Resolution 2025-33729 RESOLUTION NO. 2�25-33729 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE DONATION OF ONE OBSOLETE FIRE RESCUE VEHICLE IN "AS IS" CONDITION TO THE ROYAL BAHAMAS POLICE FORCE, AND ALL COSTS SURROUNDING THE DONATION SHALL BE THE SOLE RESPONSIBILITY OF THE ROYAL BAHAMAS POLICE FORCE. WHEREAS, the Miami Beach Fire Department, in partnership with the Miami Beach Police Department, has one(1)2001 Plerce Dash-2000 Skyboom it wishes to donate to the Fire Services department of the Bahamas, which is housed under ihe Royal Bahamas Police Force; and WHEREAS, a recent inspection, based upon industry standard metrics such as age, mileage, maintenance and overall conditioq concluded that the aforementioned vehlcle has reached its end of useful life; and ' WHEREAS, the vehicle, which has an estimated value of $5,350, has already been declared surplus property and was replaced by unit 20503 in March 2021; and WHEREAS, no funds are required from the City of Miami Beach for the donation of the aforementioned vehicle, as the Royal Bahamas Police Force shall be responsible for all costs surrounding the ezport, transportation and donation of this vehicle; and WHEREAS, the charitable donation of ihis outdated vehicle to the Royal Bahamas Police Force is in the best interest of the City of Miami Beach; and WHEREAS, this donation is made in an "as is" condition and the City of Miami Beach makes no representa[ion as to ihe condition of the one(1)2001 Pierce Dash-2000 Skyboom, and no warranty, expressed or implied, and will assume no further responsibility on behalf of the ciry. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA that the Mayor and City Commission hereby approve and authorize the donation of one obsolete fre rescue vehicle in"as is"condition to the Royal Bahamas Police Force, and all costs surrounding ihe donation shall be the sole responsibiliry of the Royal Bahamas Police Force. RECOMMENDATION The Administretion rewmmends the Mayor and Ciry Commission consider and adopt the Resolution to donate one (t) obsolete 2001 Pierce Dash-2000 Skyboom Fire Rescue vehicle to the Royal Bahamas Police Force. BACKGROUNDIHISTORY The Miami Beach Police Department (MBPD) has developed professional relationships with several intemational law enforcement agencies and entertained,with some of lhem, discussions about delivenng training for their offcers. In Ihe Bahamas,the Fire Services department is housed under the Royal Bahamas Police Fo�ce (RBPF). The donation of the 2001 Pierce Dash-2000 Skyboom Fire Rescue vehicle by the Miami Beach Fire Department (MBFD) will be Ihe first donation to lhe Fire Services department ot the Bahamas through Ihe ongoing cooperetion between [he MBPD and the RBPF. ANALYSIS The Miami 8each Fire Department (MBPD) in conjunction wilh MBPD would like to donate one (t)obsolete 2001 Pierce Dash-2000 Skyboom Fire Rescue vehicle to the RBPF at no cost to the Ciry of Miami Beach. Pursuant to Section 2315(e) of the Miami Beach Cotle, [he donation of surplus items to other governmen�al entilies is permittetl under specific contlitions, notably when these aclions serve a chadtable or public purpose and the value does not exceed a replacement value of$100,000. City vehicles are scheduled for review andlor replacement based on a pre-0etermined schedule and using various industry standard metncs to include age, mileage, maintenance, engine hour and overell condition. Once vehicles have reached the pre-detertnined criteria, they are considered to have reached their "endvf-life" following a physical inspection and detertnination o�safety and mainienance cost effecdveness. The inspection of the aforementioned vehide determined that it had reached its end-of-life wilh Ihe Department in March 2017. Fleet Management estimated the auction value of the vehicles to be $5,350. The MBFD has approved the replacement oFthe vehicle as part of the Pleet ManagemenPs annual 847 fleet acquisition list, and the vehicle has officially been declared as surylus and of no iWher use to the Ciry. The donation, however, would make a signifcant and positive impact to an agency which does not easily have access to vehicles with similar capacities. FISCAL IMPACT STATEMENT The Royal Bahamas Police Force has committed to absorb any and all costs associa[ed with the transport ot said vehicles to The Bahamas, with no fiscal impad to the City of Miami Beach. CONCLUSION The Administration therefore requests the Mayor and the City Commission authorize the City Manager and Miami Beach Fire and Police DeparimenLs to carry out the donation of the one (1) obsolete 2001 Pierce Dash-2000 Skyhoom Fire Rescue vehicle lo the Royal Bahamas Police Force.
