A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE
COMMITTEE, AT ITS JUNE 11, 2025 MEETING, AND DIRECTING THE
ADMINISTRATION TO CONSIDER FUNDING, DURING THE FY 2026
BUDGET PROCESS, THE DESIGN AND PERMITTING PHASE FOR A
KAYAK LAUNCH IN NORTH BEACH IN THE AMOUNT OF $250,000.
WHEREAS, in May 2017, the City opened a Kayak/Non-Motorized Vessel (NMV)
Launch at the Parkview Island Annex Qhe "Parkview Island Launch");
WHEREAS, due to ongoing water quality concerns in the adjacent canal, the Parkview
Island Launch has been closed since March 2020;
WHEREAS, at the April 23, 2025 Commission meeting, at the request of
Commissioner Laura Dominguez, the Mayor and City Commission referred an item (C4 M) to
the Public Safety and Neighborhood Quality of Life Committee ("PSNQLC"), to discuss a
suitable location for a new kayak launch in North Beach (the "New Kayak LauncH'); and
WHEREAS, at the June 11, 2025 PSNQLC meeting, item C4 M received a favorable
recommendation; and
WHEREAS, the Parks and Recreation Department and Environmental Sustainability
Department estimate that the total cost for design and permitting of the New Kayak Launch will
be $250,000; and
WHEREAS, accordingly, the Parks and Recreation Department and Environmental
Sustainability Department recommend an initial appropriation of $250,000 to support the design
and permitting phase of the New Kayak Launch; and
WHEREAS, the design and permitting phase of the New Kayak Launch is anticipated
to take approximately 24 months to complete and will include all required design work and
regulatory approvals; and
WHEREAS, following the design and permitting phase, a separate funding request for
the construc[ion phase of the New Kayak Launch will be submitted during a future fiscal year.

Commission hereby accept the recommendation of the Public Safety and Neighborhood Quality
of Life Committee, at its June 11, 2025 meeting, and direct the Administration to consider
funding, during the FY 2026 budget process, the design and permitting phase for a kayak
launch in North Beach in the amount of$250,000.

RECOMMENDATION
The AdminisUation supports accepting the recommendation of the Public Safety and
Neighborhood Quality of Life Committee (PSN�LC)to approve lhe funding request of$250,000
to support lhe design and permittinq phase for a Kayak Launch in North Beach.
The Administ�ation recommends that while the Mayor and Commission evaluates establishing a
Kayak Launch in North Beach, it also carefulty considers several critical factors that will
significantly impact the General Fund budget, beginning in FY2026:
1. The City's increasing unfunded capital improvement program.
2. Long-term General Fund financial pmjedions indiCa[ing a potential shortfall in upcoming fscal
years.
3. The passage of Amendment 5 in November 2024, which increases the homestead exemption
and further constrains the growlh of taxable property values.
These consideretions are essential to ensure that decisions regarding establishing a new Kayak
Launch in North Beach align with the City's broatler long-term fnancial stability and stretegic
pnorities. If the Mayor and Commission approves funding a Kayak Launch in North Beach, the
Administretion recommends it to be considered as part of the FY 2026 budget process.
BACKGROUNDIHISTORY
In May 2017, the Ciry opened a KayaklNon-Motorized Vessel (NMV) Launch at �he Parkview
Island Annex. However, due to onqoing water quality concems in the adjacent ranal, the launch
has been closed since March 2020. �
Given the continued closure and the desire to provide access to non-motorized watercrak, there
is interest in identifying an alternative location tor a Kayak/NMV Launch in the North Beach area
while water qualiry issues at Parkview are being addressed.
During the April 23, 2025 Commission meeting, at the request of Commissioner Laura
Dominguez, the Mayor and City Commission referred an item (C4 M) to the Public Safety and
Neighborhood Qualiry of Life Committee ("PSNQLC"), to discuss a suitable location for a Kayak
Launch in North Beach. (Ezhibit A).

At the June 11, 2025 Public Safety and Neighborhood Quality of Life Committee (PSNqLC)
meeting, the item received a favorable recommendation. The Parks and Recreation and
EnvironmenWl Sustainability Departments estimate an initial appropnation o($250,000 to support
ihe design and pertnitting phase of the Kayak Launch in North Beach This phase is anticipateC to

ANALYSIS
To evaluate alternative locations for a Kayak/Non-Motorized Vessel(NMV)launch in North Beach,
City s[aff reviewed monthly water quality data from si�es north of 63rd Street, towsing on
Enterococcus and Fecal coliform levels. While the City's monitonng program is designed for
stormwater evaluation, results were compared against State sWndards for recreational
waters 70 MPN/t00mL (Enterococcus)800 CFUI100mL (Fecal coliform).
The wateAront adjacent to the P1001ot at 81st Street and Hawthome Avenue was identifed as a
promising alternative due to acceptable water quality, nearby sampling sites, and available
parking.
The southem portion of Tatum Waterway near Crab Alley was also considered, but not
recommended due to lack of consistent water quality data, pmximity to the Parkview Canal,
upcoming infrasUucture projects, limited parking, and high stormwater runoff.
StaR also noted a pnor attempt to permit a kayak launch at 81st Street and Crespi Boulevard was
tlenietl due to the adjacent property owner refusing to provide a required Letter of Consent.
Any tuture kayak launch will require coordination with �ERM, FDEP, and USACE,with permitting
considerations including water depth, benthic resources, endangered species habitat,
navigational concerns, and property owner wnsent.
FISCAL IMPACT STATEMENT
If approved by Commission the funding request of$250,000 for the design and permitting phase
of a kayak launch at NoAh Beach will be submitted and reviewed for consideration dunng the FY
2026 budget process.

The Administration recommends that water qualiry and parking capabilities be important
considerations in evaluatinq a future kayak launch localion in NoRh Beach.
BACKGROUNDIHISTORY
The City opened a Kayak/NMV(Non-Motonzed Vessel)Launch at Parkview Island Annex in May
2017. Due to water quali�y concems in the canal serving the launch, the launch has been closed
since March 2020.
There is a desire to fnd an alternative loration for a Kayak/NMV Launch in North Beach while
water quality concems at Parkview are addressed.
ANALVSIS
To fully unders[and the water quality, the administralion stafl conducted a review o( the City's
available monthly water qualiry sampling sites located in North Beach (above 63rd street),
specifcally for the lwo fecal indicator bacteria parameters applicable to marine waters:
Enterowccus and Fecal coliform. While the City's program was developed for ihe purpose of
long term water qualiry analysis related to the stortnwater program as opposed to recreational
use, these hvo paremelers were reviewed in accordance wiN the Stale regulatory standards for
beach recreational water quality intended for bafhing (70 MPN/100mL and 800 CFU/100mL
respectively).
Considering this and parking availability, the street end or watertront adjacent to the P100 lot
localed at 815t Sheet and Hawthome Avenue could be considered for an altemative kayak launch
in North Beach. This location has both an acceptable level of water quality, two nearby monthly
water quality testing sites, and an appropriate availability of parking.
The atlminisiration stafl were also asked by Commissionei Dominguez to consitler the southem
portion o!TaWm Waterway, adjacent to Crab Alley. However, because no monthly water quality
lesting site curtently exists in this location to evaluate multi-year water Irends and because Park
view Canal is currently adjacent to this waterway, lhe Administration currently does not
recommend the use of this location. In addition, significant upgratles are planned in this vicinity,
inGuding a potential dredging project, living shoreline improvements utilizing federal
appropriations, and stortnwater refrofts. If a kayak launch were permitted and installed in this
location, it would have to be removed forthese future projects,which would then require additional
permits. The water quality sampling location within Tatum Waterway is located centrally at ihe
pedestrian bndge, with limited public parking available. It is also important to note Tatum

Walerway has over a tlozen stormwater outfalls which means tluring rain events, [here wuld be
a signifirant influx of stormwater which has the potential to pick-up street level contaminants such
as fecal waste.
Rom a community standpoint, it is also important to note that in the past, the Offce of Capital
Improvements attempted to permit a kayak launch at 81st Sireet and Crespi Boulevartl. However,
aRer completing the design phase and submitting permit applications, the Miami-Dade County
Division of Environmental Resources Manaqement(�ERM)required a Letter of Consen�from the
adjacent property owner for exceeding the boundanes af the D-5 tnangle regulated by Counry
zoning codes. The adjacent property owner declined to sign, so the permit (CLI-201&0006)was
not issued and Ihe application tleactivated.
Additional regulatory considerations from the environmental permitting agencies would be needed
to tlevelop a new kayak launch. The installation woultl require review and approval from the
DERM, Flonda Department of Environmental Prolection (FDEP), and U.S. Army Corps of
Engineers (USACE) at a minimum. Many o� lhe regula�ory considerations irom these agencies
would include the presence of benthic resources, water depth, endangered species habitat as
well as Ihe letters of consent trom the adjacent property owners, water ward erztension of ihe
structures, and navigational concems.
