A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, EXTENDING, ON A MONTH-TO-
MONTH BASIS AND FOR A PERIOD NOT TO EXCEED SIX(6) MONTHS,
THE CURRENT TOWING PERMITS, WHICH ARE SET TO EXPIRE ON
JULY 31, 2025, WITH THE CITY'S TWO (2) TOWING PERMITTEES: (I)
BEACH TOWING SERVICES, INC., AND (II) TREMONT TOWING, INC.
WHEREAS, Chapter 106, Article V, Division 2 of the Miami Beach City Code (the
"Code"), provides for the issuance by the City Commission of towing permits for the towing
of vehicles identified by the City as requiring removal from the public way; and
WHEREAS, on June 22, 2022, via Resolution No. 2022-32206, the Mayor and City
Commission approved the issuance of new towing permits (the "Towing Permits"), in
accordance with the Administrative Rules and Regulations for the Police and Parking
Department ("the Administrative Rules"), to the following entities (the "Permittees"): (1) Beach
Towing Services, Inc. and (2) Tremont Towing, Inc.; and
WHEREAS, the Towing Permits were issued for an initial term of three (3) years,
effective August 1, 2022,with a renewal option for an additional term of three(3)years, subject
to the prior approval of the Mayor and City Commission; and
WHEREAS, the Permittees are the only hvo service providers which satisfy all the
requirements in the Code and Administrative Rules, including the requirement to provide
vehicle storage facilities within the City limits; and
WHEREAS, the removal of improperly parked and disabled vehicles is a necessary
tool for the Police Department and Parking Department to properly manage traffic and
parking throughout the City; and
WHEREAS, the City Administration is currently working with the Permittees to address
pending issues and updates to the Administrative Rules; and
WHEREAS, the Administration recommends extending the Towing Permits, on a
month-to-month basis and for a period not to exceed six (6) months, while the City
Administration continues working with the Permittees to address the pending issues and
updates.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CI7Y OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby eMend, on a month-to-month basis and for a period not to exceed
six (6) months, the wrrent towing permits, which are set to expire on July 31, 2025, with the
City's two (2) towing permittees: (i) Beach Towing Services, Inc., and (ii) Tremont Towing,
Inc.

RECOMMENDATION
The City Administration (AdminisUatlon) recommends that the Mayor and City Commission
(Commission) extend the current towing pertnits with the City's two (2)towinq permittees, Beach
Towing Services, Inc, and Tremont Towing, Inc., on a month-to-month basis. These permits, set
to expire on July 31, 2025, would be ex�ended for up to six (6) months, or until new [erms are
agreed to by the Commission, whichever occurs frst.
BACKGROUNDIHISTORY
Chapter 106, Article V, Division 2 of the Miami Beach City Code, provides for the issuance by the
Ciry Commission of mwing permits for the towing of vehicles identifed by the City as requinng
removal from the public way (ihe Police and Parking Towing Permits, the "Towinq Pertnits"). On
June 22, 2022, the Mayor and Ciry Commission approved Resolution No. 2022-32206,approving
the issuance of new Towing Permits via the Administrative Rules and Regulations for the Police
and Parking Department, to (1) Beach Towing Services, Inc. and (2) Tremont Towing, Inc. 7he
permits had a Ihree(3)year term, effective August 1,2022,with a renewal option for an additional
period of three (3)years, subjec�to the prior approval ot the Mayor and City Commission.
ANALYSIS
The Permittees are the only Mro service providers that satisfy all requirements outlined in the
Miami Beach Cily Cotle antl Administralive Rules and Regulations for Police and Parking Towinq
Permits, including the requiremen�to provide vehicle storage(acilities within the City limits.
The removal of impropedy parked and disabled vehicles is an essential tool for the Police
DepaRment and Parking Department in effectively managing traffic and parking throughout the
Ciry.
The Administration is cuvently working with the permittees to address pending issues and
updates to the Administretive Rules and Regulations pertaining to Police and Parking towing. To
facilitate this process, a month-to-month extension of the cuvent towing permits is necessary to
ensure seamless service while these updates are finalized.
