Z�Z533721 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR,AND ACCEPT FUNDING, EXECUTE ANYAND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT), PUBLIC TRANSIT SERVICE DEVELOPMENT PROGRAM FY27, IN THE APPROXIMATE AMOUNT OF $600,000; 2) FEDERAL EMERGENCY MANAGEMENT ADMINISTRATION (FEMA) THROUGH FLORIDA DIVISION OF EMERGENCY MANAGEMENT (FDEM), HAZARD MITIGATION GRANT PROGRAM (HMGP), IN THE APPROXIMATE AMOUNT OF $3 MILLION; AND 3) FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) THROUGH FLORIDA DIVISION OF EMERGENCY MANAGEMENT (FDEM), LEGISLATIVE PRE- DISASTER MITIGATION GRANT PROGRAM APPROPRIATION, IN THE APPROXIMATE AMOUNT OF $7.7 MILLION. WHEREAS, the City Administration applies for grants and external funding from outside organizations; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of $600,000 from Florida Department of Transportation (FDOT), Public Transit Service Development Program FY27, the details of which are set foRh in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of $3 Million from Federal Emergency Management Administration (FEMA) through Florida Division of Emergency Management (FDEM), Hazard Mitigation Grant Program (HMGP), the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to accept an appropriation in the approximate amount of $7 Million from Federal Emergency Management Agency (FEMA) through Florida Division of Emergency Management (FDEM), Legislative Pre- Disaster Mitigation Grant Program Appropriation, on behalf of Mount Sinai Medical Center, the details of which are set forth in the Commission Memorandum accompanying this Resolution. RECOMMENDATION Adopt the Resolution. BACKGROUNDIHISTORY The Ciry of Miami Beach applies for various grants and funding allocations from extemal agencies and organizations. Intormation regarding the projecls and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS t Flonda Deoartmenl of Trensoortation (FDOTI Public Trensi[ Service Develooment Proaram FY27 in the aooroximate amount of$600 000 for Commuter Waterbome Trensoortation Service. The Public Transit Service Development Program provides funding to new or innovative techniques or measures fhat can be used to improve or ezpand public transiL Eligible projeds include those thal imolve new technologies,services, routes,or vehicle frequencies for increasing service to the riding public. The City administration is applying for a grant in the approximate amount of $600,000 for the Commuter Waterbome Transportation Service. The funding will be used to supplement Ihe opereting cost of the water taxi service in FY 2027. The Ciry has already received qrant funding from FDOT to supplement the operating cost of this transit service in FY 2026. The Ciry is providing matching funds in the amount of$600,000. StaRortl Disaster Relie!and Emergency Assistance Act. It is a partnership ihat is designetl to assist states, local govemments, pnvate non-proft organizations and Indian Tribes in implementing long-term hazard mitigation measures following a major disaster declaration. The City administration is applying for a grant in the approximate amount of$3 Million for a Histonc City Hall wind mitigation projecL The funding will be used to replace and upgrade all existing windows anG tloors with impact-resistant enclosures. The City is providing matchinq (unds in the amount of$1 Million. However, the matching funds are contingent on Commission approval and appropriation during the FY 2026 budget process. 3 Federal Ememencv Manaoement Aoencv (FEMA1 throuoh Flonda Division of Ememencv Manaoement (FDEM) Leaislative Pre-Disaster Mitioation Grant Prooram Aoorooriation in Ihe anoroximate amount of$7.7 Million for Mount Sinai Medical Center The Further Consolidated Appropriations Ad of 2024 authorizes funding (or 110 projects (rom states,tribes, territones and local communities to receive federal assistance from FEMA's Hazartl Mitigation Assistance Pre-Disaster Mitigation Gran[Program. On behalf of Mount Sinai Medical Center, the City administration is accepting a federel appropnation in the approximate amount of $77 Million for a project to retrofit non-structural critical equipment The project will provide flood protection to the Hirsch Meyer Tower and Radiology Building. The City is acting as a pass-through entity to provide the subaward, which was onginally awarded by FEMA through FDEM, to Mount Sinai Medical Centec Mount Sinai Medical Center will be obligated to compty with all tertns of the grant agreement when completing its project. No City funds are involved.
