June 4, 2025 meeting, to
consider funding an annual allocation of$3,000 to each of the City's six advisory committees addressing
human and civil rights (i.e., the Human Rights Committee, City of Miami Beach Commission for Women,
Disability Access Committee, Biack Affairs Advisory Committee, Hispanic Affairs Committee, and
LGBTQIA+ Advisory Committee) in the total amount not to exceed $18,000 in the aggregate, as part of
the FY 2026 budget process, to enable these committees to sponsor educational, community-wide events
throughout the year, subject to the City Manager's approval.

RECOMMENDATION
The Ciry Adminis[ration ("Administration") remmmends that Ihe Commission accepts the Finan<e and
Eronomic Resiliency Committee's ("FERC" or "Committee"� recommendation ro mnsider (unding an
annual albcation of 53,000 to each of the City's six advisory committees addressing human and civil rights
as part of the FY 2026 6udget process.
The Adminfstration remmmends that while the Commission evaluates an annual aliocation of$3,000 to
each of the Ciq/s six advisory commi[tees addressing human and civil rights, it also carefully mnsiders
several critical factors that will significanHy impact the General Fund hudgeC beginning in N 2026:
1. The City's increasing unfunded capital improvement program
2. Long-[erm General Fund financial projections indicating a potential shortfall in upcoming fiscal
years
3. The passage ofAmendment 5 in Navember 2024,which increases the homestead ezemp[ion and
further constrains Ihe growth of tazable property values
These considerations are essential to ensure that decisions regarding an annual allocation of 53,000 fo
each of the Ci[y's six advisory commi[tees addressing human and civil rights align with the Ci[y's broader
long-term financial stability and strategic priorities.
BACKGROUNDIHISTORY
On Fe6ruary 26, 2025, Commissioner Alex Fernandez sponsored resolution (item OW) for an annual
allocation of$3,000 to each of the City's siz advisory committees addressing human and civil rights(i.e.,
the Human Rights Committee,City of Miami Beach Commission for Women,Disa6ility Access Committee,

Commissianer Suarez pulled the resolution from the consent agenda for discussion. The Commissioner
enpressed mnrems that this action muld lead m these Committees requesting additional funding in
future years and Iead other resident Committees to now begin requesting their own funding

to Commission via a Letter[o Commission (LTC�. A Commissioner Ihen can sponzor a resolutian to fund
an evenG The Administration does not track how many Committees' motioned ideas that could require
Ciry funding are sponsored by a Commissioner and attain funding. The Adminis[ration did reach out to
the Committee liaisons to request informa[ion of funding requests related to events.
1. Human Rights Committee
a. Held a numher of events including qed Sand Event in Pride Park and Human Rights Ezpo
at Scott Rakow Youth Center which were funded 6y private donations.
2. Ciryo(MiamiBeachCommissionforWomen
a. Per new liaison-no recent motions.
3. DisahilityAccessCommittee
a. Per Liaison - No funding related motions over the last two fiscal years.
4. BlackAffairsAdvisoryCommittee
a. In FV 2023 a motion Por 52,000 in funding was requested and it was sponsored by a
Commissioner.
b. The mrrent standing request 53,000 in annual funding is part of this item.
5. HispanicAffairsCommittee
a. Per Liaison-No recent funding related motions
b. But City already funds 53,00 for the Hispanic Heritage Awards Ceremony event.
