A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AMENDMENT TO THAT CERTAIN
CONTRACT (THE "CONTRACT") DATED JUNE 2, 2023 BY AND BETWEEN
THE CITYAND STRUCTURAL PRESERVATION SYSTEMS, LLC, PURSUANT
TO INVITATION TO BID NO. 2023-042-DF, FOR REPAIRS TO BRIDGE NO.
876719 ON 77TH STREET (THE "77TH STREET BRIDGE") OVER THE TATUM
WATERWAY; SAID AMENDMENT APPROVES ADDITIONAL CONSTRUCTION
SERVICES IN THE AMOUNT OF $71,235.29 TO IMPLEMENT A TEMPORARY,
ENGINEERED, SHORING SYSTEM IN KEY POINTS NEEDED TO PROVIDE
STABILITY TO THE 77TH STREET BRIDGE DURING ITS REHABILITATION,
UTILIZING THE REMAINING CONTRACT BALANCE IN THE AMOUNT OF
$65,059.43, THEREBY INCREASING THE CONTRACT PRICE BY$6,175.86 TO
A TOTAL PROJECT COST OF $665,059.36.
WHEREAS, bridge no. 876719 on 77th Street (the "77th Street Bridge"), located in the
Biscayne Point neighborhood between Hawthorne Avenue and Tatum Waterway Drive, serves as
a critical path for residents and emergency services; and
WHEREAS, based on consistent evaluations by the Florida Department of Transportation
("FDOT") in 2022 and 2024, the 77th Street Bridge has been receiving an average sufficiency
rating of 62, below FDOT's recommended minimum threshold of 70; and
WHEREAS, this average sufficiency rating of 62 indicates a borderline condition—not yet
critical, but in need of attention — and acts as a decision point to begin planning repairs or more
frequent monitoring to prevent further deterioration; and
WHEREAS, pursuant to Invitation to Bid No. 2023-042-DF, Structural Preservation
Systems, LLC ("SPS") was awarded a contract to perform substructure and superstructure work
to the 771h Street Bridge, including concrete repairs, pile jacket installations and other restorative
work (the "ProjecP'); and
WHEREAS, the awarded contract amount to SPS totaled $658,883.50, including a 10%
contingency of$59,898.50; and
WHEREAS, [he Project began in June 2024; and
WHEREAS, during Ihe restorative work, SPS encountered previously unidentified,
severely deteriorated, concrete elements on key structural pillars including beams, bent caps and
pilings; and
WHEREAS, these deteriorated concrete elements were not visible or foreseeable when
the bid was presented; and
WHEREAS,to safely proceed with the Project, SPS implemented a temporary engineered
shoring system (the "Shoring System") in key points (DU-14/15/16, DU-6/9/17 and PG20); and
WHEREAS, the Shoring System involved the coordination of a third-party structural
engineer, additional field crews, specialty equipment and an extended labor schedule; and
WHEREAS, ihe conditions and additional work were documented ihrough daily
Construction Engineering Inspection ("CEI") reports, TRM (time and materials) tracking and
communications between the City, a CEI consultant and SPS; and
WHEREAS, there is a remaining Project balance in the amount of $65,059.43, including
a remaining contingency fund for the Project in the amount of$59,898.50, but the total cost of the
Shoring System amounts to $71,23529; and
WHEREAS, fhe Administration finds the cost for the Shoring System fair and reasonable;
and
WHEREAS, the Administration is requesting approval of an additional $6,175.86 to be
added to the existing contract award in the amount of $658,883.50, for a total project cost of
$665,059.36, to cover the excess cost for the Shoring Sys[em after application of the remaining
contingency fund.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITYOF MIAMI BEACH,FLORIDA,thatthe Mayor and City Commission
hereby authorize the City Manager to negotiate and execute an amendment to that certain
Contract(the"Contracl")dated June 2, 2023 by and between the City and Structural Preservation
Systems, LLC, pursuant to Invitation to Bid No. 2023-042-DF, for repairs to bridge no. 876719 on
77th Street (the '77th Street Bridge") over the Tatum Watenvay; said amendment approves
additional construction services in the amount of $71,235.29 to implement a temporary,
engineered, shoring system in key points needed to provide siabili[y to the 77th Street Bridge
during its rehabilitation, utilizing the remaining Contract balance in the amount of $65,059.43,
thereby increasing the contract price by $6,175.86 to a total project cost of$665,059.36.

Pursuant to Invitation to Bid ("ITB") No. 2023-042-0F, Structural Preservation Systems, LLC
(SPS). was awarded a wntract to perform substructure, superstructure, concrete repairs, pile
jacket inslallations, and other restorative work to the 77th Street Bridge. The project began in
June, 2024, and was completed in March. 2025.
ANALYSIS
During the restoretive work, SPS encountered newly unidentifed, severely deterioreted concrete
elements on key structural pillars, including beams, bent caps, and pilings. These conditions
were not visible or foreseeable when the bid was presented, exceeding the approved contract
award in the amount of$658,883.50.

To safely proceed with the bndge's repairs, SPS implemented a temporary engineered shoring
system in key points (DU-14/15/16, DU-6/9/17, and PC-20). These efforts involved the
coordination of a third-party structural engineer, additional field crews, specialty equipment, and

fair and reasonable.
The Administration is requesting approval of the additional $6,175.86 to the contract award in the
amount of$658,883.50 for a total project cost of$665,059.36,to cover the shonng system needed
to safely complete the 77th Street Bridge repairs.
