A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE, AT ITS JUNE
4, 2025 MEETING, AND DIRECTING THE ADMINISTRATION TO
CONSIDER FUNDING, DURING THE FY 2026 BUDGET PROCESS, THE
EXPANSION OF KIDS' PARKS AND RECREATION OFFERINGS TO �
INCLUDE ADDITIONAL WEEKEND CLASSES IN THE AMOUNT OF
$105,000.
WHEREAS, at the February 3, 2025 City Commission meeting, at the request of Vice-
Mayor Tanya K. Bhatt, the Mayor and City Commission referred a discussion item to the
Finance and Economic Resiliency Committee ("FERC"), to diswss expanding kids' parks and
recreation offerings to include additional weekend classes; and
WHEREAS, at the June 4, 2025 FERC meeting, the item was recommended to be sent
to the June 25, 2025 City Commission meeting with a recommendation to be considered for
funding as part of the FY 2026 budget process; and
WHEREAS, the Parks and Recreation Department offers various weekend programs
and events for all age groups and facilities that are heavily utilized by the community; and
WHEREAS, the Parks and Recreation Department currently provides free community
weekend access for Miami Beach residents at both the Scott Rakow Youth Center on Sundays
and the North Shore Park Youth Center on Saturdays, where visitors can enjoy the ftness
center, game rooms, bowling alley, and gymnasium; and
WHEREAS, the Parks and Recreation Department previously provided free
community weekend access for Miami Beach residents at the Scott Rakow Youth Center on
Saturdays and the North Short Park Youth Center on Sundays, but the Department closed the
Scott Rakow Youth Center on Saturdays and the North Short Park Youth Center on Sundays
during the COVID pandemic as a cost saving measure; and
WHEREAS, beginning in the Fall of 2025, the Parks and Recreation Department
proposes to reopen the Scott Rakow Youth Center on Saturdays and the North Shore Park
Youth Center on Sundays to gain interest;
WHEREAS, this reopening can be achieved Ihrough the addition of four (4) Part-time
Recreation Leader I positions that would be a re-occurring budget expense; and
WHEREAS, the Parks and Recreation Department will evaluate community use to
determine whether remaining open year-round at each of these facilities on the identified
weekend days is warranted based on attendance numbers; and
WHEREAS, the reopening of the Scott Rakow Youth Center on Saturdays and the
North Shore Park Youth Center on Sundays will have a re-occurring budgetary impact of
$105,000 for the additional positions.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, Ihat the Mayor and City
Commission hereby accept the recommendation of the Finance and Economic Resiliency
Committee, at its June 4, 2025 meeting, and direct the Administration to consider funding,
during the FY 2026 budget process, the expansion of kids' parks and recreation offerings to
include additional weekend classes in the amount of$105,000.

RECOMMENDATION
The Atlminislration rewmmends tha[while lhe Commission considers the rewmmendation of Ihe
Finance and Economic Resiliency Committee to expand kids' Parks and Recreation offerings to
inclutle additional weekend dasses, i� also carefully considers severel cntical factors that will
signifcantty impact the General Fund budget, beginning in FY 2026:
1.The City's increasinq unfunded capital improvement program.
2.Long-tertn General Fund fnancial projections indicating a potential shortfall in upcoming fsral
years.
3.The passage of Amendment 5 in November 2024, which increases the homestead exemption
and further constrains the growth of tazable property values.
These considerations are essential to easure that decisions regarding reopening the Scott Rakow
Youth Center on SaWrdays and the North Shore Park Youth Center on Sundays align with the
Ciry's broader long-term f nancial stabiliry and strategic priorities. I(Ihe Committee recommends
funding expanding kids' Parks and Recreation oHerings to include Sunday dasses (or$105,000
the Administration recommends it be considered part of the FY 2026 budget process.
BACKGROUNDIHISTORV

ANALYSIS
The Parks and Recrealion Department offers various weekend programs and events for all age
groups.As shown in Exhibit C, numerous programs and facilities are available,which are heavily
utilized by ihe community. Some of these offerings include a swim team, dance lessons, open
play chess, an adult art dub, florei workshops, ice skating lessons, gymnastics progrems, youth

soccer and baseDall, beach volleyball, and multiple swim lesson Gasses. Additionally, the Parks
and Recreation Department provides�ree community weekend access for Miami Beach residents
at both the Scott Rakow Youth Center on Sundays, and Ihe North Shore Park Youth Center on
Saturdays, where visitors can enjoy ihe fitness center, game rooms, bowling alley, and
gymnasium.
As part of Ihe budget process during the COVID pandemic, the Department closed the Scott
Rakow Vouth Center on Saturdays and the North Shore Park Youth Center on Sundays as a cost-
